The company is currently engaged in the bulk storage and distribution of refined petroleum products (PMS, AGO, and DPK) and Liquefied Petroleum Gas (LPG), also known as cooking gas. The company through its state-of-the-art storage terminal in Port-Harcourt has positioned itself as a reputable player in the downstream oil and gas sector.

Job Title: Head - Health, Safety and Environment (HSE)

Job Summary
- To develop, implement, monitor, and review the company’s HSE management system, with the goal of achieving work activities without incident, harm to personnel, or damage to property or the environment.
- Delivering and maintaining a positive Health and Safety culture company-wide and liaising with the management team, relating to all aspects of Health and Safety performance, ensuring continuous improvement on safety standards, systems, and procedures, and implementing legislative compliance and best practices.
Job Description
Workplace Safety (and Education):
- Provides insights, information, and Support to and advises Management on the Health Safety Environment implications of corporate strategy options and planned imperatives.
- Advises management on the cost and effectiveness of safety and health programs
- Ensures, in accordance with the Corporate guidelines, the implementation, updating, review, and auditing of the Company HSE Systems.
- Participate in all in-house process technical safety reviews (HAZOP, Pre-Start-up reviews, Fire Safety Reviews, S-RBI, IPF, bowtie), ensuring that there is no Process Safety Gap in Process Safety risk identification and eliminated or mitigated.
- Monitors the effective implementation of appropriate Safety and Environment System procedures and provides for their updating in line with changes in Legislation and Company Directives.
- Develop tools and processes to support the embedding of Process Safety culture and Process Safety as a way of work. This ensures that Asset leadership in Process safety is visible whilst supporting objectives and targets for process safety management of the Asset with clear expectations and accountabilities.
- Develop and monitor the HSE annual plan to ensure its implementation.
- Assists the Sales, Maintenance, and Operations Departments in their dealings with Clients in all issues concerned with Health and Safety at work.
- Ensure Process safety inspections on equipment (e.g. Flanges & valves for leakage, sump tank to prevent overfill), etc.
- Ensure availability of process information system e.g. inventory of process fluids (liquid & gases); MSDS; Up-to-date PFDs & PIDs etc
- Liaise with process owners to ensure the mechanical integrity of process equipment & machinery
- Assure operational process safety during contractors’ work e g. Mechanical isolation and depressurization before work execution (liaison with maintenance or production) Hot work; Confined space; PTW; Excavation; LOTO.
- Liaises with heads of divisions and departments to drive adoption and compliance with HSE standards, policies, and procedures.
- Support the Monitoring and reporting of Process safety leading and lagging indicators. Participate in the annual review of Process Safety risk in line with Management review to address specific process safety issues and reflect the effectiveness of the key controls/processes.
- Oversees the assessment of HSE needs and related equipment acquisition.
Requirements
- Bachelor's Degree in Science / Engineering or equivalent.
- Additional professional qualifications in HSE and Process Safety Management Systems are a must.
- IOSH membership or similar association.
- Competency certification in Lead Auditor OHSAS 18001 or relevant certification.
Experience:
- Minimum of 10 years of HSE process technology experience in the Oil and Gas industry or Asset Integrity/Reliability function or plant safety in plant operations.
- Experience creating and managing a budget including resource allocation and priority setting.
- Excellent Technical Authority (TA-3 Ready) in Process Safety, Technical Safety, or other Process-related discipline is a must.
- Member of globally recognized professional associations such as the Institute of Safety Professionals of Nigeria (ISPON) is an added advantage.
Essential Competencies and Skills:
- Applied and excellent knowledge of Process Safety Management is a must.
- Knowledge of legal health and safety guidelines.
- Knowledge of data analysis and risk assessment.
- Excellent organizational and motivational skills.
- Attention to detail and observation ability.
- Excellent written communication skills with the ability to compile and present reports.
