Responsibilities
- The Pipeline Project Manager will be responsible for managing an
array of pipeline and metering projects from the initial support of
business development through proposal generation, design engineering,
procurement, construction, commissioning, and final customer acceptance.
- Duties include management of pipeline design, route studies,
right of way and permit research, environmental impacts and
requirements, and cost estimates and schedules for industrial gas
pipelines and metering/control stations.
- Manages key project indicators including cost, schedule,
quality, safety, and performance to ensure projects are delivered
successfully.
Specific Responsibilities Include but are not limited to:
- Following a defined project management methodology, manages and
coordinates all work within the scope of assigned projects and ensures
that objectives are met, within budget and schedule.
- Liaison with customers, operations, procurement, safety and business groups.
- Responsible for managing safety and quality related to pipeline
and metering projects including quality assurance planning and code
regulation compliance.
- Interfaces with external customers, governmental permitting and
inspection agencies, business, environmental regulatory groups as
required.
- Coordinates and directs the activities of internal project
teams, outsourced engineering firms, contractors, and subcontractors.
Ensures all work is being performed in accordance with project and
industry safe work practices.
- Develops contracting strategies with engineering and construction firms to support project objectives.
- Actively participates in cross functional groups to resolve problems across disciplines within the project.
- Analyzes costs and benefits vs. risk and recommends strategy, improvements and solutions.
- Evaluates alternatives and finds solutions using a systematic
approach, seeks guidance from other experienced project managers to
develop improvements and innovations to enhance project performance.
- Utilizes a network of relationships to collect and disseminate
information, and to build support and secure buy-in for desired
objectives.
- Makes timely decisions, sometimes with limited information and under tight deadlines and pressure.
- Anticipates problems and develops contingencies.
- Maintains ownership for specific program elements, e.g. project
execution plan, design safety, design specifications, project and
construction safety plan.
- Monitors project engineering and construction phase for
compliance with contracts and all applicable safety rules, regulations
and standards.
- Oversees or directly prepares required reports, documents,
spreadsheets, databases, graphs, cost estimates and summaries to
communicate project progress or results.
- Provides management review and control over multiple units of engineering work or across multiple projects.
- Partner with Operations teams during project planning, execution, commissioning and placing systems in to service.
- Must be able to provide effective schedule and cost control, along with resource planning requirements.
- Possesses, obtains and distributes knowledge of industry safety initiatives and construction techniques.
Requirements
- Bachelor's Degree or Master's Degree in Engineering or Constructions.
- Project Management Professional (PMP) certification.
- 12+ years of combined experience in Pipeline Engineering, Project Management, and Construction or equivalent.
- Demonstrated ability to manage multiple projects ranging from $1MM to $30MM.
- Intimate understanding of pipeline design and construction safety principles and deliverables.
- Required travel of up to 25%.
- Demonstrated success with past projects both in results achieved and in use of professional methodology.
- 5-10 years of related industry experience in construction, specifically in the refining sector, required.
- Requires proficiency in project development, scope planning and
definition, project plan execution, and change control processes as well
as experience with effective schedule and cost control and resource
planning.
