About Malteser International in Nigeria (MI) has been working in Nigeria since 2017. In Northeast Nigeria and more specifically in Borno, Taraba and Adamawa States, MI is currently active in the WASH, Protection and FNSL sectors for saving and improving the lives of both the IDP/refugee populations as well as the host communities. The WASH activities focus on improved access to safe water, sanitation, and hygiene, including NFI distribution, solarization of boreholes, rehabilitation of hand pumps, construction of latrines, and hygiene promotion. The protection activities focus on prevention and response to Gender Based Violence (GBV) cases. The Food Nutrition Security and Livelihood interventions mainly focus on micro gardening, pullet rearing for egg production, composting and Nutrition (food demonstration, referrals of malnutrition cases to nutrition partners, and sensitisation on nutrition. Malteser International applies a participatory, gender-sensitive and inclusive approach.

We are recruiting to fill the position below:

 

Job Title: Access and Safety Officer

Location: Maiduguri, Borno
Employment Type: Full-time

Main Responsibilities and Tasks
Security Management:

  • Elaborate/revise the relevant security documents (risk analyses, Local Safety & Security Rules, Contingency & Relocation plans, Country Security and Safety Management Plan), in collaboration with the Country Coordinator; the Security and Safety Management Team and the Global/Regional Security Advisor (s)
  • Ensure the implementation and monitor all security and safety processes and procedures and ensure compliance in collaboration with staff and with the support of the Senior Management Team.
  • Ensure the internal incident tracking system is functional and performs incident analysis;Monitor security communications equipment and implement communication protocols
  • Ensure field movements are safe and that there is a system for tracking and monitoring staff movements. Any breaches must be reported to supervisors for corrective action.
  • Undertake security and safety assessments of new facilities (offices, hotels) before use.
  • Support the Country Coordinator and SMT in the management of safety and security incidents.
  • Ensure 24/7 availability to respond to any staff concerns or incidents that might require urgent attention;Replace the Country Coordinator for security management during his absence, in coordination with the HQ Programme Manager, Regional Safety and Security Advisor and the SMT team at the Country Level.

Context analysis:

  • Perform regular qualitative follow-up of the political, military and security context in the country;Perform regular quantitative analysis of the security incidents and trends (through internal and external data) in the country
  • Support the CC for the analysis of local stakeholders, power dynamics, ethno-confessional factors, acceptance factors, and other relevant political, social, and cultural issues
  • Regularly coordinate with peer organization safety and security staff/focal points to share contextual information.

Access:

  • Support and represent the Country Coordinator in negotiations to obtain access to civilian and/or military authorities and the UN System. Liaise with the government, Army, Police, Department of State Service, INSO, UNDSS local authorities and other key external stakeholders to ensure that MI staff maintains regular and safe access to program areas
  • Conduct access assessment to existing and new program locations including security-sensitive areas (networking, road analysis, specific SSOP, etc.)
  • Contribute to the elaboration/experimentation of adapted access modalities in security-sensitive areas.

Training / Capacity Building:

  • Develop a training and capacity building plan on safety and security and ensure all staff and security focal points have undertaken essential training either internally or externally sourced. This includes training on personal safety and security, first-aid, VHF/ satellite phone communication, fire prevention, defensive driving and other relevant ad-hoc training as per need
  • Train senior national staff to increase their context awareness and sense of responsibility to promote and develop a risk management-oriented sustainable working culture
  • Monitor the security preparedness of country staff and work with CC to enforce staff compliance with internal security policies and standard operating procedures.
  • Ensuring systematic induction security briefings are conducted to all arriving MI staff, visitors, or volunteers, keeping a comprehensive and organized track/record of all staff briefed
  • Ensure that all field staff is fully cognizant of prevailing security threats and fully advised on means to reduce staff vulnerability to those threats

Reporting and Information Management:

  • Ensure regular (Ad-Hoc, Weekly, Monthly) security and incident reports are completed and uploaded on relevant share points, providing timely updates of situational, security/safety and capacity enhancement developments. This should include outcomes of the incident investigation if any
  • Conducting and submitting full Site Security Surveys of every site visited
  • Conducting and submitting Field Visits Reports of all high-risk field deployments to be submitted to the Security Management teams (Country Office and Head Office)
  • Keep excellent records and logs to ensure capitalization and continuity of the Security Department.
  • Maintaining and feeding internal social networks for security alert dissemination
  • Conducting and submitting Security Risk Assessments of programs, as required

Human Resources:

  • Supervise and liaise daily with contracted facilities (Office and Guest House) guards at the Country Office in Maiduguri to ensure they are trained and aware of Malteser International’s SOPs and are effectively enforcing the required regulations
  • Train and guide guard personnel responsible for access and safety of all other bases including Yola, Pulka and future operational areas.

Representation and coordination:

  • Attend security coordination and bilateral meetings and update CC on current security issues; Maintain/expand MI network of security, context and access contacts, among local and international NGOs, local authorities and other relevant entities (INSO, UN system, etc.)
  • In coordination with CC feed regular discussions / organise regular updates on security and context with Regional/Global Security Advisor and Head Office as per need
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization's Code of Conduct, ethics, values and standpoint with regard to internal and external actors.

General Responsibilities

Required Qualifications, Competencies, and Experience

  • A Master’s Degree preferably in a field related to Humanitarian Work or Risk Management, with a minimum of four (4) years of demonstrative experience in Safety and Security with INGOs in Nigeria.
  • Proven fluency in written and spoken English is a must, and a proven understanding of local languages like Hausa, and Kanuri is a plus.
  • Strong assessment, evaluation, reporting, and analysis skills.
  • IT literate, MS - Word, Excel, PowerPoint and MS Outlook and teams, including experience in incident reporting, incident mapping, intelligence collation and analysis functions, set up and execution of an incident warning system Geographical Information System (QGIS), and compilation of security reports and assessments.
  • Proven strong writing, reporting, analytical and communication skills.
  • Proven strong analytical and reporting skills.
  • Being able to advise and present convincing proposals and analysis on access and safety issues.
  • Strategic planning skills with proven technical expertise in safety and security management.
  • Technical competency and training experience in field-based communication systems such as radio, satellite, and internet systems.
  • Sound knowledge of humanitarian principles of impartiality and neutrality as outlined in the Humanitarian Charter and the Malteser International Code of Conduct.
  • Existing networks with influential actors in the Northwest, Northeast, and South-South states of Nigeria (e.g. on security, political, social, cultural, and religious levels).
