- The Administrative Officer is responsible for the implementation of general administrative and resource management tasks as delegated by the supervisor. S/he will work with an oversight from the supervisor, who will provide general guidance and work plans for identifying work priorities and appropriate approaches; work is controlled for meeting expected results.
- S/he will establish and maintain efficient administrative control mechanisms to ensure compliance with UN administrative, financial and human resources rules and procedures. Contacts on administrative/budgetary related issues are mainly with Sections/Units/Offices within the organization both at HQ and in the Field and with local suppliers/services to ensure provision of services and resolution of difficult problems.
- The incumbent will maintain frequent external contacts with counterparts in other organizations or at working level in national Governments on issues of importance to Organization¿s programmes. He/she acts as adviser or representative of the Organization with authority to discuss problems and seek common ground on which to recommend solutions based on predetermined guidelines provided by higher authority.

Duties
- Contribute to the provision of resources (human, material and services) necessary to support the day-to-day activities of the staff in the office.
- Monitor the day-to-day personnel and administrative operations of the office.
- Provide advice on personnel and administrative policies and procedures.
- Liaise with Government and other external actors in providing vital supportive services (i.e. processing of residency, visas, tax exemptions, etc.).

- Manage contracts for the premises, cleaning and security services, and other services as and when required.
- Serve as a member of the Local Contracts Committee (LCC).
- Undertake missions to field locations to review administrative arrangements and make appropriate recommendations as required.
- Provide guidance and oversight on processes related to the mission travel of staff.
- In the absence of an HR Officer, prepare recruitment, appointments and administrative formalities concerning local staff.
- Review and approve the settlement of employee entitlements including DSA, local salaries and the Medical Insurance Plan (MIP).
- Coordinate training and capacity-building activities to staff in administrative related areas.
- In coordination with Human Resources and Field Security, undertake periodic reviews to ensure that the Office premises are set up and staff accommodation are managed in line with the organizational policies and any related issues are brought to the attention of DHR.

- The Supply Officer supports the supply activities at global, regional or country operations level. The position may be located at Headquarters (within DESS), in a Regional Bureau or in a Country Office. In the Bureau the incumbent normally reports to the Senior Supply Officer or the Senior Operations Coordinator.
- In the Country Operation s/he normally reports to the Senior Supply Officer or the Head of Office, as appropriate. - The incumbent maintains impartial, ethical and customer-oriented relations with suppliers and Partner organizations; exchanges information with counterparts in other UN agencies, and International Organisations within the limits established by UN /UNHCR Procurements Rules and assists with joint procurement actions if, as and whenever necessary.
- The incumbent will support the coordination of the delivery of assistance from the regional warehouse, if applicable. S/he will liaise with SMS staff who manage the Global Stockpiles and who manage the Global Asset and Fleet Management, if and as required. In addition, the incumbent will coordinate with SMS regarding policies, overall planning and management of resources that have an impact on Supply or where Supply has an impact on other parts of the operation.
- In the Bureau the function extends to capacity-building, coaching and guidance on policy and operational issues to ensure compliance with UNHCR procurement, logistics and asset management rules and regulations; as well as support supply planning, implementation, reporting and statistics. The Supply Officer, being part of the Bureau Supply team will, take on the role of supporting, analysing and coaching the supply functions at Country Operation levels.
- The Supply Officer will primarily focus on supporting the sourcing/procurement aspects of the supply function, as Bureau remains a procurement-prone region requiring a sound level of risk management tools. In complex and challenging operational environment, an excellent procurement expertise will then be required to mainstream UN procurement principles as well as UNHCR internal policies throughout the region. This would include to ensure that each country operation can maintain an effective and compliant supply chain that enables the office to meet the needs of persons of concerns as well as timely delivery of quality goods and services to persons of concern.
- Furthermore, the incumbent will be part of the reviewing team of the Regional Committee on Contracts which has been established to approve cases at a higher threshold than the Local Committee on Contracts. The Supply Officer will assist Country Operations on how to create/maintain a supply chain infrastructure that is robust and flexible enough to accommodate the needs of the operation and that enables timely emergency responses, along with effective partners to support supply activities.
- S/he will also have a large responsibility on capturing, analysing and reporting the information from the different Country Operations of the Bureau. This would require strong interaction and coordination in addition to an excellent knowledge of UNHCR tools (MSRP, Focus) and data analysis.
Duties
- Analyse the existing infrastructure and ensure that it is optimally aligned with the operational needs.
- Support all activities pertaining to the supply chain function including planning, sourcing, transport, shipping, customs clearance, warehousing, asset and fleet management in the operation.
- Support the procurement process to ensure timely, cost-effective and adequate delivery of commodities and services to support operational needs.

- Assist in providing a diagnostic on MSRP management reports for country operations, and coordinating with the Regional Supply Coordinator for necessary follow-up to ensure that data, in particular stocks accurately and completely reflect the reality in the warehouses.
- Support the revision of country financial reports and work with the Country Operations Supply Team leaders to address red areas relating to Supply aspects of operations.
- Ensure that country needs assessment plans are established, combine them into regional procurement plans and monitor their timely implementation and changes based on operational needs.
- Monitor and advise operations on import and customs clearance (as required) to resolve and ensure bottlenecks a smooth flow of goods to the operations.
- Ensure coordinated emergency deployments of staff in consultation with SMS to countries in the Bureau.

- The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower persons of concern.
- The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, Country Operations and key external partners, including persons of concern.
- Under the direct supervision of the (Snr) DIMA Coordinator/Deputy Director/Head of Service/Deputy Representative or other IM staff or designated manager, the Associate Information Management Officer supports data and information management activities in the relevant country and regional offices.
- They are part of a team of data and information management staff (depending on office configuration) and support coordination among staff working on information and data management activities and liaison with Headquarters/Region/Country on data related issues.
- Information and data management staff are responsible for coordinating, planning and delivering on data and information activities for all UNHCR operational contexts, responses and populations of concern, including providing coordination and leadership in partnerships on data with all stakeholders - including persons of concern.
- They serve the entirety of UNHCR staff and activities, including protection, programme, operations, external relations and executive management for evidence-informed planning, advocacy, and coordination. They are key in ensuring multi-stakeholder, multi-sector, and multi-country activities are provided with robust and meaningful data and information to support planning, funding and advocacy efforts. This includes both internal and external assessments, regional and country-based planning and monitoring activities such as the COPs, CRRF, RRPs, HNOs, HRPs, and Cluster Plans.
- Information and data management covers the assessment, design, implementation and evaluation of data and statistical related activities. This includes assessment of the information landscape; definition of information and data needs; design of data and information activities, including data collection, analysis, storage and dissemination; implementation of data and information management activities; and monitoring and evaluation of data management activities.
- The focus is largely operational data along with financial and HR data related to assessment, planning, monitoring and evaluation. - In complex humanitarian emergencies and natural disasters where UNHCR is designated as the Protection Cluster Lead Agency under the Cluster Approach, the position of Senior Protection Cluster Coordination Officer performs a dedicated coordination, strategy development and advocacy function.
- The Senior Protection Cluster Coordination Officer reports directly to the UNHCR Representative who has final accountability for the performance of UNHCR as Cluster Lead Agency. At the same time, the incumbent effectuates UNHCR's commitment to work within the framework of the Inter-Agency Standing Committee (IASC) and the Cluster Approach.
- The UNHCR Protection Cluster Lead Agency functions, embodied in the role of Senior Protection Cluster Coordination Officer, are critical in ensuring UNHCR¿s leadership within a diverse protection community. - As a result, the Senior Protection Cluster Coordination Officer leads an inter-agency team in an environment that requires high standards of accountability and demonstrable leadership, coordination, negotiation and conflict resolution skills, and in which the principles of partnership and collaboration are essential.
- The Senior Protection Cluster Coordination Officer represents the Protection Cluster in Inter-Cluster Coordination mechanisms. The Senior Protection Cluster Coordination Officer advocates for protection mainstreaming in the humanitarian response, leads the mainstreaming of early recovery activities in the Protection Cluster, and spearheads the integration of cross-cutting issues into the work of the Protection Cluster, especially age, gender and diversity.
- The Senior Protection Cluster Coordination Officer works closely with and/or directly supervises a multi-functional UNHCR Protection Cluster Support team, including, but not limited to, the areas of information management, needs assessment, profiling, registration, reporting and advocacy.
Duties
- Chair cluster meetings and represent the Protection Cluster in meetings with sectoral and external partners, authorities and other relevant interlocutors.
- Issue reports and make advocacy statements on behalf of the Protection Cluster.
- Make decision over format and frequency of meetings, designation of focal points and the establishment of sub-groups/working groups and ad hoc/task-related bodies for specific issues.
- Negotiate with the Humanitarian Coordinator/Resident Coordinator, the Humanitarian Country Team and cluster members the prioritization and inclusion of project proposals and common funding criteria for inclusion in inter-agency funding appeals.
- Allocate financial and other resources within the Protection Cluster, when required, such as regarding Central Emergency Response Fund (CERF) or Common Humanitarian Funds (CHF). Perform other related duties as required.
Strategic Direction:
- Ensure that the protection response is driven by a Protection Cluster strategy developed in a consultative process with external partners and is integrated into the Humanitarian Country Team¿s common humanitarian action plan.
- Convene and facilitate meetings in line with the Principles of Partnership, ensuring that cluster meetings are consultative and results oriented.
- Ensure coordination with government counterparts and other relevant authorities.
- Lead the design of transition strategies for the Protection Cluster: facilitate the development of a strategy for the cluster ensuring proper linkages with disaster risk reduction, relief, and recovery and development efforts.
Needs Assessment and Resources Mobilization:
- Lead, coordinate and conduct within the Protection Cluster or at Inter-Cluster level protection needs assessments, including participatory assessments of affected populations.
- Provide strategic direction to development of common funding criteria, resource mobilisation and prioritization within the Protection Cluster for inclusion in Consolidated Appeals and pooled funds processes; Establish mechanisms for accountable and transparent financial resource allocation within the cluster.
Capacity Development:
- Coordinate the delivery of protection training activities for Protection Cluster members, other local partners, and relevant authorities.
- Coordinate initiatives to build the protection capacity of the national and local government, partners and civil society.
Standards Setting:
- Ensure adherence to IASC standard operating procedures for IDP profiling.
- Coordinate the integration of cross-cutting issues in the work of the Protection Cluster, including any work developed by sub-clusters or working groups.
- Ensure adherence of Protection Cluster activities to Guidelines on Age, Gender and Diversity Mainstreaming.
- Through Cluster-wide consultative processes, provide input into the development of global protection policy and standards led by the Global Protection Cluster.
Information Management:
- Facilitate reporting and information sharing within the Protection Cluster and at the inter-cluster level.
- Ensure that the Protection Cluster has a functional information management strategy and mechanism.
- Ensure that the Protection Cluster produces regular updates and briefing notes on the protection concerns in the affected population, response activities, challenges and recommendations.
Advocacy:
- Identify core advocacy concerns for the Protection Cluster through a consultative process: develop joint cluster/ inter-cluster initiatives to ensure regular and consistent advocacy.
- Ensure a consistent interpretation and application of international law and related UNHCR and IASC legal standards and protection policies.
- Ensure the Protection Cluster¿s adherence to international human rights instruments, the Guiding Principles on Internal Displacement as well as other relevant international and regional instruments; in cooperation with the Humanitarian Country Team support local interventions when violations of international protection standards and principles occur.

Organizational Setting and Work Relationships
- In the Bureaux, the Senior Protection Officer works under the direct supervision of the Bureau Deputy Director or Head of Bureau Protection Service or Senior Protection Coordinator. In the Field, the incumbent normally reports to the Representative, Deputy or Assistant Representative (Protection) or Head of Sub Office as appropriate.
- The incumbent has direct supervisory responsibility for protection staff whose work may include RSD, community-based protection, registration, resettlement, internal displacement, complementary pathways, and education, among other areas. In HQ, the incumbent may report to a Chief of Section or Deputy Director and may lead a Unit and/or supervise other protection staff.
- The incumbent acts as a key advisor to senior management and leads the development of a comprehensive protection strategy under the area of responsibility (AoR). S/he represents the Organization to authorities, UN sister agencies, partners and other stakeholders on protection policy and doctrine.
- The Senior Protection Officer plans, leads and coordinates quality, timely and effective protection responses to the needs of populations of concern under the AoR. This includes ensuring that operational responses in all sectors are shaped in a protection optic, are consistent with and promote respect for relevant international law and UNHCR's doctrine, mainstream protection methodologies and integrate protection safeguards.
- Another important element of the incumbent¿s functions is to ensure that persons of concern of all age, gender and diversity groups are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying and implementing appropriate solutions to their problems. To undertake this role effectively, the incumbent will need to build and maintain effective interfaces with other relevant teams within the operation or the Bureau (including programme; PI and external relations; IM) and with DIP, communities of concern, authorities, protection and assistance partners as well as a broader network of stakeholders who can contribute to enhancing protection and achieving solutions.

Duties
- Provide technical guidance and support to UNHCR and partners on all protection related issues.
- Stay abreast of legal, political, social, economic and cultural developments that have an impact on the protection environment.
- Manage a consultative process with government counterparts, partners and persons of concern to develop and implement a comprehensive protection and solutions strategy addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, persons of diverse sexual orientation and/or gender identities (LGBTI persons), persons living with HIV/AIDS; gender equality and Sexual and Gender Based Violence (SGBV) priorities with regard to these persons.
- In operations applying the Cluster Approach, ensure the response of the Protection Cluster is grounded in a strategy which covers all assessed and prioritized protection needs of the affected populations.
- Ensure that the protection strategy is fully integrated into the Country Operations Plan, the UN Development and Assistance Framework (UNDAF) and the Humanitarian Country Team¿s common humanitarian response plan as well as with the implementation of the Global Compact on Refugees and the Three Year Strategy on Resettlement and Complementary Pathways.
- Promote relevant International, Regional and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct and ensure that all sectors and /or in clusters in applicable operations fulfil their responsibilities in mainstreaming protection.
- Promote the implementation of the AGD policy, including UNHCR¿s updated commitments to women and girls, and design, deliver and monitor programmes on an AGD basis to address identified protection needs.
