The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 30 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.   • The Accountability Manager is responsible for supporting the Programme Development, Quality, and Accountability Coordinator (PDQAC) with all aspects of designing, planning, and implementing the Accountability strategy and mechanism throughout the DRC Nigeria country programme – including the Core Humanitarian Standard(CHS), Code of Conduct (CoC), and Prevention of Sexual Exploitation and Abuse (PSEA).
  • In particular, the Accountability Manager will design and develop core processes and standard operating procedures for the feedback, reporting, and complaints mechanism; train all DRC full-time, casual, and volunteers in accountability principles and practices; and lead on coordination and liaison with programme and support unit staff to ensure successful implementation and compliance with the accountability strategy and mechanism.
Responsibilities Under the management and direction of the PDQAC, the Accountability Manager will:
  • Strengthen, further develop, and ensure implementation of the Accountability strategy and action plan for DRC Nigeria;
  • Work closely with the DRC Head of Programme and DDG Programme Manager to ensure all sector managers are adequately supported to develop accountability is mainstreamed throughout their programmes;
  • Working closely with the PDQAC and Country Director, ensure internal compliance with the CHS and Code of Conduct at DRC Nigeria.
  • Develop and implement the Accountability training plan for all DRC Nigeria full-time, casual, and volunteer staff;
  • Strengthen the existing accountability mechanisms at DRC Nigeria and ensure Accountability is implemented at field level, ensuring that all beneficiaries, stakeholders, and community members understand the DRC accountability framework, Code of Conduct, and how to access the feedback, reporting, and complaints mechanisms;
  • Support and manage DRC Nigeria Accountability staff, including development of a training and capacity building plan and regular field trips to provide technical support and guidance;
Requirements Experience and technical competencies: (include years of experience):
  • At least 2-3 years of professional experience working with humanitarian / development organisations with responsibilities for accountability and/or programme quality functions;
  • Advanced knowledge and demonstrated ability of principles and practices related to confidentiality, protection, and interviewing of extremely vulnerable individuals in a humanitarian context;
  • Demonstrated capacity to work collaboratively in a multi-cultural environment with competing priorities, tight deadlines, and in a complex emergency context;
  • Ability to live and work in an insecure and high stress environment.
  • Knowledge of relevant sectoral areas implemented by DRC Nigeria programmes – including protection, food security, WASH, shelter, NFIs, mine action, mine risk education, and armed violence reduction;
  • Highly developed skills and demonstrated capacity developing accountability strategies and mechanisms, including implementation and training in accountability principles and practice;
Education: (include certificates, licenses etc.)
  • University degree in a relevant field such as social sciences, development studies, international / humanitarian law, communications or similar;
  • Professional humanitarian qualifications / recognised training certificates in Accountability-related areas (CHS, PSEA, investigations, etc).
Languages: (indicate fluency level):
  • English - fluent
  • Hausa and other languages used in northeast Nigeria an asset, but not essential to the position.

  • The Mine Action Adviser is responsible and accountable for designing, managing, and overseeing the implementation of DRC/DDG mine action activities in northeastern Nigeria.
  • The Mine Action Manager’s role is to ensure that Mine Action-related activities implemented within the DRC/DDG programme are in line with DRC/DDG’s objectives, strategies, donor requirements, and are compliant with DDG’s mine action Standard Operating Procedures.
  • The Mine Action Manager is also responsible to create and maintain relationship with key mine action stakeholders in country (military, police EOD, etc.).
Responsibilities: (in bullet points)
  • Provide overall leadership for DRC/DDG’s Mine Action operations in Nigeria
  • Plan and lead the implementation of all mine action-related activities
  • Devise future Mine Action project plans and funding proposals and develop mine action strategy for Nigeria programme
  • Collaborate with M&E staff to ensure rigorous monitoring and evaluation of mine action activities
  • Monitor and supervise regular mine action related assessments
  • Contribute to the management of safety and security by adhering to established protocols
  • Other tasks as requested by DDG Head of Programme, Country Director and/or DDG Regional Manager
Specific Tasks and Responsibilities Operations:
  • Assist the Head of Programme in carrying out operational planning for all Mine Action related activities, e.g Non-Technical Survey/Technical Survey, Explosive Ordnance Disposal (EOD), Battle Area Clearance (BAC), Community Liaison, and Risk Education. This should be done while keeping focus on national priorities and beneficiary needs.
  • Mentor, monitor, advise and supervise the NTS Manager and RE Training Advisor in Mine Action, ensuring that they carry out their duties and responsibilities in accordance with their job descriptions and relevant DDG mine action SOPs and DRC/DDG and donor guidelines.
  • Ensure compliance with medical support SOPs and ensure a proper level of medical training for all staff.
  • Make recommendations regarding new approaches and develop, implement and revise country-specific Standard Operations Procedures (SOPs) for relevant DRC/DDG activities.
  • Design an internal Quality Management (QM) structure that includes monitoring the impact of DDG programming in terms of Mine Action as well as productivity (outputs).
  • Ensure that all mine action related activities are coordinated with and complementary to each other and all other programmes including both DRC-DDG and external partners
  • Make regular field visits to monitor and advise managers under his/her responsibility and national staff in programme delivery
  • In collaboration with the national Safety Advisor, managing the safety of field staff
Stakeholder relations:
  • Liaise with local and national authorities (including the police, military, etc), donors, external partners etc. within his/her assigned areas of responsibility and coordinate with the Head of Programme and the Country Director.
Reporting:
  • Support Head of Programme in drafting and compiling the monthly, quarterly and annual reports for their specific sections.
  • Make regular field visits and reports
  • Support the Head of Programme and the Country Director to prepare annual reports to the host government, donors and DDG Regional and Head Offices as requested.
Admin/HR:
  • Work closely with Head of Admin and Finance to monitor admin and HR aspects of his/her assigned sections; including monitoring the discipline and welfare of the programme staff and ensuring that the correct level of staff capacity is maintained.
  • Work closely with the Logistics department to ensure mine action follow-up on procurement and management of assets
Finance:
  • The Mine Action Manager is responsible for working closely with Head of Admin and Finance in monitoring of the financial aspects of the activities in his/her assigned sections.
Experience and Technical Competencies Include years of experience:
  • Minimum 5 years' previous experience in humanitarian mine action and full understanding of its technical requirements.
  • Previous work experience as an Operations Manager
  • Minimum two years previous experience working with a mine action INGO
  • Proven management experience, gained in a range of settings.
  • Experience with accreditation to IMAS standard
  • Proven record of training, mentoring and developing the capacity of staff, national and international
  • Experience of working in challenging and insecure environments
  • Diplomatic, patient and persistent.
  • Experience working in diverse and cross-cultural context
  • Willingness to embrace and further develop overall objectives such as gender equity, impact monitoring, and cross-sector cooperation.
  • High degree of computer literacy - fully proficient in use of word, excel and powerpoint
  • Experience in GIS an asset
