We are recruiting to fill the position below:
Job Title: Warehouse/Fleet Officer (National Contract Only)
Location: Mubi, Adamawa
Overall Purpose of the Role
- The Warehouse and Fleet Officer is responsible to the Logistics and Procurement Officer on a day to day basis, overall reporting to the Logistics and Procurement Manager, and with technical supervision by the Senior Logistics Officer and Fleet Manager.
- This includes routine repairs, facilitating all movement needs and monitoring of field movements. With (number of vehicles) and (number of staff), the Fleet Officer position will demand a highly motivated, detail oriented individual who will be able to solve challenges as they arise.
- Warehouse responsibilities include management of all warehouses and stores in compliance with operational and documentation standards, ensure correct and timely dispatch and receipt of non-food and food commodities in support of a range of programme activities, and maintenance of full and compliant documentation and reporting.
- Fleet management responsibilities include facilitating and coordinating movements (Road and Air), maintenance, and planning of all vehicles operated by DRC in (primary location) including field locations.
Responsibilities
Fleet Maintenance:
- Oversee the repair and maintenance operation for all project vehicles in the designated office(s).
- Oversee assigned fleet’s operations and make direct reports to the supervisors and Area Manager as required on fleet performance and other operational requirements.
- Coordinate vehicle concerns and issues with the relevant managers as required.
- Work with the drivers to ensure a regular maintenance schedule for all vehicles and ensure that log books are kept up to date.
- Research and develop specifications for vehicles, equipment, supplies and materials.
- Plan/develop and execute a vehicle and equipment replacement schedule.
- Determine the need and benefits of out-sourcing vehicle repairs or services.
- Negotiate and establish repair cost or parts pricing with commercial vendors.
- Work with the Safety Officer and Safety Advisor on activities related to dispatching, routing, and tracking vehicles.
- Manage the service contracts for fueling of vehicles to ensure proper use of fuel rations; maintain log and account for fuel and oil storage tanks
- Obtain and maintain annual inspections by regulatory authorities or in line with contractual obligations from counter-parties.
- Maintain daily inspections.
- Conduct local safety meetings.
- Oversee and schedule fleet maintenance and repairs.
- Oversee proper maintenance of parts and other consumables’ inventory.
- Responsible for operations ground safety.
Inventory Management, Documentation and Reports:
- Maintain equipment records in accordance with federal, state and local laws, policy or regulation.
- Collect log books from each vehicle at the beginning of every month and summarize the data and report for management use.
- Provision of monthly vehicle maintenance reports.
- Provide reports on vehicles attracting unusually high maintenance costs.
- Ensure faults on vehicles are identified on time and secure approval from the relevant supervisor before they are submitted for repairs.
- Ensure accidents are promptly reported
- Maintain files by vehicle in a complete and up-to-date manner. Files to contain all information pertaining to a particular vehicle, including Fixed Asset Notice Forms, COF, Tax, Insurance, Accident Reports and maintenance details
- Provide mileage and amount of fuel used per vehicle, through vehicle log books and regularly provide reports to monitor and control.
- Make sure that each vehicle always has a vehicle logbook and they are properly, accurately and consistently filled in.
Procurement:
- Prepare purchase requisitions for parts and supplies; review vendor bid responses for tools, equipment, parts and services; monitor expenditures.
Human Resources:
- Manage the driver’s time sheet and over time charges, ensuring the overtime is not excessive and time sheet are properly completed.
- Manage the Performance Review process of the driver pool, ensuring that driver’s self-assessment forms are properly completed and submitted in time.
- Make and advise recommendations to Human Resources Department, through the Human Resources Officer, on training, annual leave or off-days, scheduling, reprimanding, hiring, and termination of recalcitrant employees
- Develop, maintain and ensure adherence to disciplinary procedures and drivers’ orientation program
- Plan, organize and manage the work of subordinate staff to ensure that the work is accomplished in a manner consistent with organizational requirements.
- Perform related work as required.
- Ensure management of the base and warehouse stocks according to WFP and DRC operational standards:
- Ensure all deliveries are conform with delivery notes and/or waybills.
- Update the monthly inventory and complete stock reports.
- Ensure that every item in the store has up-to-date stock cards and bin cards.
- Clean the store daily and ensure it is regularly disinfected and ventilated, check products and floor for pest infection.
- Store all items on pallets.
- Check the temperature and humidity of the store.
- Remove infected products, keep them separate and inform the line manager.
- Separate food products from other products.
- Ensure security guards are trained properly.
- Support cargos and shipments
- Complete the various shipping documents in time including GRNs.
- Supervise and support packaging, loading and offloading of supplies and equipment.
- Liaise with transporter (if needed)/ DRC driver on the handover of received shipments, check deliveries, sign delivery notes/ waybills, issue reception notes and make sure these are kept on file.
- Check the quality of the food items and non-food items to be stocked.
- Examine the deliveries: quantity, quality, documentation.
- Check the sanitary conditions of the products entering.
- Report any problem with the quality or quality.
Reporting & Archiving:
- Provide sitreps to managers on deliveries and distributions.
- Physical inventory report upon return from deployment.
- Archive all warehouse documents (stock cards, stock reports), shipping documents (delivery notes, waybills, reception notes) as per DRC standard guidelines.
Experience and Technical Competencies
Essential:
- A minimum of two years’ experience in warehouse management.
- Experience with vehicle / fleet management.
- Must be a mature, motivated, problem solving individual with high levels of initiative.
- Minimum of two years of relevant administrative management experience, preferably with an international organization/NGO.
- Strong IT skills (especially MS Office).
Desirable:
- A certification in motor vehicle mechanics or transportation will have an added advantage.
- Demonstrate excellent written and oral communication skills.
- Must demonstrate a good understanding of contemporary management best practices.
- Demonstrate high level of initiative, diplomacy and tact.
- Must be flexible and be able to work independently and as part of a team.
- Good supervision skills and report writing.
- Proven level of integrity and honesty.
- Willingness and ability to travel to field locations regularly and sometimes on short notice.
Education: (include certificates, licenses etc.)
- Bachelor's Degree in Business Administration, Mechanical Engineering, Logistics or any other related qualification.
Languages: (indicate fluency level)
- Fluency in written and spoken English.
- Fluency in Hausa and either Higi or Margi.
- Other local languages are a plus.

Job Title: Consultant: Mediation Training in Nigeria
Locations: Borno and Adamawa
Purpose of the Consultancy
- In September DDG will carry out training in mediation, dialogue facilitation and conflict analysis of the staff based in different north-eastern states of Nigeria (Adamawa, Borno).
- This is with the objective to train staff to be able to carry out neutral and impartial mediation and dialogue facilitation at the community level and work with community leaders or others involved in the same.
- The next step will be to develop a training of trainers of staff and Community Based Organisations, so that the staff and the CBOs can then do training adapted to the communities.
The services and key deliverables required will be the following:
- Consultant(s) to develop a participant manual and trainers’ manual on neutral and impartial mediation. The manual should clearly describe:
- The preparatory work prior to mediation and dialogue (conflict analysis and mapping of actors)
- What is mediation and how does it differ from arbitration, conciliation, and facilitation and the pros and cons of each process
- The relevance and limits of neutral and impartial processes in addressing violent conflicts
- What are the different steps of the mediation process, and what does each step entail
- What are the opportunities and limits of mediation. How mediation can be used in violent conflict context and what are the risks involved (do no harm approach)
- What are the differences and similarities between two (2) party or multi-party mediation.
- What are the differences and similarities between mediation and dialogue facilitation
- What are the key elements and the steps of dialogue facilitation processes.
- What are the key communication tools involved in mediation processes with a description of key tools, elements and examples of:
- Active listening
- Reformulation / paraphrasing
- Reframing
- Mirroring (reflecting emotions)
- Questioning
- Summarising
- Non-verbal communication
- Non-violent communication
- Managing emotions
- How to ensure quality of mediation processes, including supervision and coaching framework
- How to evaluate the processes of mediation and dialogue facilitation and their outcomes In collaboration with DDG and as relevant other required elements will be incorporated in the material.
- Support the 2 first weeks of training and possibly a 3rd week of field practice. Training will take place in a field location where DRC-DDG has a field office.
- The Global AVR advisor and AVR Manager should be associated to contribute to parts of the material development and training and be coached by the consultant trainer
- The consultant(s) will base the trainings on input from Global AVR Advisor and Nigeria team, and the context, develop material that will serve for trainings on the Nigeria programme, but also serve as a basis for future trainings on DDG programmes and partner organisations. The material will be 2x1 week (5 days) training modules based on above as well as a manual with field practice guidelines.
- Consultation and harmonization of approaches with other stakeholders, other humanitarian partners and relevant actors, should be sought wherever relevant.
- The material developed and copyright will solely belong to DDG and relevant partners, it will be the basis for similar trainings on other DDG programmes and partnerships.
- The aim is also to share with other Humanitarian organisations (open source) for development of best practices within mediation adapted for humanitarian contexts and programmes.
DRC/DDG'S Responsibilities
DRC/DDG will provide the following:
- All available documents as Annex B & C and contacts requested by the consultant,
- Guide the consultant on the important stakeholders and area
- Consultancy fees at a mutually agreed rate.
- DRC Regional Office will organise the travel to Abuja.. Accommodation will be arranged by DRC - unless agreed otherwise. Support in Visa processing will be arranged by DRC Country Office, which will arrange travel and transport within Nigeria.
Reporting Arrangements
- The consultant shall work under the direct supervision of DRC/DDG Global AVR Advisor and/or Head of Program / AVR Manager.
- Administratively the consultant is expected to work with DRC/DDG Head of Bases in the areas of operation.
- DRC/DDG programme staff in the field will provide support as required.
Timing and Duration of Assignment
The consultancy will consist of a duration of 5-8 weeks, including additional days of preparatory work, from 20 august to 2017 through 6 October 2017. We foresee the needs for the development of the material and the training (training expected to start Monday, 11th September) in Nigeria to be as follows:
- Preparation phase: 10 - 14 days preparation and delivery of draft material
- 1st week basic training: introduction to conflict management processes, mediation, dialogue facilitation and conflict analysis
- 2nd week: more in depth focus on mediation and dialogue facilitation
- 3rd & 4th week: practice first in class and then supervised field practice and finalize the training materials with field practice guidelines.
Expected Profile of Consultant
- A postgraduate qualification in conflict prevention, international relations, African Studies, peace studies, political science or related field
- At least 5 years’ experience of working on issues related to stabilization, conflict management, University degree in a relevant discipline
- Minimum one previous experience working with an INGO involved in Armed Violence Reduction.
- Experience with accreditation/certification in Mediation training
- Proven record of training, mentoring and developing the capacity of staff in the fields of mediation and peacebulding.
- Proven experience of developing training material
- Experience of working in challenging and insecure environments
- Diplomatic, patient and persistent.
- Fluency in written and spoken English
- Experience working in diverse and cross-cultural context
- High degree of computer literacy - fully proficient in use of word, excel and PowerPoint
- Willing to live in shared team house
Terms & Conditions
Daily rate charge to be negotiated, provision of an international flight to and from Nigeria, local travel, and accommodation. Insurance package could be negotiated if needed.
