Job Description
- This position functions as the Electrical Engineer, providing OBO / Lagos a full range of critical engineering and construction quality assurance and management and technical oversight of the Lagos NCC Project.
- The New Consulate Campus includes: Consulate, Warehouse / Shops / Motorpool, 3 CACs, MSF, Utility Building, REC with a swimming pool and cabana, MSGR, Parking Garage, Helicopter Landing Zone.
Primary Duties and Responsibilities
- Performs technical inspections of electrical work, monitors the contractor's quality control program, and reviews project drawings and specifications to ensure compliance
- Ensures that the contractor is performing the required contract work in accordance with the design documents
- Reviews engineering shop drawings and determines if the contractor has complied with the final design parameters
- Observes onsite construction and determines if construction elements are being installed, formed, and executed properly
- Performes quality assurance tasks, ensures contractor's work is properly inspected and corrective actions take place, ensures materials meet contract, reviewes contractor submittals for compliance with contract requirements, and resolves conflicts
- Prepares responses to Requests for Information (RFI) for questions related to engineering
- Coordinates the development of Independent Government Estimates (IGEs) for modifications and change orders
- Reviewes and evaluates design calculations and data from an engineering perspective
- Prepares Monthly Progress Report summarizing project status, with emphasis on engineering
- Reviewes contractor's Requests for Equitable Adjustment and formulating written recommendations for consideration by the Project Director
- Monitores the construction contractor's quality assurance and safety program
- Monitores construction progress vis-à-vis the project schedule and submits weekly progress reports with recommendations based on the technical review of project documents and field inspections
- Developes working knowledge of all technical requirements of project
- Provides Quality Assurance for ongoing construction project
- Reviewes contractor submittals
- Evaluates proposed submittal substitutions with engineering implications; makes recommendations to the Project Director
- Other related duties as assigned by the Project Director
Requirements
Minimum Skills and Requirements:
- Electrical Engineering degree (Bachelor's or above) from an accredited program along with a minimum of seven (7) years of on-site vertical construction project experience is required
- Design office experience shall not count toward an employee's experience
- Knowledge of International Codes required
- Must be able to read design / construction drawings and be able to understand design narratives and calculations
- Must understand and be able to interpret drawings in his/her discipline and have an understanding of the principals of his/her discipline and how it fits in with other disciplines
- A Professional Engineering License (PE) is acceptable in lieu of a degree
- Overseas experience is preferred
- Must have Final Secret, Interim Top Secret (TS), or Final TS security clearance issued by Defense Counterintelligence and Security Agency (DCSA) at the time of consideration
Desired Skills and Requirements:
- Experience with high and low voltage equipment as well as telephone and fire alarm systems desired
