Medecins Sans Frontieres (MSF) is an international, private, non-governmental, non-profit humanitarian organization. Our organization offers assistance to populations in distress, to victims of natural or man-made disasters, to victims of armed conflict, without discrimination irrespective of race, religion, creed or political affiliation. We have been working in Nigeria since February 1996. A Memorandum of Understanding between Medecins Sans Frontieres and the Federal Government of Nigeria facilitates this. We are at present co-operating with the Federal Ministry of Health, State and Local Government departments of health on various health projects.

We are recruiting to fill the position below:



Job Title: WATSAN Manager

Location: Makurdi, Benue
Job Type: Indefinite

Main Objective and Responsibility of the Position

  • Planning, coordinating, implementing and monitoring all logistics activities in the project related to Water, Health and Sanitation, according to MSF protocols and standards in order to ensure an optimal running of the project.

Accountabilities

  • In collaboration with the Project Coordinator and the Logistics Coordinator, planning, elaborating, and reviewing the annual budget for the Watsan activities in order to identify and give a response to the needs of the mission and the targeted population.
  • Monitoring on a day-to-day basis the implementation of the Watsan activities in the project ensuring compliance of MSF standards, protocols and procedures, and reporting to the Project Coordinator on the development of the ongoing programmes including the following:
  • Designing, implementing and managing all Watsan interventions in the Project (including but not limited to: water supply, excreta disposal, waste management, hygiene, and infection control
  • Conducting routine Watsan assessments in collaboration with project medical teams to identify Watsan needs at project level, and making recommendations for response activities to the line manager (e.g. Project/Field Coordinator, Watsan Coordinator/Referent/Focal Point). Ensuring the Watsan contribution to the development and planning of emergency response strategies and resources, in collaboration with the medical and logistical teams
  • Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and equipment through planning, organizing and overseeing the inventory of the Watsan stock
  • In collaboration with the Project Coordinator, Logistics Coordinator and HR Coordinator, participating in the planning and implementation of HR-associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area.
  • Providing technical support to the medical team in identifying possible "risk factors" (e.g. behavioral practices, environmental sources of infection, and transmission routes) and offering solutions for infection control. Actively contributing to the integration of Watsan activities in medical intervention offering project proposals and work plans.
  • Ensuring proper collection and monitoring of Watsan data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management).

MSF Section / Context Specific Accountabilities
The Watsan Manager is responsible for the WatSan activities in the Benue project. This requires proper planning, training, implementation and monitoring of WatSan activities in health structures and IDP camps. Key among which are:

Monitoring and Supervision:

  • Participate in assessments and explos to identify existing WatSan needs within the IDP communities.
  • Supports the project to comply with the Essential WHS Requirements for Health Structures, including planning, implementation and monitoring of ‘hardware’ (construction) and ‘software’ (training, Distribution, promotion and education) aspects.
  • Work in collaboration with Benue SEMA to train and support camp volunteers to maintain existing Watsan facilities (borehole, latrines, and showers) and keeping sanitation in the camp through frequent cleaning of latrines, showers and wastewater drainage lines.
  • Actively participate in the project annual and MYR planning and budgeting for Watsan related activities.
  • Closely collaborate with the project MTL/Mission Watsan in the preparation of the WatSan related local and international supply orders.
  • Timely verification of the quality and quantity of WatSan materials and equipment as soon as received in stock.
  • Monitor the status of all project WatSan equipment in liaison with the mission technical referent and MTL
  • Ensure that WatSan related activities are implemented in accordance with existing MSF policies (including WHS Policy) and mission WatSan strategy.
  • Monitor the progress and impact of WatSan activities in the different camps settings as well as the implementation of the Safe Water Optimization Tool (SWOT).
  • Support the supply department in drafting Watsan related contracts for local contractors pending PC/MTL approval.

Human Resources Management:

  • In collaboration with the MTL and PC, plans and make timely requests for WatSan staffs based on needs.
  • Assess the training needs of the Watsan team and plan appropriate trainings/coaching to bridge knowledge gaps.
  • Periodically, carryout staff evaluations using the performance management system for all WatSan staff at project level.
  • Participate in the recruitment processes of project Watsan staffs including setting their induction objectives to ensure adequate knowledge for them to correctly perform their activities.

Data Collection and Reporting:

  • Provide weekly and monthly medical reports to the MTL/MTR-WatSan, and the sanitary surveillance report on a quarterly basis.
  • Routinely monitor and report WASH-related gaps in the camps in order to improve the medical and humanitarian conditions in the IDP camps.
  • Systematically map all WatSan facilities within the different IDP camps to have a better understanding of the available Watsan services in each camp.

Requirements (Qualifications / Experience / Knowledge)
To apply for this role applicants MUST meet the following criteria:

Education:

  • Academic background in Engineering or an equivalent relevant training
  • Watsan in Emergencies Training within MSF is strongly recommended

Experience:

  • Previous experience in technical aspects of water and sanitation works.
  • Minimum of 6 months of hands on field emergency WHS professional experience in a humanitarian or international development setting
  • Desirable: experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and waste water management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)
  • Desirable: public health background or experience

Languages:

  • Mission language essential; local language desirable

Knowledge:

  • Computer literacy

Gross Salary
N533,815 Monthly.
