The World Bank is supporting the Government of Nigeria and the Oyo State Government to prepare the Ibadan Urban Flood Management Project (IUFMP) that aims at developing a long term flood risk management frame work by initiating risk assessment, community awareness and providing enough flexibility in the project design to make changes based on learning.
In furtherance of the implementation of the lbadan Urban Flood Management Project (IUFMP), applications are welcome from suitably qualified applicants to fill the vacant position below:
Job Title: Procurement Consultant
Location: Ibadan, Oyo
Project Summary
- The Project also supports capacity building for flood risk management in the city of Ibadan. It reinforces Oyo State Government's early warning and response capabilities and leverages existing World Bank projects in Oyo State in support of the IUFMP.
- The Project Development Objective (PDO) is to “improve the capacity of Oyo State to manage flood risk and to respond effectively and promptly to lloodin5 in the city of Ibadan. Specifically, the Bank’s support will finance sonic priority investments related to improving the infrastructure of lbadan City, especially those destroyed by August 26, 2011 floods.
- The Banks support will help Ibadan reduce flood risks, improve waste collection and treatment, while developing and improving the quality of existing in infrastructural assets.
Key Duties and Responsibilities
The Consultant is expected to participate in procurement of goods. works and selection of consultants under the Project which shall be earned out in accordance with the World Bank’s “Procurement Guidelines; Procurement under IBRD Loans and IDA Credit” dated May 2004 and revised in October 2006; “Guidelines; Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 edition available at the World Bank website http://www.worldbank.org/html/opr/procure/bdocpage.html This would be in addition to the under listed:
- Support the Procurement Specialist in carting out all procurement activities according to the Project approved annual Procurement Ptan and in line with World Bank procurement procedures:
- Contributing to the development of TORs
- Preparation of Bidding tender documents
- Evaluate oilers and quotations
- Preparation of draft contracts
- Participation in contract finalization discussions
- In cooperation with the Procurement Specialist and under the supervision of the Project Coordinator prepare regular procurement reports for the World Bank;
- Actively participate and provide technical support in meetings that are aimed at reviewing the status of the project as regards procurement.
- Undertake any other additional task or responsibility as indicated in the Terms of Reference and those that may be assigned by the Project Coordinator for the achievement of the overall project objectives.
Qualifications/Specialized Knowledge/Experience Required
- First degree in one of the following areas: Economies; Engineering, Public Administration or Law
- Post Graduate degree in the above areas will be ten added advantage
- Trained on procurement in World Bank procurement guidelines and procedures
- A minimum of 5 years of hands on experience of directly handling/managing procurement activities under World Bank funded projects
- Previous experience in public procurement, business or public administration;
- Knowledge of international organizations/agencies and national public procurement regulations and procedures
- Excellent knowledge of English language, written and spoken;
- Computer proficiency (Windows, MS Office, Internet Explorer, MS Excel
- A team player, abilities to communicate, negotiate, analyse, elaborate and present reports and statements
- Being able to work under pressure to meet deadlines
Duration of the Consultancy and Estimated Budget
The procurement Consultant will be engaged for the duration of 12 months with the possibility of renewal based on satisfactory performance and justified demand.
Job Title: Contract Management Expert
Location: Ibadan, Oyo
Project Summary
- The Project also supports capacity building for flood risk management in the city of Ibadan. It reinforces Oyo State Government's early warning and response capabilities and leverages existing World Bank projects in Oyo State in support of the IUFMP.
- The Project Development Objective (PDO) is to “improve the capacity of Oyo State to manage flood risk and to respond effectively and promptly to lloodin5 in the city of Ibadan. Key Duties and Responsibilities
The Contract management expert will assist to fast track the activities relating to Civil Engineering works of the project in addition , other duties include:
- Carrying out the engineering assignment in accordance with the highest standard of professional and ethical standards and codes of practices.
- Participating and providing technical support that are aimed at reviewing the status of the project as regards to Hydraulic and infrastructural activities
- Assist in carrying out all technical activities according to the project programme of work and in line with World Bank procurement procedures by:
- Reviewing of Bidding Tender documents.
- Evaluating of bidding documents and reports
- Participating in contract finalization discussion
- Provide support in Contract Management
- Undertake any other additional risk or responsibility that may be assigned by the project coordinator for the achievement of overall project objectives.
- Under the supervision of the Project Coordinator, the Contract Management Expert will work closely with the Project Technical Team. Procurement and Safeguards Teatris, Undertake any other additional task or responsibility as indicated in the Terms of Reference and those that may be assigned by the Project Coordinator for the achievement of the overall project objectives.
Qualifications/Specialized Knowledge/Experience Required
The minimum qualification and experience of the Civil Engineer are:
- Must possess a minimum of (B.Sc/B. Eng.) in Civil Engineering, Water Resources Engineering and Hydraulics.
- Post Graduate Degree in the above areas will be an added advantage.
- Must be a member of relevant Professional Bodty
- Must possess at least 10 years’ experience in design and or supervision and quality assurance of major infrastructure works such as Dams, and other flood control management
- Proven experience in Contract Management, particularly FIDIC contracts,
- Previous experience in Hydrology and Hydraulic works.
- Previous experience in the design, implementation and supervision of Hydraulic structures.
- Possess Local and International knowledge of the assignment.
- Excellent knowledge of English language, written and spoken.
- Computer proficiency (Satellite based Mapping Software WatercAD, Pond cale, HEC-RAS, Windows. MIS Excel etc.
- Being able to work under pressure to meet deadlines.
- Knowledge of project preparation appraisals and production of working drawings.
Duration of the Consultancy and Estimated Budget
The contract management expert will be engaged to provide supportive services to the project technical unit for the duration of 12 months with the possibility of renewal based on satisfactory performance and justified demand.
Job Title: Environmental Safeguard Consultant
Location: Ibadan, Oyo
Project Summary

Key Duties and Responsibilities
The scope of the work for this assignment will primarily be to assist the Environmental Safeguard Specialist (ESS) in the following areas (which include but not limited to):
- Preparation of TORs for a range of Environmental safeguards instruments and consultations
- Coordinating and facilitating the work of consultants engaged to carry out environmental impact studies:
- Ensure site specific environmental and social impact assessment reports are prepared, consulted upon and disclosed in country and in the World Bank
- Prepare internal environmental guidelines for the preparation, implementation, monitoring and reporting of environmental and social impacts required by various safeguards instruments;
- Review environmental safeguards documents prepared by consultants to ensure compliance with relevant safeguards policies of the Nigerian Government and the World Bank:
- Ensuring that environmental management clauses are inserted into bidding/binding contract documents to ensure compliance;
- Collation of appropriate performance and monitoring indicators to input into the Monitoring and Evaluation (MS/F) Framework of the project;
- Preparing Quarterly/Annual environmental Monitoring and Evaluation reports. Also responsible ICr ensuring the quarterly report of PlU contain a chapter or section on environment and social safeguard compliance of projects.
- Undertake any other additional task or responsibility as indicated in the Terms of Reference and those that may be assigned by the Project Coordinator for the achievement of the overall project objectives
Qualifications/Specialized Knowledge/Experience Required
The minimum qualifications and experience of the Environmental Safeguard Consultant are as under:
- Post graduate degree in Environmental Management/Science, Environmental/Civil Engineering, Natural Resources Management, Environmental Economics, Social Protection or other relevant field;
- At least 10 years of work experience in the preparation of Environmental and Social Impact Assessments (ESIAs)/ Environmental Impact Assessment (EiAs) /Environmental Management Plans (EMPs) / Environmental Audits (EAus) reports for donor funded agencies. In addition proven experience and accomplishment in the following specific areas is recommended:
- Experience in formulating, assessing, and reviewing environmental and social safeguards compliance documents related to the infrastructure sector.
- Knowledge of Nigerian Federal and state legislations related to environment and social issues in infrastructure sector such as Urban Flooding, Urban Transport, Urban Water, Energy etc.
- Experience in carrying out stakeholders consultations and organising environmental and social safeguard training workshops/seminars
- Previous working relationship with the EA department of Nigeria FMEnv will be a distinct advantage
- Proven track record in working effectively within multidisciplinary teams
- Evidence of being able to work effectively in high pressure environment and to tight delivery deadlines
- Literacy in Geographical information systems (GIS) is recommended.
- Candidate must be computer literate and should have excellent spoken and written English language skills.

Job Title: Communication Consultant
Location: Ibadan, Oyo
Project Summary

Specifically, the Bank’s support will finance sonic priority investments related to improving the infrastructure of lbadan City, especially those destroyed by August 26, 2011 floods.
- The Banks support will help Ibadan reduce flood risks, improve waste collection and treatment, while developing and improving the quality of existing in infrastructural assets.
Key Duties and Responsibilities
The Communication Consultant's responsibilities shall be primarily to assist the Communication Specialist in the following areas (which include, but but are not limited to):
- Working to help develop a broad framework for the engagement of Stakeholders by creating awareness and educating them on the protect objective and implementation processes
- Support the PIU in planning community mobilization activities for sensitization and to promote ownership among beneficiaries of the project.
- Support the PIU by increasing stakeholder understanding of the project to ensure key reforms are pushed through.
- Support the Communication Specialist and the PIU with implementation of communication activities such as media training and orientation, project visibility, media consultations, client relations, etc.
- Support the project with strategically engaging targeted stakeholders through Social Media
- Advise the PIU with steps towards the branding of IUFMP
- Helping to provide communication structures for linking the participating government agencies at the various levels and ensuring fluid, proactive and sustainable interaction among time various stakeholders including the beneficiaries.
- Helping to generate themes and core take-away messages, and determine which communication channels would be suitable to reach each segment of the stakeholders towards achieving behaviour change
- Undertake any other additional task or responsibility as indicated in time Terms of Reference and those that may be assigned by the Project Coordinator for the achievement of the overall project objectives.
Qualifications/Specialized Knowledge/Experience Required
- Master’s degree in Communications, Journalism, Sociology, Psychology or any of the Social Sciences.
- Minimum of 5 years cognate experience in Development and Strategic Communications or 12 years post-qualification experience in the print or electronic media, social and community mobilization, public relations or advertising.
- Some knowledge of flooding and environmental issues,
- Computer literacy and expertise in ICT and Social Media platforms is required.
- Fluency in the local language within the state (Yoruba) would be an advantage
- Good writing and oral communication skills as well as ability to organize events and functions.
- Demonstrated ability for teamwork
Duration of the Consultancy and Estimated Budget
The Communication Consultant will be engaged for the duration of 12 months with the possibility of renewal based on satisfactory performance and justified demand.
Remuneration
This shall include the professional fees and other reimbursable expenses. Payment shall be based on 12 months equal instalment duration of consultancy contact.
