Job Title: Meal Team Leader
Location: Dikwa, Borno
Beginning of contract: 21st May, 2018.
Contract Duration: 3 Months

Job Description
- The MEAL TL is the focal point for collection and documentation of monitoring and evaluation information.
- He/she supports the programme teams through monitoring, data collection, data processing, mapping and analysis of the information.
- He/she provides technical support and training to the field staffs, participates to the roll out of the accountability framework and contributes to internal knowledge building.
- He/she coordinates a team of monitoring agents for data collection, context monitoring and do no harm analysis.
Main Tasks
Monitoring and evaluation:
- Centralize / follow-up creation and update of monitoring plans.
- Contribute to the revision of monitoring and evaluation tools and train program team on design and proper use of it.
- Participate into data analysis and writing of monitoring and evaluation reports.
- Participate to the follow-up of recommendations.
- Propose cross cutting monitoring activities to improve the quality of the response.
- Ensure MEAL team weekly planning and follow up.
- Respect schedules and deadlines agreed upon with his/her Manager.
- Report back any problems and constraints encountered during the course of the activities and suggest operational solutions.
- Participate to the revision of monthly APU.
Data management and mapping:
- Centralize and organize all data on program.
- Support program team regarding the preparation of database frames based on questionnaires and other data collection tools.
- Provide methodological support to the programme teams to ensure timely and high quality data entry and processing.
- Provide project related figures and monitoring follow up as requested by coordination.
- Maintain a library of maps produced by SI as well as other stakeholders.
Institutional Knowledge Building:
- Follow up on the Internal Knowledge Building plan and provide data for IKB documents (activity forms etc.).
Human Resources Management:
- Participate in validating recruitment of his team.
- Manage and support the team under his/her responsibility.
- Train his/her team members to use and maintain the available tools correctly.
- Evaluate the performances of his/her team members.
- When recruiting daily workers, follow procedures and directives outlined by his/her line manager and the administrative service.
- Enforce safety procedures.
- Ensure that safety procedures are followed by members of his/her team.
Reporting / Communication / Representation:
- Draw up and submit a weekly task report to his/her project manager.
- Take part in the drafting of the monthly program pack.
- Establish and maintain good relations with local participants and communities (populations) in the operational fields.
- Represent SI when asked to do so.
- Listen to the populations and local participants in the field and report to his/her manager any non-technical or safety-related issues which could affect the activities or safety of Solidarités International teams.
- Support the coordination and program team in the preparation of visual supports needed for presentation materials.
- Participate to reinforce understanding of SI fields of action, principles and modus operandi by the program teams and populations.
- Ensure that tools and files are properly archived and secured.
- Participate into learning workshops.
Personal Abilities

Job Title: Emergency PM Assistant
Location: Maiduguri, Borno
Beginning of contract: 15th May, 2018.

Mission/Objectives
- The Program Manager Assistant is in charge of supporting the program manager towards the good implementation, achievement and reporting of the objectives defined in the proposals, focusing on the emergency activities, support to regular activities, spearhead missions and assessments and support to the other bases.
- He / She supports the proper coordination betwee, the operational teams (water supply, water quality, sanitation, public health, hygiene promotion), in Maiduguri and in the other bases in Borno state, and in cooperation with the program manager.
Responsibilities
Project relevance, quality and design:
- Contribute to establishing operational assessment and evaluations activities;
- Contribute to define SOLIDARITES INTERNATIONAL’s local strategy and contribute to the annual programming by proposing new activities, especially activities targeting vulnerable people and IDPs in Borno State;
- Responsible to propose and guarantee quality approach mechanism are in place for the programs to ensure transparency accountability of SI activities;
- Support the implementation of the activities in compliance with the annual operational strategy and SOLIDARITES INTERNATIONAL’s technical requirements;
- Participate in evaluating the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual development and the population’s needs;
- Propose to the multisector program manager adjustments to the programs, if necessary;
- Participate in building the teams abilities with respect to techniques or new methodologies;
Implementation and operational monitoring:
- Support the Project Team Leaders in planning their operational activities:
- Carry out emergency interventions within the different bases of SOLIDARITES INTERNATIONAL in Nigeria when needed (outbreak of cholera, sudden influx of IDPs in one location, delayed activities etc..)
- Ensure the quality of the interventions while meeting tight deadlines.
- Participate in any of the assessments or spearhead missions (opening, detachment, partnership support etc..)
- Support the Multisector Program Manager in ensuring the project management, monitoring and evaluation tools are in each operational department;
- Propose quality criteria and monitoring indicators for programs;
- Anticipate any issues linked with carrying out the activities and help to resolve any problems related to the activities;
- Suggest any adjustments to be made to the activity depending on contextual and indicator developments;
Institutional Knowledge Building - IKB:
- Use the IKB tools proposed by SOLIDARITES INTERNATIONAL ;
- Support the writing of technical annexes and chapters including methodologies/tools etc developed on the field
- Participate in the centralization, validation, and distribution of procedures, guidelines and tools linked to the multisector activities;
- Build up on SOLIDARITES INTERNATIONAL (and stakeholders) intervention methods and techniques;
- To ensure that project files are complete, regularly updated, and saved on the mission external hard drive;
- In collaboration with the Multisector Program Manager, set up technical trainings depending on the operational needs and identified training requirements;
- Lead working groups and thematic meetings with the support of Program Manager;
- Ensure adherence to SI security regulations and reinforce them with his /her team.
Reporting/ Communication / Representation:
- Pass upward to the Multisector Program Manager / Coordination team any information on the security situation or on any event that could impact SOLIDARITES INTERNATIONAL activities and safety of the teams;
- Support the drafting of activities reports and amendments (including any annexes relating to specific activities) for the financial donors, local authorities and for internal purposes (weekly and monthly reports) by compiling all the operational data before sending them to the Multisector Program Manager;
- Ensure that all reports required by the Multisector Program Manager are delivered on time and in the correct format;
- Coordinate all the assessments realised by his team and the others of Maiduguri to give an updated vision of the situation on a timely basis.
- In his / her assignment area, might be appointed to represent SOLIDARITES INTERNATIONAL at meeting or forums concerning the activities;
- In collaboration with the Multisector Program Manager, and administrative department, support the preparation of administrative documents (MoU, handover, etc.) to be jointly signed with government authorities, communities or partner’s especially concerning new areas.
Requirements
- Professional experience: 2 year of experience in team leader position (NGO/Private or Public sector) and/or strong operational background

Job Title: Field Coordinator Assistant
Location: Ngala, Borno

Probation period: 2 months
Goal / Purpose
- The Field Coordinator Assistant assists the Field Coordinator in his/her representation, program coordination, strategy preparation and programming for Solidarités International in his/her intervention zone, coordination with other humanitarian participants, team management and security and humanitarian monitoring.
- These tasks entail strict confidentiality on the part of the Assistant Field Coordinator. It is strictly prohibited for the Field Coordinator Assistant to disclose information concerning Solidarités International and its activities without prior authorization from the Field Coordinator.
- In addition, the Field Coordinator Assistant participates in the specification of security measures to be undertaken at the base level in collaboration with the Field Coordinator, as well as their post-validation circulation.
List of Main Tasks
Security:
- Collect information within the Field Coordinator’s domain of responsibility by attending security briefings with – or in place of - the Field Coordinator
- Carry out security checks for the clearance of team departures out into the field
- Analyze information and inform the Field Coordinator
- Make the weekly security pack and send it to the Field Coordinator
- Establish informal ties and a network of contacts enabling the collection and verification of diverse information
- Maintain an updated list of security contacts in the zone
- Coordinate the weekly security briefing
- Run the contextual and security briefing for new expatriates, in conjunction with the Field Coordinator.
Representation:
- Under delegation of the Field Coordinator, represent Solidarités International during humanitarian and security coordination meetings
- Establish or reinforce relations with authorities under the delegation of the Field Coordinator;
- Meet with representatives from various authorities as often as needed to obtain documents or resolve related issues.
- Ensure that Solidarités International’s message is conveyed during meetings in accordance with its mandate and programs
- Regularly visit Solidarités International’s intervention sites
- Humanitarian monitoring
- Communicate between the local and/or international NGOs in accordance with the partitioning of contacts decided with the Field Coordinator.
- Under delegation of the Field Coordinator, attend meetings under his/her direct responsibility:
- Participate in the drafting of Solidarités International’s intervention strategy in the zone (especially via annual programming) and suggest program orientations in liaison with the Field Coordinator and the base other departments. To this end, the Field Coordinator Assistant is responsible, under the supervision of the Field Coordinator, for humanitarian monitoring in his/her intervention zone so as to anticipate as early as possible the pertinent needs to be addressed within Solidarités International’s mandate.
- Monitor the activities in the programs implemented in his/her intervention zone by comparing the evaluation, intervention and monitoring reports.
Coordination:
- Draft minutes for the Field Coordinator for each meeting he/she attends
- Draft the weekly situation report for the context/security section
- Compile the weekly situation report and send it each Monday afternoon to the Field Coordinator
- In the absence of the Field Coordinator, coordinate the weekly base meeting
- Draft the minutes for base meetings
- Present the security context at the beginning of all weekly base meetings.
Requirements
- IT Skills: Good knowledge of Office Software; Excel, Word, Outlook
- Professional Experience: 2-3 years experience in a similar position in NGO's/Private or Public Sector
- Languages; Proficiency in English; knowledge of Hausa, Kanuri and other local languages is desirable.

- The Emergency Watsan Officer is in charge of providing technical expertise and support within emergency team operational framework.
- He/she participates in the collection of data, contextual and technical information that could influence the activities.
- He/She supervises and validate the works implemented by the emergency team, especially regarding water related activities.
- He/She provides technical expertises in drafting the activities related to water and sanitation before the implementation of the project.
- He/she participates in monitoring the implemented activities and assessing new needs
- The emergeny watsan officer could be asked to take part to training or distribution activities.
Responsibilities
Set-up and operational monitoring:
- Under the supervision of the Emergency program assistant, take part in logistical and administrative organization and the planning and preparation of job sites
- Ensure the construction and/or the maintenance of construction work using Solidarités International tools (in particular):
- Take part in the identification of sites where work is to be carried out
- Recruit and train the workforce and daily workers
- Allocate the on-site workforce according to instructions given by the team leader
- Carry out work according to technical guidelines and estimates
- Respect deadlines established with his/her program assistant and project manager
- Supervise operational teams, contractors and/or communities, and ensure the best use of available resources
- Organize, plan and supervise community participation
- Anticipate any problems associated with the management of his/her activity and propose solutions to avoid them
- Manage the supply of worksite materials by collaborating with the logistics department
- Report to the project manager and/or team leader on the state of decentralized stock (‘field’ stock) on his/her sites.

- He/she will focus on the implementation of activities tailored to the context of the zones of intervention of SOLIDARITES, with an emphasis on quality, innovation.
Responsibilities
