Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income-generating activities, and a wide range of other assistance. Job Title: WASH Team Leader
Location: Maiduguri, Borno

The Position

  • DRC is seeking a committed and competent WASH Team Leader to join the Borno Programme. Interested persons will be reporting to the Area Manager.
  • The overall purpose of the role is to ensure the quality of the planning, implementation and follow up of all technical aspects of the WASH activities being implemented by DRC.
  • The WASH Team Leader under the technical supervision of WASH & shelter Coordinator as Matrix Manager is responsible for the day-to-day implementation and monitoring of DRC WASH activities in Borno and Yobe States.

Responsibilities
General Programming & Operations:

  • Carrying out needs assessment, selection, design and construction of water systems, using groundwater or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems.
  • Ensure efficient and Effective program implementation while following the budget and work plan.
  • Participate in preparing monthly/quarterly/annual highlights/ reports and proposals and budgets for donors.
  • Mobilization of beneficiary communities to maintain the established/ rehabilitated /protected water sources.
  • Lead the WASH team in carrying out monitoring and evaluation exercises.
  • To select, design and implement the most appropriate form of sanitation system, in consultation with the beneficiaries, which includes excreta disposal, refuse disposal, vector control and drainage.
  • To formulate and implement capacity building plans for teams and individuals that he managed which may involve conducting training and mentoring approaches.

Coordination and Representation:

  • Collaborate with relevant Internal and External technical experts on WASH issues.
  • Represent DRC at WASH meetings and other relevant technical coordination meetings.
  • Ensure integration of WASH activities with other DRC sectors.
  • Coordinate with WASH counterparts in other locations in the implementation of common funded projects.
  • Develop the projects’ M&E tools
  • Project implementation and reporting
  • Ensure management of WASH project grants through budget control.
  • Monitor and Evaluate WASH Projects.
  • Ensure quality control during implementation of WASH activities in accordance to Sphere and National standards.
  • Prepare WASH weekly, monthly, quarterly and annual reports to relevant authorities as per need.
  • Ensure good representation and reputation of WASH sector at all levels.
  • Actively participate in internal coordination meeting
  • Ensure and actively participate in regular sector meetings.
  • Project development

Staff Management:

  • Supervise WASH Officers.
  • Provide technical and programmatic leadership for the WASH staff members and community-based mechanisms in operational areas as needed.
  • Develop staff performance measurement and targets for the WASH Officers and appraise them based on the set targets.
  • Conduct daily field visits or as required to ensure WASH tasks are going on as planned and mentoring - through technical back stopping and training of duty bearers.

Logistics / Finance:

  • Contribute to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups.
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Initiate procurements and ensure their execution.
  • Ensure distribution plans are prepared and shared with logistics in a timely manner.
  • Contribute to grants management of all WASH projects through management of day-to-day project  expenditures.

Monitoring & Evaluation:

  • Work closely with the monitoring team on the timely monitoring and evaluation of all components - information, beneficiary selection, beneficiary feedback about WASH activities, etc.
  • Facilitate the qualitative and quantitative monitoring of WASH projects through team meetings, visits to selected beneficiaries, regular reporting and any other monitoring tools.
  • The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.
  • Experience and technical competencies: (include years of experience)
  • Participate in the internal evaluation of the program.

Experience and Technical Competencies
Essential:

  • At least 3 years’ experience in planning, implementing and evaluating WASH projects.
  • Thorough knowledge of SPHERE and WASH in emergencies standards.
  • Ability and willingness to work in insecure environments
  • Good IT skills (especially MS Office).
  • Strong interpersonal, communication, and negotiation skills – self-motivated individuals, able to take initiative and propose solutions, resilient, positive, and able to work independently

Desirable:

  • Project Planning and Management is an added advantage
  • Experience working in emergency response with NGOs, preferably in a humanitarian context
  • Previous working experience with humanitarian agencies
  • Experience working with displaced populations

Education (include certificates, licenses etc.):

  • Bachelor's Degree in Civil / Water Engineering from recognized institution

Languages (indicate fluency level):

  • Fluency in written and spoken English. Fluency in local spoken languages

Salary and Conditions

  • In accordance with Danish Refugee Council’s Terms of Employment. The income will be subject to statutory deductions as per applicable Nigeria laws. The employee is responsible for the tax returns.
