Job Title: Director - Operations (Director-OP)

Role Purpose
- Plan International Nigeria was established in 2014 and has grown from a modest organisation to one of the largest in West Africa. This rapid growth ensued with attendant challenges. Some of these challenges required strong strategic leadership and oversight over the operational structure of the organisation, particularly finance, admin and procurement.
- A new country strategy and transformation design are being concluded, with an elaborate provision for role of Director of Operations.
- The CO needs an immediate support, even before the strategyprocess is concluded. This is required to address the immediate challenges and set up a sustainable system and structure.
- The Director of Operation, serves as a Deputy Country Director in charge of operations and is responsible for leading, managing and developing a team of functional experts, including Finance, Administration, logistics and procurement and compliance to support the delivery of quality and integrated programme in line with Plan International standards, frameworks and procedures.
- The Director of Operationsreports to the Country Director and will work closely the operational leads in Finance and Admin team. The DCD may sometimes be required to take on the responsibilities of the Country Director position in their absence
Dimension of Profile
- The Director of Operations is a member of the Country Management Team along with other country managers and is expected to contribute to Plan International Nigeria’s understanding and strategic direction in the country. He or she deputises for CD as required and if needed in relation to external stakeholders;
- Provide leadership for the operation team and respond to key operational challenges.
- The Director-Op line manages two support managers in the areas of finance, administration& logistics, and work closely with the grant team. This will be done in recognition that the Finance function has a secondary reporting line with the Regional Finance Manager
- The Director-OP technically work with the internal auditor who reports to the Country Director.
- The Director-OP reports regularly to the CD on the management of all risks associated with programme delivery including budget, finance operation, admin, logistics and procurement.
- The Director-OP provides technical oversight and support to Programme Units (PU) in managing risks and remaining compliance in the delivery of cost-effective programmes.
- Directly manages 2 heads of department (Country Finance Manager and Administration Manager) and one IT Coordinator
- Provides guidance and support to all Program Units, Project managers, and the country leadership team for all administration and finance issues
- Has responsibility for designing, adapting and ensuring compliance with organizational internal policies, SOP and country regulations
- The monitoring of Finance and administration audit actions lists and risk register
- The Director-OP coordinates the preparation, consolidation and analysis of collated country and project budgets for submission to the regional office.
- The Director-OP manages the operation support budget.
- Participate in the country oversight time for regular update and strategic input by the regional director and other members of the oversight group.
Accountabilities
Team development and people management:
- Workforce planning: process for strategic analysis of Plan International ambition and attempts to estimate the competencies and skills needed to deliver the Country Programme. Identify areas for action based on this analysis to deal with any imbalances and gaps and work strategically place them.
- Team building and maintenance: establish, agree, communicate and monitor standard of performance and behaviours for the operations support unit. Team objectives, and key performance indicators (KPI’s) are agreed, and monitored and updated quarterly.
- Individual development and performance management: manage and develop the performance of the operations support teams across the country to ensure delivery of quality support and services. This includes agree, monitor and evaluate individual accountability and personal development plans as per Plan’s performance management policy and process.
Strategic planning, reporting and support to programmes delivery:
- Strategic planning: Contribute to the strategic development and management of the country in line with the Country Strategic Plan (CSP), ensure that operations are an engaged and effective business partner for Programme departments to carry out quality programmes with excellent operational support.
- Support the CD in developing a transformation design that will strengthen the operational side of Plan International Nigeria to guarantee excellence.
- Support to programmes: Oversee the planning and delivery of all general services and logistical requirements of program work in line with established procedures – including procurements, storage, transportation and distribution;
- Budgeting: coordinate the preparation, consolidation, analysis and submission of country and PUs budgets to the Regional Hub in accordance with field budget instructions and guidelines;
- Reporting: coordinate the reporting process, in particular quarterly and annual reports, to the Regional Hub including timely submission of all required reports and implementation of follow-up actions and recommendations.
Financial resources management:
- Ensure full project costings, and maximising cost recovery from donors to ensure fully funded interventions;
- Review of financial reporting prepared for submission to donors to ensure it is accurate and on time;
- Support the Country Director in preparation of funding requests and communicating other business plans to the regional office;
- Ensure appropriate financial controls processes, procedures and systems are in place;
- Ensure finance related audit actions are implemented and alternative actions taken as required to address weaknesses in financial controls and procedures identified in finance and other forms of audit reports;
- Oversight and development of an excellent and high performing finance and admin team within the country;
Compliance and management of risks:
- Policies and procedures: ensure that systems and processes are in place to comply with Plan global policies, standards and procedures and legal requirements in the areas of finance, administration & logistics, ICT.
- Safeguarding: ensure the compliance and coherence of Plan’s Child and youth safeguarding Policy at all times to safeguard and protect children and young people from all forms of abuse;
- Audit and investigation: facilitate internal and external audit missions and ensure audit follow up and action lists are addressed in a timely manner, ensure that the organisation learns from audits and reviews so as to continuously improve its operations.
- Risk Management: Ensure systems and processes are in place to identify and manage risks including developing, updating and submitting countrywide risk register to the RO in line with the Global Risk Management policy, and ensuring that risks are adequately identified, assessed, mitigated and reported on through risk registers at all levels in the country.
- Loss and Incident reporting: report timely and consistently all losses and incidents, including updates, to the International Headquarters (IH) and the RO;
- Legal and regulatory: oversees the review of agreements and contracts and ensure compliance with the host country laws and regulation, ensure the interface with the legal advisors, timely report all potential legal cases to legal advisors and to the RO and to IH as relevant;
Procedures, process and applications support:
- Provide and support applications and systems support and oversee the in-country strengthening of corporate systems and applications including finance systems (SAP), and related systems.
- Global and regional policies and procedures: oversee commitment and implementation of all global and regional policies and procedures in the country;
- In-country policies and procedures: develop and maintain up-to-date financial and administrative systems, policies, procedures and guidelines to support in-country operations and ensure compliance of Plan’s global standards and donor requirements.
Other responsibilities:
- Liaison with stakeholders: liaise with and communicate with government bodies, donors, United Nations system and local and international agencies stakeholders as required and directed by the Country Director.
Dealing with Problems:
- Ability to quickly understand and assimilate the complexity of Plan International Nigeria’s business model, systems and procedures, organisational structures and decision-making processes;
- Capable to work in a matrix management setup and to work collaboratively with functional leads in the RO i.e. finance, admin and the Transformation team;
- Good understanding of financial and admin systems and standards and be able to propose appropriate solutions to achieve efficiency and effectiveness;
- Good understanding of Security/emergency management to ensure staff safety, minimize risks and maintain business continuity;

Technical Expertise, Skills and Knowledge
Essential:
- Relevant academic qualification with at least a Master’s degree in associated fields - Finance, Business Administration and Management.
- Proven experience in finance management, administration management, business management and procurement process
- Demonstrable knowledge as a result of education, training or practical experience on the key debates in development, particularly around child rights;
- Practical knowledge of operations supports for development;
- Proficient in Microsoft office packages and with Plan’s general ledger, grants tracking and SAP system
- Strong knowledge of the requirements of donors’ compliance and grants management;
- Fluency in English and strong working knowledge of French, spoken and written;
- Proven effective management skills leading teams across several sites and operating in a multi-cultural and matrix management structure

Role Purpose
- Plan International is an independent child rights and humanitarian organization committed to children living a life free of poverty, violence and injustice. We support children to gain the skills, knowledge and confidence they need to claim their rights to a fulfilling life, today and in the future. We place a specific focus on girls and women, who are most often left behind. We have been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries.
- The protracted crisis in the Lake Chad Basin region remains one of the most severe humanitarian emergencies in the world, affecting the North East of Nigeria, the Far North region of Cameroon, the Lake region of Chad and the Diffa region in Niger. More than 17 million people are living in the affected areas across the four countries. 10.7 million people are in need of humanitarian assistance to survive, more than 6 million of them are children. The crisis has unfolded in a region beset by chronic fragility where poverty, underdevelopment, gender inequality, unemployment and a lack of prospects for young people fuel extremism. This is compounded by environmental degradation and the impact of climate change.
- The Lake Chad Programme (LCP) is a joint initiative from Plan International’s Country Offices (COs) in Cameroon, Niger and Nigeria, as well as Plan International’s West and Central Africa Hub. It was established to address the crisis in the Lake Chad Basin through an integrated and regional programme approach. The LCP has matured in the last two years, building on a clear regional programmatic vision with solid experience and observable outcomes in the areas of Education in Emergencies (EiE), Child Protection in Emergencies (CPiE), Gender-Based Violence (GBV) and Livelihoods.
- Taking into account the protracted nature of the crisis, a new Lake Chad Programme Strategy (2018 - 2023) was developed and endorsed, outlining Plan International’s bold ambition to transform the life of girls and their families in the Lake Chad Region. It moves beyond a humanitarian vision towards a full spectrum programme, working at the nexus of humanitarian and development efforts to promote children’s rights and gender equality. This approach recognizes the importance of meeting immediate humanitarian needs while tackling the developmental deficit of the region which is both a contributor to and an outcome of the crisis.
The postholder will provide:
- External: Position Plan International and its Lake Chad Programme as regional leader for promoting gender equality and protecting girls’ rights in the Lake Chad region
- Internal: Strategic leadership to ensure the implementation of the Lake Chad Programme Strategy (2018-2022) across Cameroon, Niger and Nigeria
Functional Area:
- WACA Regional Program Department & Plan International Nigeria Programme Department, Plan International Niger Programme Department and Plan International Cameroon Programme Department, based in the Country Office of Plan Nigeria in Abuja
Reports to:
- Matrix management with Strong reporting line to the Country Director (CD) of Plan Nigeria and a dotted reporting line to the Lake Chad Steering Committee, composed of the Country Directors of Plan Cameroon, Plan Niger and Plan Nigeria as well as the Regional Head of DRM of Plan International in West & Central Africa.
Dimension of the Role
- The post-holder will head the Lake Chad Unit including line management responsibility (direct and matrix) for the Lake Chad Unit staff (6 people)
- The post-holder will lead on a potential extension of the Lake Chad Programme into Chad
- The post-holder will have budget responsibility for the regional ‘Fad Open To All’, any regional projects as part of the programme portfolio as well as for the specific budget lines across the 3 countries related to the Lake Chad Programme Unit
- The post-holder will represent Plan International in external fora at national, regional and global level

Accountabilities
Programming:
- Provide input for the preparation of narrative reports in line with donor’s and Plan’s requirements and rules and regulations
- Participate in regular monitoring and if required programme/action plans revisions and modifications and facilitate that relevant stakeholders (COs as well as NOs) are informed in due time on progress and related delays and/or modifications.
- Resource Mobilisation
- Engage and build relations with key actors/stakeholders and donors of the programme
- Support resource mobilization for Country Offices and National Organizations at concept note and full proposal level by providing project design support and cross border information related to the Lake Chad Programme.
- Support CO resource mobilization teams and related NOs on securing funds for continuous programme scale up through providing lessons learnt and project related contextual information.
- Lead proposal development for regional projects which form part of the Lake Chad Programme
- Ensure that new intervention ideas are in line with overall programme and donor priorities.
- Provide programme presentations to COs, NOs and donors to enhance resource mobilization
- Support Country Offices in the operationalisation of the Lake Chad Programme Strategy by working in close cooperation with the Emergency Response Managers (ERMs) and Head of Programmes to ensure that all projects are following the overall programme outline and logic.
- Support programme integration across the three countries by moving from a coordinated to an integrated regional programme approach
- Coordinate the interphase with Country Offices on the management of the Nexus between humanitarian and development programme
- Project oversight for regional projects which are part of the Lake Chad Programme including implementation of regional activities
- Provide guidance and in-country support to the Emergency Response Managers, Head of Programmes and Project Implementing teams in Cameroon, Niger and Nigeria
Learning and Capacity Building:
- Develop and implement a dedicated Lake Chad Learning agenda, outlining the scope, the objectives, the expected outcomes and the processes of learning within the programme.
- Ensure learning across the 3 Country Offices with a specific focus on gender-transformative programming, regional programming as well as full spectrum programming
- Orient/guide the respective project teams of Plan International in Niger, Nigeria and Cameroon, on key international humanitarian standards like Core Humanitarian Standard (CHS), Sphere Standard, CPMS and INEE.
- Provide orientation and guidance on key processes in developing and implementing emergency response projects and proposals to the project teams
- Ensure that project designs are informed by needs assessments and contextual analysis
- Linking project teams to DRM related training opportunities within and out of the region
Research, Policy and Advocacy:
- Develop a regional influencing strategy for the Lake Chad Programme
- Lead on regional research and advocacy initiatives to position Plan International and its Lake Chad Programme as regional leader for promoting gender equality and protecting girls’ rights in the Lake Chad region
- Drive learning, knowledge management and policy impact by authoring, commissioning and contributing to publications, policy documents, briefing notes and other resource materials ensuring that Plan International has distinct knowledge and evidence on gender transformative programming in emergencies and full spectrum programming
Representation and Partnership:
- Represent Plan International and the Lake Chad Programme at relevant clusters, working groups, and other fora, especially at regional and global level.
- Identify opportunities and establish dialogue towards partnerships with other agencies, especially at regional level to support consortia building, joint advocacy activities, etc
- Support the development of Plan International’s profile in gender equality programming in emergencies, particularly in regards to girls
- Engaging and building relations with key actors/stakeholders of the programme with a specific focus on regional actors like ECOWAS, the Lake Chad Basin Commission, etc.
- Organize and attend regular meetings with donor and other key stakeholders (i.e. UNHCR, UNICEF, UN OCHA) representatives to update and exchange information on overall programme’ s implementation status/progress thus ensuring external exchange and networking
Dealing with Problems:
- The post is a key linkage/coordination point between global programme work (IH/NOs), the implementation of the Lake Chad Programme strategy at WACAH and CO levels. For this reason, the post holder must be able to manage relationships well with different parts of the organizations, including conflicting priorities and ad hoc request.
- Given the wide scope of responsibility and limited resources, it’s essential that the post holder is able to stay on top of a variety of work, make clear prioritization and be creative in making use of internal (and external) resources (people/funding) to achieve the outcomes of the Lake Chad strategy
- Excellent and creative leadership skills will be utilized to make strategic choices on activities with limited resources and with possible difficult access to beneficiaries:
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical Expertise, Skills and Knowledge
- Adaptability & flexibility: Ability to operate effectively under a stressful working environment.
- Work style: well organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills.
- Knowledge & skills: General knowledge and understanding of INEE and CPIE minimum standards, Core Humanitarian Standards, SPHERE, Red Cross/NGO Code of Conduct and other relevant international standards for humanitarian response. General CPiE, EiE and TVET/IGA related experience is considered as an advantage.
- Requires general finance, administration, information management and telecommunication skills and proficiency in IT/computer skills (including sound MS excel and word proficiency)
- Previous work experience in the Lake Chad region (desirable) & emergency context (mandatory)
- Experience as a coordinator for a multi-donor programme/project preferred
- Fluency in French and English (mandatory)
- Networking and representation: demonstrable experience of organizational representation and engagement with humanitarian donors
- Communication: Well developed written and oral communication skills. This includes effective negotiation and representation skills.
- People management: Ability to work independently and as a team player who demonstrates leadership and is able to guide local and international staff and also able to work with disaster affected communities in a sensitive and participatory manner.

Physical Environment:
- The holder of the position will be working in a typical office environment and entails 60-70 % travel within the Lake Chad countries and the region. Deployment to major size emergencies red level within the region if required
