Job Title: Program Implementation Officer

Location: Kano

Scope of Work

  • The scope of the technical assistance includes provision of supportive supervision and training of health facility workers, supervisors and CDDs, timely delivery of SMC & VAS commodities and supplies, on-the-job capacity building, and documentation of programme activities, ensuring adherence to SMC & VAS administration protocols.
  • It also involves interaction with the State Ministry of Health, and LGA management team and keeping them updated on the programme progress and ensuring high-quality SMC-VAS integrated implementation.

Program Implementation Officers

  • Two Implementations officers are required to provide technical assistance to the implementation of the SMC-VAS integrated campaigns in their respective implementing state

Programme Implementation, treatment tracking and management (70%):

  • Support implementation of SMC activities at health facility & LGA level, including timely implementation of route plan, planning meetings, commodity distributions and monitoring to avoid any stock out, Community mobilisation activities, supervision, monitoring and reporting.
  • Track program targets and timely implement the planned activities to ensure programme meets targets and review reports from LGAs and HFWs for accuracy and completeness prior to submission.
  • Ensure implementation of activities are in line with the laid down protocols, by continuously monitoring and escalating issues detected to the line manager for mitigation.
  • Maintain a good relationship and work jointly with – Public Health Officers and other partners to undertake home visits, meetings and to ensure health LGA’s ownership.
  • Responsible for quantification and distribution of commodities for SMC-VAS by developing integrated distribution plans and delivery arrangements in conjunction with the state teams.
  • Ensure accountability of received commodities and supplies through tracking consumption levels and review of reconciliation reports.
  • Provide support to the training of HFWs, supervisors, CHWs and community mobilisers.

Coordination and representation (10%):

  • Ensure planning and coordination meetings are conducted as planned at state, LGA and community levels.
  • Attend data validation meetings at state and LGA level and as directed by Project Technical lead.

Qualifications and Experience
Essential:

  • Clinical Officer,Nurse, Social Science, Medical Science or any other Public Health-related qualification
  • Ability to communicate effectively with a variety of audiences including LGA staff, HFWs and community leaders.
  • Must be familiar with SurveyCTO, KoboCollect and Microsoft Office suite
  • Experience conducting quality supportive supervision and data use.
  • At least five (5) years’ field experience in related field.
  • Fluency in English and Hausa, Fulani or any other local languages is required.
  • Experience working in drug/commodity supply management, M&E and logistics.

Desirable:

  • A broad range of experience including logistics, training, and capacity building ability.
  • Experience of managing teams.
  • Experience working at LGA level.
  • Experience with SMC implementation.

Work-based skills:
Essential:

  • Good planning and organizational skills.
  • Basic computer skills particularly Microsoft Office.
  • Flexible, ability to work both as an individual and as a team member and under stress in what can be a harsh environment.
  • Must be a Nigerian.

Desirable:

  • Ability to find solutions to complex problems in a challenging environment.
  • Ability to speak and understand English.
