We are recruiting to fill the following positions below in Abuja:     Job Title: Acting Chief of Party Location: Abuja, Nigeria Job Type: Short-Term Specific Duties & Responsibilities

  • DevTech is seeking an Acting Chief of Party for The MEL Activity who will provide strong program leadership and guidance in the absence of the Chief of Party for approximately one month, beginning early March--this position will be based in Abuja, Nigeria.
  • S/he will provide strong management support, supervise 6-8 technical staff and will actively participate in the daily management of the project.
  • Provide support in organizational learning and knowledge management, and M&E.
  • Support USAID/Nigeria during mid-course stocktaking for the CDCS, semi-annual portfolio reviews, four evaluations, and several data quality assessments.
Qualifications
  • Master's Degree in the Social Sciences, Organizational Learning, Knowledge Management, Public Administration, International Development, or related field.
  • Minimum of 10 years' senior level experience in international development with a track record demonstrating strong management skills and a focus on knowledge management and/or organizational learning.
  • Minimum 5-7 years as DCOP, minimum 2-3 years as COP or similar senior level position on a large, complex USG-funded program (preferred).
  • Minimum of 8 years of experience in M&E, qualitative and quantitative methods for data collection, and analysis.
  • Knowledge and familiarity with USAID Forward, contracting processes, reporting policies (preferred).
  • Excellent interpersonal skills required, ability to effectively communicate and collaborate with a variety of stakeholders in varied cultural contexts.
  • Strong oral English and writing.
  • Strong presentation skills, charismatic speaker for presentations and forums with stakeholders.
Experience Requirements:
  • The ideal candidate must be a self-starter with demonstrated success in managing complex operational, logistical, and staffing needs in addition to having strong CLA and M&E knowledge and experience.
  • Senior level experience in designing, implementing and managing complex, USAID-funded, monitoring and evaluation and/or development programs.
  • Experience overseeing the work of and mentoring staff and local partners in support of capacity building efforts.
  • Experience reporting effectively and comprehensively on complex portfolio of monitoring, evaluation, and learning activities.
  • Experience in building an organizational culture of learning and a strong network of professional relationships with government and non-government stakeholders in a cross-cultural context.
  • Experience in designing and implementing knowledge management and organizational learning interventions through discussions, seminars, and other forums.
  • Experience working and/or living in Nigeria and/or other conflicted or post-conflict states (preferred).

  • DevTech is seeking a highly qualified senior M&E specialist with project management experience to manage these efforts.
Overview
  • The Monitoring & Evaluation (M&E) Specialist for Health provides technical support to USAID and its implementing partners. Under the guidance of the Senior M&E Specialists and the Chief of Party (COP), the Specialist will work with the MEL Activity’s Contracting Officer’s Representative (COR) and other USAID technical staff to develop methods and systems required to meet the deliverables required for M&E tasks.
Specific Duties & Responsibilities
  • Review evaluation scopes of work.
  • Manage evaluations.
  • Analyze and interpret the results of surveys and gather and analyze for assessments, evaluations, baselines, data quality assessments and other M&E data gathering efforts.
  • Provide key expertise in the design and analysis of results, and capacity-building related to the Mission’s goal of furthering collaboration, learning and adapting (CLA) internally and with its partners.
Qualifications & Experience Requirements
  • A Master's Degree in Economics, International Relations, Statistics, or similar discipline required.
  • Minimum of 7 years’ experience in international development in HIV/TB as well as at least one of the following health areas:  reproductive health, malaria, nutrition.
  • Minimum of 3 years of progressively responsible professional experience in M&E.
  • Expertise in the design, management, and implementation of evaluations of development interventions, including experimental and quasi-experimental methods.
  • Demonstrated expertise in data collection and analysis, data quality assessments, statistical methods and performance monitoring and reporting.
  • Expertise in tailoring blended learning and presentations to a variety of audiences, including USAID, implementing partners, and government stakeholders.

Interested and qualified candidates should:  Click here to apply     Job Title: Data Management Specialist Location: Abuja Job Type: Full Time Project Summary In October 2016, USAID/Nigeria awarded DEVTECH Systems Inc. the Support for Strategic Information and Program Management Services (S4SIPMS) Project in support of the HIV/AIDS, TB Program in Nigeria.  The Project also supports the President's Emergency Plan for AIDS Relief (PEPFAR) efforts to make strategic investments in quality programming that yield greater impact on saving lives and improving the health status of people living with HIV. This award is a response to requirements set out by the Office of the Global AIDS Coordinator (OGAC).  For USAID/Nigeria’s Office of HIV/AIDS and Tuberculosis (TB) to accomplish its charge in the fight against HIV/AIDS, the Mission team was tasked with supporting the strengthening of the Nigerian national health system through the use of Site Improvement through Monitoring Systems (SIMS). SIMS continuously monitors and assesses sites receiving PEPFAR funding to ensure effective quality program implementation, and the adherence to national and international standards and accountability. This impact would come through achieving the objectives below: Planning and Conducting SIMS Assessments:

Overview/Job Description
  • DevTech is seeking a Data Management Specialist in the Abuja country office for the Support for Strategic Information and Project Management Services (S4SIPMS).
  • The DMS will oversee data monitoring and assessment quality, data entry quality, data cleaning, data collection, data analysis and reporting on Site Improvement Monitoring Systems (SIMS) data.
  • The DMS will provide insights to SIMS data collected and help disseminate those insights to USAID Implementing Partners.
  • The DMS will be responsible for all SIMS data analysis and reporting to the project Chief of Party and to USAID.
Specific Duties & Responsibilities
  • Guide and provide technical assistance in the management of SIMS assessment data, reporting, and capacity building for data use and evaluations.
  • Provide the COP and DCOP weekly updates on conducted SIMS assessments.
  • Provide analyzed data for quarterly reports and meetings. Provide ad-hoc analyzed data to fulfill requests from USAID, IPs, or DevTech staff.
  • Lead in the creation of new data management tools or frameworks for analysis.
  • Conduct SIMS Data Quality Assessments across the regional offices.
  • Ensure timely entry and submission of SIMS data into the database by the regional offices.
  • Ensure the functionality and update of the SIMS database.
  • Ensure timely preparation and submission of SIMS data for the project’s reports.
  • Manage all collected SIMS data.

Qualifications & Experience Requirements
  • Bachelor's degree in Computer Science or related field is required; Master's degree in Public Health, Epidemiology, Information Science, Computer Science, Health Information Management, Sociology or Demography is preferred.
  • Minimum of ten (10) years’ work experience in data analysis and M&E of HIV/AIDS programs, public health programs or other social sector programs.
  • Knowledge of the epidemiology of HIV/AIDS in Nigeria, the Nigeria Health Management Information Systems, Site Improvement through Monitoring Systems (SIMS) as well as the PEPFAR policies, procedures and supported program activities in Nigeria is an added advantage.
  • Experience working for a USAID grant or contract in Nigeria.
  • Experience managing databases.
  • Strong organizational, report writing, and communication/presentation skills.

  • The ultimate expected results are to strengthen USAID’s M&E system, to enhance M&E capacity of local entities, to improve accountability and the use of empirical evidence for programming, learning and adapting, and to maintain strategic alignment with the DOs outlined in the Mission’s CDCS.
  • To support the Mission’s activities and reporting requirements, DevTech/MEL is developing an improved reporting tool, Performance Reporting System (PRS)/Monitor, which tracks indicator performance across the Mission’s portfolio.
Overview
  • DevTech is seeking a Senior Monitoring, Evaluation and Learning (MEL) Specialist for Systems to lead the implementation of and improve the PRS/Monitor requirements for the Mission, its implementing partners, and with GON reporting requirements.
  • The MEL Activity has conducted a comprehensive needs assessment of Mission reporting requirements, needs and preferences for continual improvements to the reporting application and developed a work plan to address those needs.
  • The Senior MEL Specialist for Systems will collaborate with a team of application developers and MEL’s M&E Specialists to ensure timely execution of deliverables in accordance with the approved work plan, and ensure that Mission feedback is appropriately communicated to the development team and integrated into a revised work plan and budget.
  • S/he will work with internal and external stakeholders to ensure the PRS and its data collection, reporting and analysis meet the needs of internal and external stakeholders, to include all USAID M&E-related reporting requirements.
  • Additionally, the Senior MEL Specialist for Systems will provide key expertise in the design and analysis of results which will be a core aspect of the Mission’s Collaboration, Learning and Adapting component.
  • (S)/he will build capacity in these areas of responsibility in the Mission and its implementing partners.
Specific Duties & Responsibilities
  • Collect feedback from USAID/Nigeria’s five technical teams on the functionality of the tool and ensure that communication is efficiently delivered to the team of developers, the work plan is adjusted, and an updated timeline is provided to the MEL team and USAID/Nigeria
  • Ensure data in PRS/Monitor are up-to-date, accurate and reliable; update as necessary with changes in indicators and feedback from the technical teams and IPs
  • Support the technical teams with data cleaning, data validation, data analysis, and data visualizations during Portfolio Reviews, Performance and Plan Reporting, mid-course stocktaking for the new CDCS, and other reporting needs using the PRS/Monitor platform
  • Conduct training for IPs and Mission staff on data entry, data analysis, data visualizations, and how to maximize the functionality of the platform
  • Troubleshoot and provide hotline support; maintain Service Log to document any interactions with USAID and IPs to ensure all requests are addressed immediately or followed-up in a timely manner
  • Gain familiarity with the system/platform, the IPs, and the data in the system to anticipate challenges and propose creative, efficient and effective solutions before they occur
Qualifications
  • Master's Degree in International Development, Economics, Health, or a related field
  • Minimum eight (8) years of professional experience in developing and implementing M&E systems across USAID/Nigeria’s portfolio: health, economic growth, HIV/TB, democracy and governance, and/or education
  • Strong attention to detail, and statistical, analytical, and visual capabilities for various data types
  • Ability to multitask and balance competing priorities from a variety of stakeholders
  • Ability to interpret and visualize time series indicator performance data
