We are recruiting to fill the position below:
Job Title: Supply Chain Manager
Locations: Maiduguri, Potiskum - Borno and Yobe
Employment Type: Full Time
Key Responsibilities
- Implement ACF standards at departmental level and within the logistics base;
- Adhere to ACF procedures at every stage of the supply chain;
- Guarantee the performance of the supply chain (procurement, transport, storage) in its area in terms of cost, quality and time;
- Advise, inform and alert requesters on the processing of their requests;
- Knowledge of the market and suppliers in its area of intervention;
- Elaborate the procurement plans by project for the different programmes of the base in consultation with the Programme Manager;
- Supervise stock management;
- Support Programme Managers in the evaluation of their needs;
- Ensure the safety of the working and living environment;
- Implementing ACF standards in the various departments and within the base logistics;
- Manage the execution of the construction, rehabilitation and maintenance of buildings necessary for the operation of the base and the living environment;
- Ensure the supply of water and energy to all structures required for the operation of the base and the living environment;
- Ensure the planning of the movements of the base's vehicles (owned or rented);
- Communicate with base staff on planned maintenance and related malfunctions;
- Coordinate with the Logistics Head of the Department the strategic choices of equipment allocation on the mission;
- Ensure the safety of the equipment and the users;
- Provide training and assistance to users on this equipment;
- Implement the safety rules related to logistics on the base and monitor their proper application;
- Maintain an effective network with local actors, collect and analyse information and share it with the Field Coordinator;
- Brief and train new expatriates and national staff on the security/safety rules of the base;
- Analyse risks on logistical aspects and make recommendations on the selection of partners;
- Monitor compliance with ACF and partner commitments on logistical aspects;
- Participate in capacity building of partners according to identified needs;
- Organise the logistics department's work at the base;
- Delegate activities and control their proper execution;
- Manage the recruitment of staff for the logistics department;
- Contribute to the development of the training plan;
- Produce a complete monthly logistics report;
- Monitor logistics indicators and analyse them;
- Link Project Procurement Plans and procurement lines to avoid market splits;
- Anticipate the procedures to be followed according to the specific procedures of ACF Kit Log and the donors;
- Provide adequate training to all new users (applicants, logistics users, etc.);
- Support users when they encounter unusual situations with the software on how to solve them;
- Manage LINK data (delivery locations, local markets, local suppliers, taxes...);
- Ensure that all supply documentation (procurement records, storage, transport) is scanned and archived;
- electronically on LINK and in hard copy in the archive room;
- Liaise with base logisticians to send all paper procurement files to the capital for archiving;
- Participate in the identification of framework agreements to be produced at base level to facilitate procurement and responsiveness;
- Maintain proper relationships with the current suppliers ACF deals with;
- Ensure that ACF policies (Gender and Safeguarding, etc.) are well understood by suppliers ;
- Participate in investigations in the event of a fraud alert or non-compliance with ACF policies by a supplier and propose corrective measures;
- Ensure that requests are processed by prioritising them according to needs and deadlines;
- Anticipate financial needs through cash flow forecasts;
- Regularly check storage conditions (regular cleaning, organisation, ventilation and temperature control monitored and respected);
- Ensure that all documents correspond (physical inventory, stack sheets, stock sheets, stock report);
- Be the LINK focal point with the capital;
- Inform the LINK focal person in coordination about concerns related to the information system;
- Regularly supervise the scanning of documentation and its correct archiving on the server/LINK.
Position Requirements
- Bachelor Degree in Business Administration OR Logistics OR Purchasing and Supply;
- Certification in Supply or Logistics desirable (CIPS, CILT, etc);
- Master degree in Business Administration OR Logistics OR Purchasing and Supply added advantage;
- Possess strong analytical, communication, interpersonal and negotiation skills;
- Effective multi-tasking skills with ability to coordinate and handle pressure/ stress well;
- Flexible, able to live and work in a stressful and insecure environment;
- Previous experience working for NGOs an asset, particularly international;
- Min 3 years’ extensive experience in Logistics and Supply Chain Management, preferably in humanitarian or development work;
- High level of Integrity and transparency;
- Capacity to conduct trainings and team management;
- Computer literacy including all Microsoft Office programs (Word, Excel, Power point);
- Excellent attention to detail, highly organized, rigorous, self-motivated, strong sense of responsibility, ability to work independently;
- Capacity for analysis, synthesis and reporting of large amounts of information;
- Excellent people management skills combined with the ability and desire to further develop staff capacity;
- Fluent in basic IT and networking technology.
