Job Title: Senior Program Officer Maternal, Neonatal and Child Health (MNCH)
Location: Abuja
Summary/Overview
- The Senior Program Officer, MNCH will provide administrative,
programmatic and logistical support to Maternal, Newborn and Child
Health Unit of the Department of Community Medicine, Institute of Human
Virology-Nigeria.
- S/he is also expected to spend about 60% of working hours on supervisory and advocacy activities.
Essential Functions
- Assist in the development and adaptation of guidelines, tools
and other relevant materials for use in the national scale up of PMTCT
activities in IHVN-supported sites in Nigeria.
- Assist in development of program strategies, work plans and
their implementation for effective operations of the hub and spoke model
of scale up.
- Ensure smooth operations and coordination of PMTCT activities at the regional and or state offices.
- Forecast and request for PMTCT commodities such as care kits and Mama Packs.
- Co-ordinate, track progress, review results and address PMTCT challenges
- Mentor doctors, nurses, mentor mothers to provide quality care to HIV+ pregnant women.
- Create a sustainable PMTCT team that includes Traditional Birth
Attendant to deliver overall quality health care to HIV+ pregnant women.
- Ensure that the facility operates a functional and efficient client flow system.
- Identify barriers to PMTCT and proffer solutions to these challenges.
- Assist and undertake needs assessments of new sites as required.
- Facilitate and coordinate all trainings sessions organized for site health care workers.
- Provide technical assistance to site and community staff through precepting, monitoring and mentoring.
- Facilitate and coordinate the activities of Infant Feeding
Counseling activities and training of health care workers at all IHVN
supported sites in Nigeria.

Qualifications
- MBBS and Postgraduate Medical Fellowship or MBBS/ RN, RM, BNSc.
and a Postgraduate Degree in Public Health with a minimum of 7 years
proven work experience and expertise in the implementation of public
health programs especially Reproductive Health issues
- Strong inter-personal and public relations skills
- Excellent English language oral and written communication, with
proficiency in MS Office suite, including Word, Excel and Outlook
- Ability to communicate with a wide range of personalities is necessary.

Job Title: Laboratory TB Consultant
Location: Abuja
Basic Functions of the Position
- Overall, this consultant should be able to provide strategic and technical support to laboratory strengthening efforts.
- S/he will promote and support implementation of WHO's TB
Laboratory technical recommendations including, policy guidance on
appropriate TB laboratory technologies, infrastructure and bio-safety,
and best-practices.
- Other functions include: laboratory capacity development,
including technology transfer and know-how, monitoring and evaluation,
and quality improvement; interface with other laboratory networks to
facilitate integration; human resource development, including training
and mentoring.
Key Working Relationships:
- Associate Director Global Fund Programs (Office of the Chief Executive Officer)
- Director & Head of Department, Clinical Laboratory Services.
Specific Responsibilities
As part of the Terms of Reference, the Laboratory TB Consultant will play leading role in:
- Developing/updating the TB laboratory component of National Strategic Plan (in support of NTBLCP).
- Assisting in the development or optimization of national laboratory policies.
- Promoting interaction and collaboration with laboratory
stakeholders at national and zonal levels by serving on National
Laboratory Technical Working Groups (TWG).
- Assisting the National Laboratory TWG to develop a strategy to improve human resources for laboratory management.
- Ensuring the implementation of Quality Management Systems with
the purpose of strengthening of laboratory quality systems including,
development of quality manual, safety manual, audits, testing,
developing standard operating procedures (SOPs), national documents
developed along with NTBLCP Laboratory Team.
- Working with the TB reference laboratories to attain
international laboratory standards towards accreditation using of the
Global Laboratory Initiative (GLI) stepwise process towards
accreditation with other tools and checklists for implementation of
Quality Management Systems.
- Contributing to development of a National TB Quality Assurance
Policy (based on recently introduced National Quality Assurance Policy)
including all Quality Assurance/Quality Control pharma (incl.
pharmacovigilance) and laboratory areas (incl. External Quality
Assurance for all technologies including GeneXpert) in close
collaboration with National Laboratory TWG and concerned national
agencies like National Agency for Food and Drug Administration and
Control (NAFDAC), Medical Laboratory Science Council of Nigeria
(MLSCN),National Product Supply Chain Management Program (NPSCMP) of the
Food and Drugs Services (FDS) etc.
- Reviewing national guidance on engineering requirement for different risk level TB laboratories.
- Providing expertise in clinical/laboratory diagnosis of HIV/AIDS-related opportunistic HIV/TB infections.
- Supporting the development of mechanism on establishing linkages
between the National Reference Laboratories and Zonal Reference
Laboratories with a view to ensuring linked referral services and timely
reporting.
- Advising and recommending best practices on sample logistics
from the peripheral laboratories to testing centers thus ensuring a
timely Turnaround time (TAT)
- Providing guidance for the standardization and selection of
vendors for equipment and reagents and following-up on the Biotech unit
to ensure all equipment platforms are warrantied and regularly
maintained, and to ensure zero downtime.
- Develop equipment management systems for GeneXpert and other laboratory equipment platforms.
- Reviewing and advising on equipment and supplies list for zonal
and national reference laboratories - logistics and commodity
management.
- Assisting in setting up offline Probe Assay (LPA) and culture
laboratories - from site assessment, design, equipment installation,
training and mentoring (hands on).
- Advising and recommending best practices on first-line and
second line Drug Susceptibility Testing (DST) for Tuberculosis Reference
Laboratories (TRLs) and to ensure they are done.
- Providing onsite technical support (bench training) to the laboratory network by mentoring of laboratory staff.
- Capacity building of laboratory staff through trainings,
including on-the-job mentoring, peer network development and online
support.
- Formulating research questions and conducting of research to facilitate improved implementation.
- Contributing to the development of a National GeneXpert
laboratory management plan with concerned stakeholders (National
Tuberculosis and Leprosy Control Program (NTBLCP), National Agency for
the Control of AIDS (NACA), MLSCN, development partners etc.)
- Contributing to selection, roll-out and improvement of the
National Laboratory Information Management System for DR-TB in an
integrated way with Drug Sensitive TB (DS -TB) where possible.
- Considering all laboratory IMS needs linked to GxAlert, e-TB
Manager, HIV/TB integration etc. and developing a system to track
laboratory commodity consumption and avoid expiries and stock-outs.
- Supporting the rollout of Gx Alert or similar remote monitoring
system for GeneXpert and preparing quarterly reports on WHO recommended
indicators.
Qualifications and Skills
- B.Sc. in Medical Laboratory Sciences or Medical Microbiology but preferably a Master's degree in Medical Microbiology
- At least 10 years of experience in TB microbiology.
- The candidate is also expected to be a practitioner licensed by
the Medical Laboratory Science Council of Nigeria (MLSCN) or with
professional membership acceptable to MLSCN.

activities. He/she will supervise and coordinate all relevant activities
for all community prevention activities through effective supervision
of staff and effective project management to meet program targets.

Job Title: Program Manager, Prevention and Community DR-TB
Location: Abuja (Central)
Basic Functions of the position
- The Program Manager provides technical and programmatic support
to the implementation of HIV/AIDS prevention activities of the Institute
of Human Virology programme, including sexual prevention (HCT,
Abstinence, Be faithful [AB] and Condoms and other prevention and Key
Affected Population), medical prevention ( injection safety/health care
waste management, community based organizations and Community
Multi-Drugs Resistant Tuberculosis activities.
- He/she will supervise and coordinate all relevant activities for
all community prevention activities through effective supervision of
staff and effective project management to meet program targets.
Specific Responsibilities
- Provide sound technical guidance and programmatic support to all
IHVN sites and partners to implement high quality HIV/AIDS prevention
activities including sexual prevention and bio-medical prevention
- Contribute to the development, implementation, monitoring and evaluation, and reporting of prevention services
- Build capacity and ensure delivery of high quality prevention
services at all programme sites, using internationally recognized best
practices
- Identify, train, monitor and evaluate community based groups in delivery of program targets
- Coordinate training of other health and non-health personnel in collaboration with IHVN departments.
- Oversee and utilize best practices in program-level delivery
- Help with development of departmental work-plan and community based groups work-plans
- Develop strategies for the design and implementation of HIV/AIDS
prevention, behavior change intervention among most at risk populations
i.e. PLHIV, MARPs to reduce sexual transmission
- Work with the SI Team to develop and update HIV prevention
tools, Standard Operating Procedures, and data collection, data quality
audits, reporting of indicators etc.
- Ensure ongoing collaboration with the Government of Nigeria, US
Government agencies, support groups of People Living with HIV,
collaborating institutions, Non-Governmental Organizations/Community
Based Organizations/Faith Based Organizations and other partners in the
public and private sectors
- Ensure the development, supply and distribution of IEC materials
- Ensure functionality of MDR TB Treatment Supporters and the CBOs
- Provide oversight functions to all IHVN states/Regional offices on Community DR TB activities
- Participate actively in the planning, organizing, conducting and
evaluation of training for general health care workers in the public
sector/DOT Centers in collaboration with the STBLCOs
- Ensure relevant recording and reporting documents are available and adequately utilized
- Perform other roles as may be assigned by the HOD Community Health, Regional/States and Program Coordinator.
Qualifications and Skills
- A first degree in Medicine, BSc Nursing Science, the Social
Sciences or related discipline with a minimum of 10 years proven work
experience, design and implementing and monitoring of HIV prevention and
MDR TB Community Activities preferably in an international NGO.
Possession of a post graduate degree in Public Health will be an
advantage
