Job Purpose
- To increase Oxfam’s programme impact in Nigeria by working
closely with country and regional teams to improve program quality -
providing leadership, coordination and strategic support on program
design, planning, monitoring, evaluation, learning and partnership.
- The Programme Quality and Development Manager will assume a
technical role in establishing, implementing, and maintaining effective
and appropriate Monitoring, Evaluation, Accountability and Learning and
Knowledge management systems for Oxfam’s programmes.
Key Responsibilities and Accountabilities
Strategic management and thought leadership:
- Work with the Deputy Country Director - Programs to shape and embed the country vision and leadership on programme quality
- Understand and ensure compliance with Oxfam and donor program
policies and procedures, in particular lead in the roll out of Oxfam’s
program quality frameworks such as CAMSA
- Contribute to the development and implementation of country
strategy and develop and coordinate operational plans to achieve the
strategy including participation in V2020 processes.
- Provide a critically analysis of program strategies and
approaches and facilitate appropriate changes to ensure program outcomes
are sustainable.
- Support program teams make complex technical information
accessible and usable by non specialist within/out the defined program
area
- Maintain links with regional and global program development, quality and monitoring initiatives
- Work with the Programme and Influencing Manager to ensure
quality, coherence and impact of the Nigeria program through monitoring
and evaluation (advisory and oversight role) of the impact of the
various components of the program.
- Under the leadership of the Deputy Country Director – Programs
and in collaboration with the Head of Influencing and Public engagement
design and facilitate programme review/audit process and follow through
on effective and timely resolution of matters arising.
Managing program monitoring evaluation, learning and social accountability:
- Manage MEALSA staff who provide technical support to Oxfam
programme teams on implementing MEALSA in all programmes, within the
established Oxfam standards
- Provide technical advice to strategic and operational program
reviews. Ensures high quality programme planning, monitoring and
evaluation including regular field visits, periodic reviews,
communication of progress and results and knowledge management.
- Facilitate programme/project planning processes, particularly on logic of intervention
- (Develops logical frameworks and MEALSA plans), and contributes to ensuring adherence to Oxfam’s programme quality standards.
- Provide the specific research design, key questions to be
addressed, and methodological approaches to be used to be used to
establish baseline survey, mid-term review and final evaluation and ex
post assessment.
- Establish a robust knowledge management and learning system on
how KM & L will take place between levels of the system (e.g.,
between field sites and national offices) and how KM & L takes place
in a context of partnering/working with others
- Ensure evidence based programming, feeding MEALSA data analysis
to the Programme Manager to ensure learning influences programme design
and strategy
- Coordinate and produce key baselines, midlines, endlines,
evaluations, surveys meeting the expected standards, in close
collaboration with MEALSA Officers, , and programme teams
- Develop and implement M&E System, M&E Plan, Reporting
Indicators, and M&E Tools; used for capturing and documenting data
and relevant information on project activities, beneficiaries, outputs,
outcomes, and impacts.
- Support the conduct of periodic supportive supervision and Data
Quality Assessment visits to state teams, partners, and communities
Capacity Building for Partner and Oxfam Staff:
- Design and lead the delivery of proactive strategic program quality capacity building plan,
- designing and implementing capacity building initiatives and
mobilizing resources for training, coaching and mentoring, as
appropriate
- Contributes to managing technical performance of all MEALSA
staff including objective setting, personal development plans,
performance appraisal, training, mentoring and coaching.
- Support programme teams in establishing knowledge creation and
sharing and learning loops, through for instance production of case
studies, presentation of key results for monitoring and evaluation
activities, and facilitation of learning and capitalisation workshops
Partner and Stakeholder Management:
- Develop and maintain effective partner grants and reports
monitoring system, ensures adherence to Oxfam policies and procedures on
partner management.
- Establish a robust stakeholder’s complaints and response
mechanism; ensure that accountability and community feedback mechanisms
are implemented and utilised according to agreed principles
- Interact with Oxfam communities of practice working on programme
quality to represent the issues emerging from the programme, to remain
up to date with internal good practice and to solicit capacity building
and other support when necessary.
Educational, Experience & Competence
Essential:
- First degree or equivalent in statistics, research methodology,
social sciences, or other relevant qualification, and possess strong
analytical abilities.
- Masters degree in International Development, Economics, Project
management or closely related field i.e. in the areas of research,
assessment, monitoring, learning, and capacity development/transfer or a
combined professional qualification.
- Minimum of 8 years “hands-on” working experience in designing
learning, and monitoring systems; 3 years at strategic level in Oxfam's
(or similar organisation’s) program work, including field experience
and/or with institutional donors.
- Knowledge of capacity building, learning and development

strong knowledge management basis and experience of delivering capacity

Annual Budget: The Oxfam Country Programme has a budget of over €40 million
Job Purpose
- The Supply and Logistics Manager supports the Business Support
Manager in the envisioning, development and delivery of procurement and
service delivery systems, structures, processes and policies across the
Country Office.
- The job holder will contribute to strengthening Oxfam’s program
responses by ensuring efficient, transparent and cost effective
coordination of activities within supply chain and logistics in line
with Oxfam policies and procedures (procurement planning, warehousing,
inventory management/deliveries and logistics services).
Key Responsibilities and Accountabilities
- Procurement Planning & Management: Identify, evaluate,
develop, monitor implementation and update annual procurement plans with
clear specifications regularly to support needs based on requirements
stated in Country plans and budgets.
- Lead on development of high impact cost savings and service
delivery models for strategic sourcing, and within the context of the
specific performance aspirations, business plans and Oxfam Procurement
Policies.
- Develop framework agreements with suppliers to allow Oxfam more
flexibility around goods or services contracted both in terms of volume
and relevance of goods and services while ensuring that each purchase
represents the best value. Solid framework agreements are anticipated to
reduce the cost and time of tendering.
- Organise procurement & tendering processes in a manner that
meets the five metrics of delivering goods and services with the:
- Right quantity;
- Right quality;
- At the right price;
- At the right time; and
- At the right location
- Develop simple tools and make them available for State Supply
and Logistics staff while working to decentralise procurement to State
levels
- Seek approval for bid proposals and specifications; composes
requests for review by the relevant Committees and presents
recommendations on purchase contracts requiring Management and/or Board
approval to the Country Director for preliminary review sign off.
- Evaluate price and past performance of contract and seek
approval where there is price increases and/or reductions as
appropriate
- Ensure optimal cost, quality and service delivery via efficient
procurement scheduling, inventory minimisation and customer order
fulfilment requirements.
- Oversee vendor selection processes and selects top quality 3rd
parties and partners based on predetermined criteria and set Oxfam
standards; makes suitable selection recommendations to line manager and
Country Director.
Logistics & Warehouse Administration:
- Monitor supply and demand trends and develops inventory
management and control systems to ensure adequate stock levels,
effective reorder processes, loss prevention and efficient warehouse
space usage.
- Ensure compliance with operational procedures for activities
such as verification of incoming and outgoing shipments, materials
management and handling, stock control/inventory management, including
related activity data and information management.
- Oversee assessment, analysis, resolution and communication of
purchasing systems and service delivery issues; negotiates successful
resolution to problems or concerns.
- Approve the salvage/replacement of damaged or outdated stock;
ensures timely and accurate accounting (asset disposal) entries are
posted with respect to such items.
Contracts & Supplier Management:
- Develop KPI's for measuring the performance of suppliers, and coordinate improvements to supplier performance.
- Manage vendor relationships by clearly communicating
expectations, monitoring procurement and supply activities to ensure
deliveries meet established specifications and that applicable
guidelines are met regarding the quality of the items received
timeliness and product availability.
- Develop contracts and minimum service level agreements with
service vendors; also builds mutually beneficial relationships with
these vendors and 3rd party service providers.
- Manage high value relationships with suppliers, external
contacts/government agencies, UN agencies and other NGOs with regards to
logistical matters.
- Works to effectively remove any obstacles to ensure optimal
delivery of services to the highest standards thereby achieving high
levels of customer satisfaction.
- Negotiate favourable agreements and contracts to gain
appropriate savings and service levels; also ensures all legal contract
requirements are met.
- Safeguard the integrity of procurement documents, upholding confidentiality and privacy in the course of duty
Stock Reconciliation and Reporting:
- Oversee physical stock audits and reconciles inventory records;
also manages and coordinates periodic and annual inventory of stock
items working with Internal and External Auditors and Finance
personnel.
- Ensure periodic updates and required management reports covering
ordering, order tracking, inventory levels tracking/stock control,
purchase orders and contracts, warehouse supplies and transportation
planning & scheduling.
- Use tools/systems, including Key Performance Indicators (KPIs),
to review and analyze the supply chain and processes periodically to
identify key risk and improvement areas • Anticipate and coordinate
requirements for institutional donor reporting.
- Lead periodic Logistics Assessments using the One Oxfam Supply
and Logistics Assessment Tool (LAT) to establish current status and make
work plans for the year ahead; respond to Inspections and
Audit/Examination queries as may be required.
Fleet Management:
- Ensure that Fleet management operations comply with the relevant
local regulations governing transport and Oxfam standards and
procedures.
- Ensure the use of fleet management systems to monitor costs and
performance and prepare management reports, using Terramar networks.
- Develop Fleet management action plan:
- Explore the possibility to implement Trackpoint tracking boxes
- Make a long term planning reviewing needs for transportation and maintenance
- Make an analysis for Lease or Buy decisions
Capacity Building:
- Coordinate activities and resources with implementing partners in order to achieve common objectives.
- Assess, monitor, manage, develop, and implement learning
interventions for staff and partners (using PARCEL curriculum) and Oxfam
Staff, in collaboration with Supply and Logistics staff at a regional
or global level.
Educational, Experience & Competence
Essential:
- Master's Degree or equivalent in Supply Chain, Logistics
Management, Business Administration, Accounting, Finance or any other
relevant discipline of study.
- Professional accreditation certification in Logistics/Supply Chain Management.
- Minimum of 8 years “hands-on” working experience in
logistics/procurement systems, warehouse and fleet management with an
international NGO including 3 years at supervisory level.
- Good understanding of working with donor requirements (EU/ECHO,
UNHCR, DFID, USAID, etc.) and prior experience of monitoring/managing

Job Title: Head of Humanitarian Response

Job Purpose
- The Humanitarian Program Manager will be expected to lead Oxfam’s humanitarian response,
- monitoring, evaluation and contextual analysis of the EFSVL,
WASH and Protection/Gender situation in Nigeria and to design and manage
the implementation humanitarian projects in response to emerging needs.
Key Responsibilities and Accountabilities
Strategy, analysis of the humanitarian situation/recommendations:
- Ensures the correct implementation of the projects managed by
Oxfam in Nigeria and partners and that donor contractual requirement are
fulfilled. This includes the management of funded projects according to
guidelines and standard.
- Consolidates Oxfam role in the country by providing strategic
leadership in its specific sectors of intervention in coordination with
the Oxfam HQ.
- Supports the implementation of country humanitarian strategy and
the coordination of periodic operational plans and budgets of the

Regional Centre and be the main contact point for information for on all
matters to do with programme support.
Financial Planning and Information Management:
- Lead the annual and periodical financial planning, budgeting,
forecasting and reporting processes to ensure efficiency and compliance
with all organisational standards of management and accountability.
- Monitor grants and ensure compliance with all donor reporting
requirements, including proposals, budgets and donor reporting liaising
with donors and partner organizations.
- Provide direct support to Programme Managers and/or budget
holders on all matters of finance specifically budget preparation,
monitoring, control and reporting with a view to ensuring good financial
standards is met.
- Assume a strategic overview of financial management systems
across all programme/projects, taking note of changing external and
internal environment in financial and economic conditions.
Grant Management and Donor Reporting:
- Ensure that the Finance team provides proactive response to the Programme Team in:
- Departmental planning and budgeting (inc departmental operating plans, budgets, and (re)forecasting and analysis);
- Cost recovery through proactive and aggressive recharging of core costs and key positions to restricted donor funding
- Contributes to proposal development (for Grants and Tenders)
and leading the development of detailed internal cost models and
external budget / pricing proposals together with the Supply and
Logistics Manager.
- Manage restricted funds (e.g. EU/ECHO, UNHCR, DFID, SIDA,
USAID/OFDA etc) in collaboration with Funding Coordinator to ensure best
practice for compliance and financial reporting as required.
Procurement & Logistics:
- Supports the Supply and Logistics Manager in design and
implementation of effective supply chain and logistics management
strategies working with the Country Director with respect to identifying
required interventions, and the resolution of attendant issues.
- Support the team to embed organisational systems, standards and
structures into logistics & procurement functions, including
strategic advice, clarity on policy, procedures and ways of working.
- Exercise cost efficiency through ensuring framework agreements are in place, and be part of procurement committee.
Information Technology:
- Ensure that IT strategy not only incorporates developing
effective business solutions and services with the underlying
infrastructure but that it underpins the delivery of appropriate
technology enabled solutions.
- Ensure continuous follow up to IT process and day-by-day
operation that complies with Oxfam minimum standards and policies;
promote best practise.
Risk Management:
- Conduct regular effective risk analysis (i.e. variance analysis,
trends) and reviews for the office, ensuring proper financial and
operational controls are in place.
- Oversee periodic sample check of country office and field offices documents to ensure that audit trails are in place
- Create strategies to mitigate financial and operational risk, working closely with Compliance Manager and Country Director
- Ensure compliance with Oxfam financial procedures and policies,
including financial risk management, money laundering, value for money
etc. and reduce risks associated with the programme around legality and
compliance issues and alert the Country Director of any imminent risks.
- Leadership, Coordination and Capacity Building:
- Support a climate of continuous professional improvement in
business support identifying key gaps and training opportunities for
staff.
- Promote and shape the One Oxfam culture by facilitating spaces
of participation and contribution across the various programs and
support functions.
Educational, Experience & Competence
Essential:
- Masters Degree in Accounting, Business Administration, Economics
or closely related field i.e. in the areas of Project Management,
Social Sciences or a combined professional qualification.
- Full professional qualification in accountancy (e.g. CA/ACCA/ACA/CIMA/CPA)
- Minimum of 10 years “hands-on” working experience in providing a
whole range of financial services within a structured organisation, 5
years of which must be at strategic level in an INGO program work,
including field experience and/or with institutional donors
- Proven ability to interpret financial procedures and standards
and put them into practice and influence others in their implementation
- Experience managing humanitarian, campaign as well long term
program budgets of over €40 million and reporting to relevant donors.
- Proven success of developing innovative solutions to resolve
intricate problems that impact critical areas of an organisation’s work
and ensuring the development of standards, procedures and practices to
secure a stable and effective systems environment
- Ability to identify and plan for future needs; develop and disseminate best practices
- Critical focus on providing a superior service level to managers
and colleagues and delivering agreed results within time and budget
constraints and to expected standards
- Excellent communication skills (oral and written) and report writing skills
- Strong analytical skills and experience using a computerised
information management system (Ms. Word, Excel, Accounting/Statistical
analysis software etc.)
- Good leadership skills: experience of working in a supervisory position with a team structure
- Excellent interpersonal skills, able to work as part of a dispersed, multi-disciplined, multicultural team
- Well-developed conceptual, critical, and analytical thinking
with the ability to convey complex information in a straightforward,
interesting way, and influencing this to a wider audience
- Ability to represent Oxfam in a professional and competent manner with external individuals and organisations
- A high level of self-awareness, personal energy, stamina and flexibility.
- Proven experience as a team worker and demonstrably cooperative
with members of other teams, responding quickly and accurately to
queries and issues
- Commitment to Oxfam’s overall aims and policies and experience
of promoting women’s rights and the interests of marginalized people in
all aspects of Oxfam’s work
- Knowledge or appreciation of Nigeria in terms of its political,
economic and social trends plus a good understanding of the key
development and humanitarian issues in the region.
Desirable:
- Knowledge and / or experience of common Oxfam norms objects, standards and tools
