Job Title: Procurement Officer
Location: Maiduguri - Borno State
Program/Department Summary

  • With the insurgency affecting North East Nigeria and displacing millions of people, Mercy Corps is expanding its humanitarian programming to support the conflict-affected population in Borno.
  • In response to the ongoing crisis, Mercy Corps is scaling-up food security, non-food items, nutrition, protection, livelihoods, and water sanitation hygiene (WASH) activities in Dikwa, Ngala, and Jere Local Government Areas in Borno State to address emergency needs.
General Position Summary
  • Under the supervision of the Senior Finance Officer, the Finance Assistant handles various reconciliations at the field, and systematically follows all financial documentation for payment procession and maintains the appropriate finance records for the work performed.
Essential Job Functions
  • Follow all Mercy Corps policies, procedures, grant compliance and documentation requirements.
  • Prepare and maintain filling records of all program activities and other related financial documents.
  • Implement and make sure all Mercy Corps Field Finance Manual, procurement, assets
  • Receive requests for funds from teams within program sites for activities, check and process requests.
  • Prepare payment authorizations. Follow-up on timely disbursement of funds to the staff in these regions.
  • Receive, reconcile and submit financial returns from the sub field office to Field office -finance office for account registration purposes.
  • Identify and follow up on outstanding obligations.
  • Receive, check and submit travel advance claims from field based
  • Check and follow up on settlement of personal telephone and sat phone bills for staff.
  • Keeps record of all cash, bank, advances and regularly updates
  • Carries out weekly cash counts and whenever requested by the Senior Finance Officer, Prints off all payment vouchers and matches with the documents to be filed.
  • Pays or receives authorized bank payments and receipts.
  • Makes sure all required documents are attached; calculations are correct, appropriate approvals and reviews made per the AAM before payment of any cash or bank payments.
  • Enters transactions to the accounting software under the supervision of the Senior Finance Officer whenever required.
  • Ensure compliance with GAAPs, Nigerian, US laws and standard accounting practice.
  • Code all expenditures following the standard chart of accounts, coded budget and record to the accounting software or recording system daily and ensure weekly review and posting.
  • Match invoices/receipts with payment vouchers, GRN and other required documents.
  • Prepare cash, bank and advances reconciliations and submit for review/approval every week and monthly.
  • Make sure all income taxes, withholding taxes, VAT and other taxes are withheld and paid accordingly.
  • Keep all finance documents and reports are properly filed, labeled and stored in a clear and easily accessible manner following FFM.
  • Be adaptable and flexible to take new tasks and new assignments as requested from time to time.

Job Title: Monitoring & Evaluation Assistant

General Position Summary
  • The Monitoring and Evaluation Assistant will support the database Officer in primary data quantitative data from the field.
  • S/he will primarily conduct qualitative research, including focus groups, as well as some quantitative questionnaires. S/he will have excellent ability to interact with beneficiary communities.
Essential Job functions 
  • Responsible for carrying out host focus group discussions, Conducting activities, Key Informant Interviews, writing detailed notes, summary analyses and writing case studies.
  • Support Database Officer to clean and manage incoming data
  • Follow up with community beneficiaries to gather the event of missing or inaccurate data
  • Participate and in any field activities such as community mobilization, information dissemination, attendance of committee meetings and any workshops.
  • Enter all training details of all participating Beneficiary details trained under the program
  • Assist in completing entries of all trainings, distributions, monitoring, registrations carried out at the field under the program
  • Support in data validation of the all activities that take place in the selected regions of intervention carried out by Mercy Corps

Job Title: Shelter Officer

General Position Summary
  • The Shelter Officer is a new position under the overall supervision of the Shelter Senior Officer. The shelter officer will implement all the activities within the work plan under the shelter component.
Essential Job Functions
  • Implement best practices through capacity mapping and gaps identification.
  • Implementing program activities within the set timeline and are delivering according to the work plan. 
  • Responsible for shelter and NFIs response in the field, including targeting, registration, verification, distribution, and follow up, in coordination with relevant stakeholders
  • Develop documents on Shelter/NFI best practices, through capacity mapping and gaps identification
  • Prepare distribution reports, including analysis and recommendations. Plan and participate where possible in post-distribution monitoring exercises, and prepare Post-Distribution Monitoring

Job Title: Wash Officer

General Position Summary
  • Mercy Corps is looking for a strong WASH Officer who will be responsible for the day to day Implementation of the WASH Water, Sanitation & Hygiene (WASH) component in Ngala and Dikwa areas. The person will be required to be based in Ngala or Dikwa.
Essential Job Functions 
  • Works closely with the WASH Senior Officer to implement the project in line with Mercy Corps, Donor, Government requirements and standards in accordance with the approved work plan, budget, project documents and implementation strategy.
  • Attends WASH Coordination meetings as may be requested by the supervisor.
  • Operationalizes the implementation of all WASH related activities in regions like Ngala and /or Dikwa
  • Works closely with beneficiaries in the area of WASH on a daily basis to identify and prioritize needs and closely monitors the implementation of all the WASH activities.
  • Participates in site assessment and selection of rightful beneficiary communities.
  • Participates in needs assessments and baseline surveys to identify a clear water, sanitation and hygiene situation in the selected project areas.
  • Participates in the planning, design and implementation of Water, Sanitation & Hygiene projects in accordance with applicable technical standards and best practices.
  • Carries out supervision and monitoring of all field activities related to the WASH component.
  • Responsible for timely and well-planned delivery and distribution of the beneficiary items to the communities in the assigned project area(s).
  • Participates in all relevant WASH trainings of committees for the operationalization of the program.
  • Ensures good coordination and working relationships with relevant NGOs and UN agencies, beneficiary communities and local authorities.
  • Mobilizes the community to fully participate in the project implementation for sustainability.
  • Works closely with the Monitoring & Evaluation staff to capture the required data for measuring the impact indicators.

Job Title: Database Officer

  • The Database Officer is a crucial role under the supervision of the part of the Senior Monitoring & Evaluation Officer.
  • The Database Officer analyzes data information submitted by all program teams, M& E team and cleans incoming data, collects and maintains data storage.
Essential Job Functions
  • Ensure the quality of data submitted by program field team to identify where mistakes have been made and support in data cleaning.
  • Support the Senior  Monitoring and Evaluation Officer  to develop periodic reports on specific or cross-cutting themes through quantitative data analysis for presentation at partner learning workshops, Social Mobilization meetings etc
  • Identify missing data and follow-up with all program  and M& E team
  • Create and Manage the online database  
  • Update and assure the proper functioning of the web-based analytics dashboard, including implementing partners’ dashboard log-in accounts.
  • Work with the analytics dashboard to periodically adapt the design of the analytics dashboard based on program learning or any emerging data needs.
  • Helps create humanitarian profiles for all partners, MC humanitarian beneficiaries, among others.
  • Work with the Senior Monitoring and Evaluation Officer  to provide custom analysis of incoming program activity and assessment data
  • Creates charts, tables, graphs and map visualizations to effectively communicate data insights on Mercy Corps area of interventions or any new planned sites.

Essential Job Functions
  • Follow Mercy Corps Policies and Procedures for Human Resources as stipulated in the Mercy Corps field Administration and National Policy manual;
  • Handles the field recruitment process in liaison with the hiring managers.
  • Receives all HR related documentation from head office and ensures to have it filed.
  • Updates all personnel files and ensures safety of all personnel information
  • Ensures staff fills all medical forms and sends them to the head office, Abuja.
  • Maintain staff personnel files in an MC standardized filing system, making sure all necessary HR paperwork is consistently filed and/or updated as required.
  • Maintain confidentiality of all national staff personnel issues including disciplinary procedures and contracts/pay rises;
  • Assist with the collection of monthly timesheets and ensuring original copies are sent to the head office, Abuja.
  • Ensure that all new hires undergo on-boarding process at the field office for both nationals and expatriates upon the hire.

General Position Summary
  • Mercy Corps is looking for a strong Program Assistant responsible for ensuring the logistics, distributions, registration, reporting and overall monitoring in Dikwa and Ngala.
  • The position is to be based in Dikwa or Ngala.
Essential Job Functions
  • Daily management of the finance Assistant(s) in Maiduguri office
  • Oversee daily cash count with the assistant finance officer
  • Manage the month end accounting close process, ensuring the accuracy and completeness of the ledger and all supporting documentation in all country offices.
  • Primary responsibility for maintaining the general ledger software files, including set up and maintenance of new project accounts, regular back-up of files, etc.
  • Review and upload data to the general ledger
  • Receives all monthly field projections and prepares revenue recognition entries and other final closing journal entries
  • Enter, post and maintain filing of monthly journal entries and prepares month end balance sheet account reconciliations.
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded
  • Assist in the training and support staff in the field office including answering daily questions, training new hires, making field visits, etc.

  • Assist the Finance Manager in responding to audit inquiries at the field level

  • Implement and make sure all Mercy Corps Field Finance Manual, procurement, assets
  • Receive requests for funds from teams within program sites for activities, check and process requests.

  • Code all expenditures following the standard chart of accounts, coded budget and record to the accounting software or recording system daily and ensure weekly review and posting.
  • Match invoices/receipts with payment vouchers, GRN and other required documents.
  • Prepare cash, bank and advances reconciliations and submit for review/approval every week and monthly.
  • Make sure all income taxes, withholding taxes, VAT and other taxes are withheld and paid accordingly.
  • Keep all finance documents and reports are properly filed, labeled and stored in a clear and easily accessible manner following FFM.

Asset Management:
  • Maintain the asset records for the field office and liaise with Abuja for a centralized assets inventory
  • Ensure all the items bought that fall under Asset category according to MC Policies are properly registered on the Asset Register with all the required information

Essential Job Functions
  • Have a clear understanding of the MC warehousing policy and assist in advising program teams and management on required practices and procedures.
  • Collect, track, and maintain records of waybills in and out of Mercy Corps’ warehouses, including all waybills related to commodity reception, transfers, distributions and the non-food items. 
  • Implement a stack plan to store the commodities, based on the shipment and ensure its stability, accuracy and accountability.
  • Handle work based on store releases received to prepare the commodity stock for distribution plan.
  • Keep track and update warehouse transaction using waybill, stack bin card, tally sheet, warehouse ledger, physical inventory sheet , logistics summary, fumigation schedule, inventory log book and other related warehouse documents, include maintained those documents properly.
  • Maintain records of the beneficiary numbers of the program.
  • Keep the daily warehouse register books up to date
  • Conduct a physical count of commodities on hand at the end of every day or every week as needed, and reconcile that account with information in the CTS (Commodity Tracking System) database.  Report any discrepancies to the Warehouse Officer as required.
  • Provide weekly report to Warehouse officer regarding commodity movement, stock available for distribution and any other issues during the week.
  • Regularly compile commodity distribution reports, recipient status report, lost status report and commodity distribution plan.
  • Maintain the master log of distributions.
  • Maintain a daily monitoring of both food and nonfood items with recording, CTS data management, and any related warehouse duties.
  • Coordinate laborer’s activities and ensure there are enough laborers to support activities (loading, unloading, restacking, etc)
  • Conduct a physical count of commodities on hand at the end of every day or every week as needed, and reconcile that account with information in the NFI Tracking System database.  Report any discrepancies to the Logistics Officer and the Head of Office with reasonable explanations.
  • Maintain an accurate and consistent filing system of copies of warehouse, handling, transportation, and other key contracts.
  • Carry out any other duties or activities assigned to by the supervisor(s) from time to time.

General Position Summary

  • The role of the Senior M & E Officer is to enable Mercy Corps’ humanitarian program to quantify, analyze, and document the impacts and outputs of its program in Borno.
  • Tasks include data collection, data management, data analysis, mapping and development of M&E tools and reporting systems.

  • S/he will work closely with all Project and Support staff and ensure a high level of integration of WASH activities with other program components.
  • The WASH Senior Officer must ensure the smooth implementation of program objectives according to approved work plans, adherence to budgets, and within a level of quality that can be measured through M&E interventions.

  • Work closely with program managers to implement WASH programming in line with Mercy Corps, Donor and Nigeria local government requirements and norms.
  • Lead and participate in the planning, design and implementation of Water, Sanitation & Hygiene projects in accordance with applicable technical standards and best practices.

  • Mercy Corps is looking for a Senior Operations Officer (SPO) who will be responsible for managing Mercy Corps’ operational functions in the Maiduguri Office and all field locations, including Dikwa, Ngala and Jere.
  • The SPO ensures the maintenance of all field support operation functions in a timely manner. The SPO oversees all arrangements and coordination for program support logistical duties.
Essential Job Functions
Project Goods/Commodities Logistics:
  • Oversees all activities associated with the delivery and receipt of goods/commodities from internal or external vendors to planned destinations in  Miaduguri office in coordination with MC staff
  • Plan goods delivery to MC Maiduguri office or Project sites in accordance to the needs, while minimizing cost and taking into account any other delay effects
  • Maintain strict adherence to relevant donor policies and procedures
  • Negotiating contracts with  any service providers and suppliers
  • Complete required and customary documentation for any goods such as waybills, bills of lading, customs declarations etc
  • Troubleshoot any problems with the goods/commodities pipeline or delivery schedules from Abuja to Maiduguri.
  • Maintain contact with partners (NGO partners and others) to ensure smooth coordination of operations activities
  • All other activities to ensure the smooth and consistent delivery of goods and supplies to offices or distributions points.
  • Procurement - Participates in all procurement activities to ensure purchasing is done according to Mercy Corps procurement policy and completed in a timely manner, including, but not limited to:
    • Obtains quotations and pro forma invoices from suppliers and vendors as necessary;
    • Prepares Quotation Analysis and submits to the relevant supervisors.
    • Completes Goods Received Notes for items received from Abuja office.
    • Maintains current and orderly files of all procurement documents processed through the Abuja office.
    • Maintain the PR linked database in computer and ensures the hardcopy files match the database softcopy
File Maintenance:
  • All operations files must be clearly maintained. These files must always be updated, organized, clearly marked, and complete.
  • Pipeline prospectus reports for all good/commodities request by MC in for Maiduguri office or program, produced and filed by field office or program.
  • Warehouse reports (including receipts, dispatches, internal waybills, and information regarding laborers and equipment), produced and filed by month
  • Manuals, documentation, receipts, shipping documents, and other critical information such as passwords or programming  is to be safely kept
  • Copies of goods receiving notes for all procured items purchased in Nigeria Abuja And transferred to MC Maiduguri field office
Field Asset Management:
  • Maintain the asset records for the Maiduguri office and update a centralized Assets inventory of all MC Nigeria offices
  • Ensure all the items bought that falls under Asset category according to MC Policies are properly registered on the Asset Register with all the required information
  • Maintain a softcopy of the Asset Register for Maiduguri
  • Liaise with the field offices on the Assets Management, monitor if the register is properly maintained and it matches with the centralized softcopy.
  • Every six months review and physically crosscheck the Asset Register with the assets to ensure the asset tags are available on the assets and update the assets condition – depreciation if applicable.
  • Overall responsibility for the MC Nigeria Operations

  • Work closely with Monitoring and Evaluation team in setting baseline indexes of targeted areas and track progress against set capacity performance parameters.
  • Actively participate in the periodic program planning, review and reflection meetings and sessions.

Knowledge and Experience

  • An up-to-date understanding of multi-sector humanitarian programming, including food security, risk reduction, sustainable development and livelihoods concepts.
  • Familiarity with the program compliance requirements and processes of different donors   is critical. Experience of working on USAID programs an advantage.

Job Title: Senior Finance Officer

Program/Department Summary
  • With the insurgency affecting North East Nigeria and displacing millions of people, Mercy Corps is expanding its humanitarian programming to support the conflict-affected population in Borno.
  • In response to the ongoing crisis, Mercy Corps is scaling-up food security, non-food items, nutrition, protection, livelihoods, and water sanitation hygiene (WASH) activities in Dikwa, Ngala, and Jere Local Government Areas in Borno State to address emergency needs.
General Position Summary
  • Mercy Corps is looking for a Senior Finance Officer responsible for leading the finance function in Maiduguri Office.
  • This person will ensure accuracy and completeness of Mercy Corps accounting records and will primary be responsible for managing the monthly accounting cycle at the field office.
Essential Job Functions
  • Daily management of the finance Assistant(s) in Maiduguri office
  • Oversee daily cash count with the assistant finance officer
  • Manage the month end accounting close process, ensuring the accuracy and completeness of the ledger and all supporting documentation in all country offices.
  • Primary responsibility for maintaining the general ledger software files, including set up and maintenance of new project accounts, regular back-up of files, etc.
  • Review and upload data to the general ledger
  • Receives all monthly field projections and prepares revenue recognition entries and other final closing journal entries
  • Enter, post and maintain filing of monthly journal entries and prepares month end balance sheet account reconciliations.
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded
  • Assist in the training and support staff in the field office including answering daily questions, training new hires, making field visits, etc.
  • Monitor cash and bank balances and coordinate monthly cash flow requests
  • Assist the Finance Manager in responding to audit inquiries at the field level
  • Conduct monitoring plan to lessen financial and compliance risks at beneficiary sites
  • Review field financial reports for correctness and completeness and ensure that reports are submitted on time.
  • Follow up on all compliance issues, audits and document resolutions.
  • Maintain tracking as well as financial files in accordance with the Field Finance Manual.
  • Process payments and reconcile financial tracking to general ledger reports.

  • A professional accounting qualification (ACA or ACCA preferable)
  • Five years’ experience in the Finance Department of an international NGO is preferred. 
  • Demonstrated competency with computerized general ledger software (ability to use Serenic navigator would be an advantage)
  • Advanced computer skills in MS Office programs, particularly Excel
  • Prior management experience and strong organizational skills
  • Ability to communicate fluently verbally and in writing in English Hausa, and preferably also in Kanuri.
