HSE Manager Job in an Oil and Gas company in Lagos, August 2014
Hamilton Lloyd and Associates - Our client is an Oil and Gas company
that specializes in providing petroleum products both in Nigeria and
international marketplaces. They offer comprehensive services that span
petroleum exploration and production through distribution of refined
products to retail service stations.
Their operations extends throughout
Nigeria as well as other neighboring countries.
As part of their re-structuring process, they have decided to hire a HSE Manager.
Job Title: HSE Manager
Location: Lagos (Terminal Storage)
Responsibilities:
- Coordinate Safety Case development, Material Changes and Thorough reviews
- Management System development / maintenance, review of HSE plans, Interface arrangements and Emergency Response participation
- Act as focal point for HSE advice and provide support to the onshore management team
- Engage with onshore personnel and key contractors on improving HSE performance
- Liaise with Nigerian Regulators (HSE-NPA and Government safety agencies ) as appropriate
- Provision of induction, training, instruction and support to all asset personnel in relevant areas of HSE.
- Provide operational HSE support for the Environmental and Safety Engineering groups
- Investigate accidents/incidents and prepare reports to ensure
that 'root cause' issues are both identified and linked to measures to
prevent a recurrence.
- Assist in onshore audits to provide assurance against HSE related topics
- Ensure the Management of the Audit schedule in line with agreed audit assurance plan
- Undertake pre-qualification and tender evaluation reviews of prospective contractors.
- Coordinate and participate in operational risk assessments, as appropriate
- Ensure the Management of the Emergency Response plans
arrangements, providing training and guidance on roles and
responsibilities and arranging duty rotas as appropriate.
- Draft operations safety manual and procedures aimed at Total quality management System
- Analyze lessons learned to identify sources of information to be used in the prevention of a recurrence.
- Carry out the Project Onshore Site HSE visit program.
- Undertake regular Office/Site HSE visits as directed.
- Prioritization and coordination of HSE support activities
- Participate in knowledge sharing / Best Practice across Company Assets to aid delivery of HSE performance & KPI's.
Key Competence and Skills:
Accident / Incident Investigation
- COSHH Assessor
- Manual Handling Assessor
Lead Auditor
- Good Communicator at all routine organization levels
- Excellent Communication and presentation skills, both written and spoken
- Ability to work in a team environment
- Understanding of emergency response principles and implementation.
- Knowledge of Microsoft Word, Excel, and PowerPoint
Candidates Requirements:
Education/Experience:
- Bachelor's Degree in Engineering or any other relevant degree
- Nebosh General Certificate and or NVQ Level 3
- 7-10 years relevant professional oil and gas experience ideally
in a downstream or upstream operating environment with offshore and
onshore experience will be an added advantage.
- Working towards membership of the institute of Occupational Safety and Health.
