The MEL Assistant will work with the Monitoring, Evaluation & Learning (MEL) unit and provide support for all aspects of monitoring, evaluation, data management and research.

Job Title: Procurement Assistant

Program/Department Summary

  • Mercy Corps has been present in Nigeria since 2012, focusing its interventions on women’s empowerment, economic development and conflict mitigation. With the insurgency spilling over from the north east of Nigeria and causing displacement of thousands of individuals, Mercy Corps interventions in Nigeria are implemented in a conflict and gender sensitive manner.
  • The Operations department is committed to implementing and maintaining the highest standards of efficiency and integrity in the logistics and purchasing of goods and services for country office in Abuja, Nigeria.
  • The overriding objective for all Mercy Corps procurement and logistics activities are the prompt and effective provision of procurement and logistical solutions as well materials and services to Mercy Corps’ beneficiary populations in compliance with Mercy Corps’ and donor policies, procedures, regulations and specifications.
General Position Summary
  • The Procurement Assistant is responsible for facilitating the general aspects of Mercy Corps procurement and logistics operation.
  • Working closely with Program, Administration, Finance and Logistics.
  • The Procurement Assistant is instrumental in supporting program activities through his/her services.
Essential Job Functions
  • Assist procurement team with daily coordination of MC procurement activities;
  • Able to understanding of MC procurement policies and formats.
  • Collects quotations and bids from the market for PR’s as assigned by supervisor - as per Mercy Corps standards and formats;
  • Interact with vendors during collection of quotations - explain Mercy Corps formats and ensure that vendors will use the provided forms.
  • Ensure fair competition and strictly adhere to MC procurement rules regarding vendor relations as described below:
  • Interact with contractors, in coordination with the Procurement Officer;
  • Prepare the required documentation of supplies and transactions are completed to MC standards.
  • Assists the P&L management and office staff with procurement activities, as required;
  • Assists Senior Operations Manager with asset management.
  • Identify assets during the course of procurement and notify the Asset Controller on receipts of assets.
  • The Procurement Assistant will conduct himself/herself both professionally and personally in such a manner as to
  • bring credit to Mercy Corps and to not jeopardize its humanitarian mission
  • Other duties assigned.
Accountability:
  • Accountable for Mercy Corps Field Procurement Manual, Field Asset Management Manual, Fleet Management and Warehouse Management Policy Guidelines and other in-country policies and procedures in logistics and procurement management as well the MC Code of conduct regarding procurement activities and MC Conflict of Interest policy.
Reports Directly to:
  • Senior Procurement Officer
Works directly with:
  • Finance team, Abuja based logistics and procurement staff
  • Co-ordinates with Mercy Corps program and operation staff regarding procurement planning and activities.
Knowledge and Experience
  • Degree in a relevant business field is desired
  • Minimum of 1 year experience in supply chain management; international business or related field.
  • Certification in procurement and supply chain management, an advantage
  • Strong organizational skills; ability to interact effectively with international and national personnel.
  • Good oral and written English skills.
  • Good computer skills on MS Office programs especially in MS excel.
  • A demonstrated ability to multitask and process information into action as to not delay program activities.
  • A clear understanding of procurement ethics and donor compliance is essential.

Program/Department Summary
  • Mercy Corps has been present in Nigeria since 2012, focusing its interventions on women’s empowerment, economic development and conflict mitigation. With the insurgency spilling over from the north east of Nigeria and causing displacement of over a million individual, Mercy Corps is addressing the rising humanitarian needs among displaced households and vulnerable host communities through program interventions in the Northeast.
  • The current funding opportunity’s goal in Gombe is to support economic opportunities, food security and protection among conflict-affected populations, and to strengthen the capacity of humanitarian agencies and the quality of information gathering in Nigeria.
  • The current funding opportunity’s goal in Adamawa is to provide a package of relief interventions designed to help conflict affected communities in central Adamawa meet their basic needs in livelihoods restoration, water and sanitation and protection. Expansion into other affected states is also planned for the humanitarian response team.
  • With current funding from OFDA, FFP, CERF and ECHO and ongoing opportunities from other donors, all Mercy Corps interventions in the Northeast are implemented with plans for scale-up.
General Position Summary
  • The procurement officer will be responsible for facilitating and executing different aspects of procurement, logistics and administration.
  • S/he will work extensively with other departments to ensure that all program activities are implemented successfully and timely.
Essential Job Functions
  • In collaboration with the Senior Procurement Officer, coordinates Mercy Corps daily procurement activities taking into cognizance Mercy Corps internal procedures.
  • Able to quickly gain knowledge of and ability to apply Mercy Corps procurement policies and formats.
  • Ensures that required documentation of supplies and transactions are completed.
  • Maintains and updates procurement files
  • Assists with payment requests and follows up with status.
  • Adherence to all MC policies and procedures as outlined in MC policies and procedure manuals;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission in country of operation;
  • Assists staff as needed on creating clear and understandable purchase requests and other documentation.
  • Collects quotations and bids from the market for requests as per Mercy Corps standard policies.
  • Conduct quote analysis and draft contracts as applicable

Knowledge and Experience
  • BA/S in relevant field required
  • Minimum 2 years of experience in similar position, preferably within an NGO, international business or related field.
  • Strong organization skills.
  • Ability to work under pressure
  • Strong interpersonal, intercultural and communication skills
  • Excellent oral and written skills and computer skills
  • Strong computer skills on MS office programs
  • Fluency in English; fluency in Hausa is required.
  • Certification in procurement/supply chain management an advantage

  • A clear understanding of procurement ethics and donor compliance is essential.
  • Ability to interact effectively with international and national personnel.

  • The Senior Procurement Officer is responsible for overseeing the procurement aspects of Mercy Corps’ logistic operation.
  • Working closely with Program, Administration, Finance and Logistics the Procurement Manager is instrumental in supporting program activities through his/her services.
Essential Job Functions
  • The Senior Procurement Officer will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
Specific Duties
  • Able to quickly gain understanding of and able to apply MC procurement policies and formats
  • Daily coordination of MC procurement activities;
  • Support the Operations Manager in all aspects of MC Nigeria Operations.
  • In collaboration with the Operations manager provide training to staff on these policies
  • Enforce proper use of procurement ceilings and approval procedures.
  • Ensure that Mercy Corps’ procurement activities are legal and moral.
  • Assist Program and Operational personnel in regular procurement planning meetings.
  • Assists staff as needed on timely completion of purchase requests and other documentation;
  • Oversee the gathering of quotations and bids from the market for PR-s as – as per Mercy Corps standards and formats;
  • Ensure that the procurement filing system is in place and in accordance with the Procurement filing procedures as outlined in the Procurement Manual.
  • Coordinate with the Warehouse on delivery of items including completion of Goods Received Notes, storage of items and transfer of items to field sites.
  • Coordinate with the Finance Department to ensure that payments to vendors are made on-time and without any unnecessary strain on the financial systems of MC
  • Assists P&L Management with asset management. Identify assets during the course of procurement and promptly notify the Asset Controller on receipts of assets.
  • Maintain a regularly updated file on market prices for commonly-bought items.
  • Maintain a regularly updated record on all MC contracts/agreements
  • Interact with contractors, in coordination with the Operations Manager;
  • Ensure that the required documentation of supplies and transactions are completed to MC standards.
  • Preparation of status reports on deliveries for P&L and office Management and recipient of supplies.
  • Assist in the maintenance of thorough procurement files as outlined in the MC procurement policy;
  • Ensure procurement team is able to regularly produce purchase status and completed purchases reports using the Ongoing PR Master list and PR Master List.
  • Other duties as assigned.
Supervisory Responsibility:
  • Directly supervises the Procurement Officer and Procurement Assistant
Accountability:
  • Accountable for following Mercy Corps Field Procurement Manual, the MC Code of conduct regarding procurement activities and MC Conflict of Interest policy.

Knowledge and Experience
  • Degree in a relevant business field is desired. 2-3 years of experience in similar senior position in a large scale supply chain management and/ or international business or NGO (preferable).
  • Certification in procurement/supply chain management.
  • Training in Strong organizational skills; ability to interact effectively with international and national personnel. Excellent oral and written English skills.
  • High level computer skills on MS Office programs.
  • A demonstrated ability to multi-task and process information into action as to not delay program activities.
  • A clear understanding of procurement ethics and donor compliance is essential.
