Job Title: Contract Supervisor
Location: Lagos
Role Description
- The Contracts supervisor will support the Head Procurement and Contracts to manage the full extent of the contracting functions including establishment and administration of appropriate contracts.
- S/he will also ensure cost optimisation measures are implemented while ensuring consistent, sustainable, timely and effective delivery on all contracting requirements.
Key Responsibilities
- Contributes to Operational safety by professionalism, efficiency and respect/ adherence to Company Code of Conduct and Policies.
- Adheres to the H3SE rules by ensuring constant alignment with Company HSE rules, Procedures, Instructions and applicable legislation.
- Ensures Contracts compliance by verifying that company’s Contractual Policies and applicable laws and regulations are adhered to, especially related to ethics and transparency.
- Verify that Contracts and procedures comply with the standards of the Group and the agreements with all relevant stakeholders
- Liaises with Project Owners/ Technical Users and participates to ensure the following tasks are performed;
Contracts:
- Participate, in conjunction with all other Departments. in the development and validation of contracts strategy through:
- Pre-qualifying bidders
- Defining target prices
- Defining criteria for evaluation
- Obtaining relevant Management approvals to perform the CFT/ execute Contract
- Establish CFT commercial and contractual documents
- Coordinate the CFT cycle from inception to conclusion; Whether Standard or Complex CFT
- Verify the Contract Terms & Conditions (standard, general and financial)
- Responsible for creating or adapting all contracts documentation required for Company operations.
- Responsible for review and negotiation and of all client and supplier contracts.
- Participate in the signing of formal document after approval from relevant Management, authorities and partners as applicable.
- Ensures the proper maintenance (file and manage) of contractual records and documentation such as receipts and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects
- Monitor contractor’s performance with Project Owner/ Technical Department; prompting and attending service quality meetings, claims, amendments and contract renewal discussions with contractor and manage and maintain a network with Stakeholders such as FES, NAPIMS, NCD, Department of Petroleum Resources, etc.
- Develop & maintain strategic relationships with key contractors.
- Ensure integrity of Financial Components of the contract, including insurances, Bank Guarantees, etc
- Manage rate negotiations, claims / variations, agreements, contract amendments.
- Manage auditable contract files.
- Prepare and handle on-going issue, disputes and change management with the help of other departments
- Monitor transaction compliance (milestones, deliverables, invoicing etc.)
- Support Business Development to ensure company products and services are offered with appropriate, competitive terms and conditions
- Ensure contract close-out, extension or renewal.
- Provide professional advice and guidance to all contract owners/entities with respect to contractual matters
- Carries out any other duties that may be assigned to him from time to time
Requirements and Expertise
- Candidate must be able to work independently amidst stringent timelines and a fast-paced environment;
- Knowledge of planning and forecasting processes, Knowledge of procurement and contract management, Knowledge of operational controls, Knowledge of sourcing and procurement techniques, Knowledge of applicable procurement software are relevant for this role;
- Stakeholder Engagement and Management is key for this role;
- Candidates must be proficient in Microsoft Office (PowerPoint, Word, Excel, Outlook)
- The ideal candidate will have the ability to manage the procurement and contracts unit of a group of companies with business activities in the oil and gas (EPCM and drilling), Offshore Marine, agribusiness, logistics and IT sector;
- Demonstrable commitment to value delivery and leadership in a multi project environment;
- Excellent team leadership, coordination and communication skills;
- Excellent Interpersonal skills
- Excellent Negotiation Skills
- Ability to self-start and develop result-oriented frameworks in a multi project environment;
- A proven track record of managing Procurement and Contracts teams on major projects. Previous experience in the Oil and Gas industry will be an added advantage;
- Relevant first degree/ qualification and at least 8 years industry experience;
- Professional membership to a standard body will be an added advantage;
- Member (or eligible for membership) of the Chartered Institute of Purchasing and Supply;
- Post -graduate degree such as an MSc in Procurement, Supply Chain Management or Contract Management is an added advantage;
