Job Title: Project Cost Controller

About the Job

  • The ideal candidate provides project cost performance analysis for the project team through effective and compliant cost attribution, financial control and reporting covering areas including budgeting, forecasting, accruals, journals and cash flow monitoring as well as managing payments claims and budget cost variations

Responsibilities

  • Responsible for setting up Cost Control procedures and process flow charts for all projects; and ensuring compliance through the Cost Controller of the assigned project.
  • Responsible for estimating composed detailed MTOs matched with detailed pricing and unit hours and identifying areas of uncertainty and apply appropriate allowances.
  • Responsible for developing detailed project cost estimate and incorporation of project actuals to date and detailed MTOs matched with detailed pricing and unit hours for to-go costs.
  • Responsible for developing Estimate Basis Document of how estimate was developed.
  • Assisting Project Managers in optimizing and improving their budgeted profits.
  • Liaise with Finance Department and other departments to effectively handle and coordinate cost related activities.
  • Assisting all projects to point out items with the most significant impact on cost.
  • Preparing change orders or claims and follow up.
  • Responsible for the preparation of Corporate Yearly Budgets, setting up budgets to follow project costs and ensuring strict compliance through the Cost Controller of the assigned project.
  • Coordinating Department Heads and the Project Management Team in ensuring maximum inputs during Budget Preparation.
  • Responsible for preparing estimation of Total Forecasts, Quantity/Costs and Expected outcomes for all projects with the assistance of the individual Cost Controllers of the assigned projects.
  • Responsible for translating the identified project scope and engineering deliverables into the estimate of capital expenditure costs for design, procurement, construction, installation, commissioning, and start-up of the hardware elements.
  • Preparation of monthly Corporate & Project Reports/Cost Control Reports (CCR) and Project Status Reports (PSR); analyzing Cost trends and making periodic variance analysis for top management decision-making.
  • Coordinate with the Planning Engineer to prepare the Project Status Report (PSR) as required and Value of Work Done (VOWD) of all Projects for Invoicing.
  • Monitor and follow up budgets in order to ensure strict compliance.
  • Responsible for the control and monitoring of all project expenditure including verifying progress work statements and claims from suppliers, vendors and subcontractors to ensure that all project expenditures are captured and properly recorded.
  • Preparation and presentation of all financial status of projects: the profitability, cash flows, etc.
  • Preparation of Uncertainty Analysis Reports and sensitivities on cost estimates, reflecting analysis of project risks.
  • Assisting in providing input to Probabilistic Cost & Schedule Risk Analysis.
  • Providing Cost Controlling support for all projects, which includes variation reporting and monitoring of milestone progress.
  • Responsible in contributing to the Estimating Data; Collation of actual cost performance and benchmarking information.
  • Coordinating the development and implementation of Project Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) in consultation with the project management team and department heads with the use of project management systems to monitor the status of all purchases, invoicing and delivery to the closure of the project.
  • Preparation of Project Budget and revise them thrice a year and prepare justification for the variances with the Original Budget and Revised Budget.
  • Creating Project Cost codes for new Company Projects, making appropriate records in Oracle (Software) and circulating the codes to the appropriate quarters for proper usage.
  • Review of all Project Local Purchase Orders (LPO), Expense Claims and Payment Approval Forms before approval by Management.
  • Working closely with the Purchasing/Procurement Unit in analyzing and deciding costs of various purchase items.
  • Efficiently work as a Project Control Manager with other cost controllers to effectively foresee problems before hand and mitigate the impact by appropriate timely actions.
  • Coding all Project Expense Claim Sheets and all Local Purchase Orders (LPOs), charging costs to their designated Job codes.
  • Review of all Cost Commitment and expenditure information for all cost elements and ensuring accuracy of all information.
  • Proper allocation of Man Hours to various projects as worked and preparation of recovery reports (Labor, Equipment & Overhead recoveries).
  • Ascertaining Project Profit or Loss through the comparison of Project Budget and all Actual Costs incurred by the Project.

Qualifications

  • Bachelor's Degree or equivalent experience in Accountancy, Banking and Finance
  • Ability to multi-task, organize, and prioritize work
  • Exceptional customer service skills.
