health care training, relief and development programs. Established in
1984 by volunteer doctors and nurses, International Medical Corps is a
private,
voluntary, non-political, non-sectarian organization. Its
mission is to improve the quality of life through health interventions
and related activities that build local capacity in underserved
communities worldwide. By offering training and health care to local
populations and medical assistance to people at highest risk, and with
the flexibility to respond rapidly to emergency situations.
IMC has been operating in Nigeria since November 2013. It currently has
its country office in Abuja and field offices in Kano, Sokoto and
Maiduguri where it is implementing emergency Water, Sanitation and
Hygiene (WASH) projects, building capacity of local health systems and
structures, ensuring the provision of quality, accessible Nutrition and
Health Care for Children under five years of age.
IMC is therefore looking for a suitable candidate to fill the position
below to be based in its Maiduguri office. This position is subject to
funding by the donor:
Job Title: CMAM Assistant
Location: Maidugiri

Job Summary
- The incumbent will be responsible for implementation of CMAM in
collaboration with other nutrition staff. S/He will facilitate good
practice and ensure compliance to applicable implementation guidelines.
Main Responsibilities
- Plan and organize OTP at designated OTP sites in liaison with SMoH staff and nutrition officer.
- Work closely care group promoter supervisors, care group
promoters and lead mothers to ensure all aspects of the program are
understood and agreed and appropriate referrals take place to and from
the community to OTP sites.
- Supervise the activities of the CMAM team.
- Work closely with the teams to ensure all children are screened correctly.
- Ensure all criteria are respected and understood by the teams,
including admission, discharge and transfer to and from the OTP/SC.
- Through liaison with the community volunteers provide effective
follow up of all cases: particularly tracing of children who are absent
from the program, sick children, long stay children, children not
gaining weight, and children with social problems... etc.
- Provide key health and education messages to beneficiaries based the protocol and guidelines
- Respond to inquiries regarding the technical aspects of the program admission and discharge whenever necessary at the OTP sites.
- Follow-up and ensure the field team interacts with the beneficiaries properly
- Provide a daily and weekly CMAM report to the nutrition officer.
- Ensure comprehensive health checks and correct clinical
diagnosis at the time of assessment according to the CMAM protocols so
that the patient receives appropriate treatment in the relevant program.
- Ensure all children in OTP are immunized according to the national protocols.
- Ensure timely identification of complications, non-responders, and referrals to the SC.
- Ensure correctness, consistence and completeness of the information in the nutrition registers.
- Ensure adequate availability of all medical and food supplies
and ensure stock is pre-positioned as planned by discussing with
logistics
Qualifications
- Over two (2) years’ experience
- Registered nurse with a Degree in nursing a recognized nurse training institute.
- Valid and current practicing license.
- Knowledge of CMAM and MIYCN will be an added advantage.
- Excellent report-writing skills.

Job Title: Nutrition Officer

Job Summary
As a key member of the Nutrition and Food Security team fully
participates in key decision making for the Nutrition program in the
operation areas.
The primary functions of the Nutrition officer is to provide leadership
and overall day to day management of all Nutrition Food Security
programming at duty designation and state, participate in defining
intervention priorities, develop necessary contacts and relationships
with government, non-government, donors and UN agencies at the field
level; Contribute to the development of strategies and manage existing
programs and resources, and provide day to day supervision, management
and coaching to a wide team of Nutrition Food Security in the operation
areas.
Ensure that International Medical Corps program is delivering the
highest level of quality of nutrition services in line with national and
international guideline.
Main Responsibilities
- Effective implementation of IMC’s Emergency Nutrition Projects
within the frame work of pertinent national policy, strategy and
guidelines
- Ensure observance & respect the dignity of beneficiaries, careers and members of the community at all times
- Participate in any nutrition sector-specific assessments and
make technical recommendations for appropriate activities, both for
initial disaster response phase and for longer-term disaster risk
reduction and transition phase.
- Determine the cause of the malnutrition in the emergency
response and formulate appropriate responses that will address the
cause.
- Assess the immediate lifesaving nutrition interventions needed
(such as CMAM) in addition to the prevention activities (ENA, IFE, etc)
that need to be implemented at the same time.
- Provide direct hands-on technical support to Nutrition Staffs
and IMC partners to effectively and innovatively manage emergency
nutrition projects with focus on key technical areas
- Ensure that emergency nutrition and related projects are
technically sound, environmentally friendly, socially and cultural
acceptable
- Actively represent International Medical Corps in nutrition
sector discussions and activities, serve as an International Medical
Corps nutrition sector resource person, and display technical and
organizational leadership in sectoral activity commensurate with the
role as a primary resource person for nutrition on the International
Medical Corps in your working areas.
- Manage International Medical Corps’s nutrition response and
recovery activities across a wide range of actors within International
Medical Corps, donors, host governments, UN and NGO partners to ensure
consistency of programming.
- Strong negotiation skill with the partners, host community, government officials.
- Actively participate and represent IMC in State and LGA nutrition CMAM Cluster meetings.
- Assist in development of, or provide technical review for,
emergency response proposals to be submitted by International Medical
Corps to ensure that proposed activities and programs align with best
practice in the nutrition sector. As appropriate, suggest new
developments in the nutrition sector to International Medical Corps
programming.
- Be fully aware of national policies, strategies and other
initiatives and developments by government and other stakeholders in the
area of nutrition. Regularly assess the implications for IMC’s
programme and priorities of any changes in the operating environment in
this sector and report on these to the emergency program Coordinator and
Nutrition Coordinator as required
- Actively participate in surveys done at the Community level (KAP, SMART, Causal Analysis, Barriers, Coverage)
- Ensure development of core skills and competencies in Nutrition and Food Security among IMC staff in the project offices
- Provide technical support and training where required to all team members and partners
- Build the capacity of Technical, Community Health Volunteers
(CHVs) and committees to deliver quality service and undertake
participatory monitoring of the implementation of the project works and
record lessons and reports.

Qualification and Experience
- Bachelor or Masters’ level degree in Nutrition or equivalent
- Minimum 5 years work experience for a first degree holder and 2
years for masters level education holder in nutrition work and
implementation of nutrition intervention programmes, including community
mobilization, monitoring and evaluation aspects.
- Significant experience on community management of acute
malnutrition and Infant Feeding in Emergency in host communities/ IDP
camp setting
- Experience of and commitment to utilizing participatory approaches
- Understanding of nutritional surveillance and information systems
- Proven ability and experience in planning and conducting formal training session on nutrition including CMAM and IYCF

Scope of Work
- The Financial Controller has overall policy and management
responsibility for the finance and accounting functions for the country
program. The Finance Controller’s responsibilities include general
controllership, staff training, management, treasury and budget
functions.
- The position will report directly to the Country Director.
Specific Responsibilities
Controllership:
- Ensures that all policies and procedures are in compliance with IRC and funding source policies, procedures, and requirements.
- As required establishes finance and supporting function
policies, systems and procedures, and directs or performs their
development, documentation, and implementation.
- Manages the finance department activities and schedules to meet
the financial reporting requirements and deadlines specified by New York
and donors.
- Identify requirements for and develop reporting formats to aid in the management of country operations and grant expenditures.
- Provides country management and program staff with monthly
actual-to-budget expenditure reports and analysis for all grants and
unrestricted funds.
- Ensure that on a monthly basis balance sheet reconciliations are
completed on a timely basis and those final reconciliations and trial
balances are reviewed with the Country Director.
- Closely monitors all financial activities, and keeps the Country
Director advised of all situations which have the potential for a
negative impact on internal controls or financial performance.
- Directs the preparation of, and approves all donor financial
reports in respect to accounting, legal and contractual requirements and
ensures the review of such reports by the Country Director and Regional
Controller prior to submission.
- Develops, schedules and performs or supervises the completion of
country internal control audits, and initiates actions necessary to
correct internal control weaknesses.
- Facilitates and co-ordinates external, internal, donor or government audits.
- Oversees the protection of the country’s assets (cash,
inventory, NEP) through the enforcement of internal control policies and
procedures.
- Maintains current knowledge of local government requirements
related to financial matters and ensures compliance with tax regulations
and other legal requirements.
- Is the principal liaison with IRC NY on all finance, accounting, grant budget management, and cash management matters
Training & Staff Management:
- Develops and implements a training program for the country’s
international and national finance staff to ensure staff development and
minimize IRC’s exposure when staff are absent or depart.
- Maintains current job descriptions for all positions within the finance group.
- Ensures comprehensive and constructive performance reviews are
completed on a timely basis and facilitates discussion of performance
and career options with all country finance staff.
- Oversees training and technical support to country program,
logistics and administrative staff for skills improvement in the areas
of accounting, reporting and internal control.
Sub-grantees/Partners:
- Work with operation, grant and program on sub grantee/partner pre award assessment.
- Develop training plan for sub grantees/partner on grant financial management and donor specific requirements;
- Review sub grantees/partners book of accounts and financial
documents as per the grant agreement. And ensure transfer of fund,
reporting requirement, and liquidations are as per sub grant agreement.
Treasury:
- Supervises all country office bank relations and bank account
activities including negotiation of fees, interest and currency exchange
rates.
- In compliance with IRC policy establishes country policies
regarding cash holding limits, cash movements and foreign currency
holdings.
- Oversees the timely preparation, review and approval of all monthly bank account and cash reconciliation’s.
- Establishes country policies on advance payments, credit terms, and use of bank payment instruments.
- Designs, implements, and monitors systems, procedures and
reporting necessary to maintain on current basis accurate forecasts of
cash requirements for meeting future spending, including commitments
entered into and which obligate IRC to future spending.
- Supervises the preparation of Cash Transfer Requests to New York
and ensures that appropriate balances are maintained to facilitate
grant implementation.
- Ensures the development and implementation of a plan to minimize
the country’s foreign exchange exposure to currency gains and losses.
- Supervises the collection of contractual and other receivables.
Budget:
- Assists with the preparation and revision of program and grant proposals and budgets.
- Assists in the preparation and maintenance of the country’s
Operating Budget; including preparation of budget guidelines to assist
program managers in formulating budgets.
- In compliance with donor requirements and IRC policy develops
the “Field Operations/Overhead” budget and recommends a methodology for
allocation of overhead to grant budgets.
- Prepares the annual and monthly cash budgets based on approved funding.
- Presents and facilitates the review of actual to budget expenditures with the Country Director and program managers.
Qualifications
Education:
- A Bachelors degree in Accounting, Business Administration,
Commerce or Finance with a recognized professional certificate in
accounting such as CPA, or a Masters degree in Accounting.
Experience:
- Minimum five years experience of managerial experience in the financial area of a non-profit organization.
- Requires extensive experience in working with computerized
accounting systems - preferably in SUN, standard spreadsheet and
database programs.
Skills and Abilities:
- Good written and verbal skills in the English language.
- Must be comfortable in being a proactive member of the
top-management team. Must seek to identify and communicate potential
problems and propose solutions to the level of management appropriate to
effect solutions.
- Must be able to function effectively in a loosely structured,
but complex work environment and to set appropriate priorities and deal
effectively with numerous simultaneous requirements
