Modelling Expert at the Lake Chad Basin Commission (LCBC)
The Lake Chad Basin Commission (LCBC) was established on 22nd of May 1964 in N’Djamena, Republic of Chad. The Commission was created upon recognizing the need to formulate principles of the utilization of resources of the Basin for economic purposes, including the harnessing of the water. The mandate of the Commission is to sustainably and equitably manage the Lake Chad and other shared water resources of the Lake Chad Basin, to preserve the ecosystems of the Lake Chad Conventional Basin, to promote regional integration, peace and security across the Basin.
We are recruiting competent and qualified candidates for the position below:

Job Profile
The Executive Secretariat of the LCBC is currently searching for a Modeller, The responsibilities of the position include but not limited to:
- Develop, maintain and manage LCBC water resources and environmental planning model. – Utilize the model to solve problems out of personal initiative in daily functions and according to request of LCBC stakeholders, and the Focal structures.
- Prepare tehcnical notes and technical briefs to be communicated to and inform LCBC Member States and partners with the aim of enhancing the use of the model outputs for decision making ;
- Improve the model by incorporating the state of knowledge of groundwater and its relationships with surface water by linking WEAP model to a groundwater model
- Strengthen LCBC Regional Data Base (lake Chad Information System or LIS) through effective use of data in the LIS and identification of its weaknesses and data gaps for effective generation of useful information for decision making ;
- Facilitate modeling of the functioning of the floodplains and ecosystems within the Lake Chad Basin;
- Integrate a rainfall-ETP-runoff model directly into WEAP, allowing for inclusion of developed climate change scenarios (such as land cover change); – Link the WEAP model with a model of water quality (such as QUAL2K)
- Work as a team with other Experts of the LCBC and meeting their modeling needs.
- Modeling different water management scenarios as appropriate arising from the various projects of the Member States according to LCBC procedures (including the notification procedure, the applications for water withdrawal, water management projects likely to create transboundary impacts).
- Contribute to the discussions on the optimization of water resources measurement and monitoring networks in the Lake Chad Basin.
- Contribute to preparartion of Annual monitoring Report of the Lake Chad Basin through preparing modelling outputs, which will be presented to experts of the LCBC, Member States and partners.
- Participate in or represent the LCBC in internal and external functions related to the use or development of the model.
- Update the model based on the improvement of water resource knowledge (surface water, groundwater, quantity / quality) in the Lake Chad basin, especially in sparsely monitored areas (new in situ measurements and studies)
- Update the model following the updating of the water management regulation, in particular concerning the management of control structures, but also on the future application of the Water Charter.
- Develop an economic interface using the economic modeling component of WEAP.
Qualifications & Experiences
- Master's Degree or Bachelor's Degree in Hydrology or Water Resources Engineering
- At least 10 years Professional experience in water resources or environmental management and / or development planning;
- At least one experience in development and use of a hydrologic model.
- Experience of work on Integrated Water Resources Management (IWRM) Planning in a member state of LCBC and/or in a River Basin Organization.
- At least 2 years’ experience in operational hydrology at national or regional level, preferably in an LCBC member state;
- Experience acquired in preparing and publishing professional or scientific articles or briefs is required;
- At least two experiences of working with financial and technical partners like AfDB, World Bank, German Cooperation, UN Agencies, Institutions from the private and or NGO sectors is required.
- Age limit: At most 45 years old on 1st January 2023.
- At least 2 years experience in hydrological modelling, with ability to work with or use the WEAP Model considered an advantage.
- Experienced in working in multidisciplinary and multicultural teams is required
Language:
- Fluency in English and/or French. Fluency in both languages will an advantage
Computer Skills:
- Must be computer literate with capacity to use MS Office and GIS tools and software.
