Finance Officer at Center for Advocacy Transparency and Accountability Initiative (CATAI)


Center for Advocacy, Transparency and Accountability Initiative (CATAI) was established in 2018 as registered NGO with a Head Office in Maiduguri - Borno State, with offices across Yobe and Adamawa states. We have been visible in Borno Adamawa and Yobe states implementing projects in Education, Protection (Child /GBV), WaSH, Nutrition, Empowerment/Livelihood, Governance, and Peace Building. Our approach is aligned with our mission to enhance service delivery and empower citizens, through our Humanitarian, Development, and peace-building nexus (HDP).

We are recruiting to fill the position below:

 

Job Title: Finance Officer

Location: Maiduguri, Borno
Employment Type: Contract
Reports To: Finance / Admin Manager
Contract Terms: 1-year Fixed Term

Job Purpose

  • The purpose of the Finance Officer (FO) role is to work with the Finance Manager (FM) and assist to account, monitoring, controlling, managing, and reporting NHF funds and budgets at the country level through results-based project management and risk management.
  • The Finance Officer will be under the direct supervision of the CATAI Finance Manager (FM) in Borno.
  • In her/his capacity as Finance Officer, s/he is responsible for ensuring all NHF project expenses are implemented by the Project Agreements and accounts are maintained in line with CATAI policies and procedures and comply with donor contractual obligations.

Responsibilities

  • Responsible to the Finance Manager.
  • Works closely with the Project Managers
  • Ensure that all CATAI’S internal controls and other financial procedures are adhered to and fully implemented
  • Ensure that the requirements of the Donors are followed
  • Ensure that all accounting operations (Both CATAI and Partner) are submitted, reviewed, and entered into QUICKBOOKS promptly
  • Ensure the branches have the necessary equipment and tools for bookkeeping/accounting.
  • Assist indisseminating features and policies including the anti-corruption and fraud policies to the branches and the project staff.
  • Ensure that all CATAI’s NHF financial transactions (bank, cash, accruals) are properly recorded in accordance with CATAI's policy
  • Maintain an inventory list of all office equipment and fixed assets
  • Ensure compliance with CATAI finance policies, standards, procedures, and government Tax requirements

Manage all payments made, including:

  • Verification of the accuracy and appropriateness of invoices and other documents provided for payments
  • Ensure that CATAI and Partner books and records, insofar as they relate to donor-funded projects, are kept in accordance with donor requirements
  • Produce accurate and up-to-date reports using required formats
  • Ensures that the cash count is made at the end of every month (or as determined by the FM)
  • Management of advances to staff (ensure that advances are accounted for over time and that no double advances are issued)
  • Classification - Ensure that all financial documents are stamped "PAID" and classified in accordance with CATAI’s financial policies and practice
  • Ensure that all relevant supporting documents are in place and that all CATAI policies and regulations have been followed
  • Ensure payments reach the beneficiaries
  • Record all bank transactions made in the accounting system provided
  • Inform Project Managers and Partner Staff of specific donor regulations for procurement, distribution, and reporting

Qualifications & Experience

  • Degree in Finance / Accounts or equivalent experience
  • ACA / MBA / CA, ICAN, ANAN or equivalent is a plus
  • Minimum of three (3) years accounting
  • Strong technical experience in book-keeping, accounting, and financial management
  • Understanding of accounting issues in the charity/NGO sector.
