Finance and Administration Officer at the Joint National Association of Persons with Disabilities (JONAPWD)


The Joint National Association of Persons with Disabilities (JONAPWD) is an umbrella organization of persons with disability established in Nigeria to promote the rights and development of Nigerians with disabilities. The organization was established in 1992, to represent the interests of the teeming population of persons with disabilities at the local and international level. JONAPWD is a full-fledged member of the International body called Disabled People’s International (DPI). It serves as a link between Organizations of Persons with Disabilities (OPDs) in Nigeria and the international community. JONAPWD is currently composed of six disabled groups which are the Blind, the physically disabled, the deaf, the intellectually impaired, those with spinal cord injuries and leprosy victims.

We are recruiting to fill the position below:



Job Title: Finance and Administration Officer

Location: Borno

Job Purpose

  • The Finance and Administration Officer will have responsibility for financial administration, including the management of the account for JONAPWD Borno state chapter, the financial information required for various funding returns, the day to day financial management, as well as undertaking general admin tasks under the guidance of the project coordinator and the funders.

Core Responsibilities

  • Oversee the financial operations of the project on behalf of JONAPWD and ensure timely and accurate financial reports and practices including cash management, payroll, financial disbursements, ledgers etc.
  • Responsible for all flight bookings for staff and other recommended partners.
  • Ensure the expenditure is as stipulated in the budget lines and strict adherence to the budget limits.
  • Support program team in booking of meeting halls, accommodations during functions.
  • Obtain approvals from the project coordinator and from the donors on all procurements and purchases for the projects.
  • Monitor the expenditures to ensure that program funds are utilized appropriately by the close of the fiscal year.
  • Ensure that all financial reporting is completed on time and submitted to donors.
  • Oversee the financial audits of all projects transaction to ensure appropriateness and alignment to financial regulations and standards
  • Logistical planning of activities (procurement, transport, cash advance etc.) in collaboration with the project team.
  • Arrange all necessary logistics for activities of projects including workshops and trainings.
  • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience as assigned by the project coordinator and donors.
  • Responsible for the payment of electricity, internet and supply of fuel/diesel for office use
  • In liaison with the State Chairman monitor budget spending in line with spending plan; ensure diligence in grants utilization including timely spending and value for money
  • Propose anticipated budget realignment in discussion with the project team
  • Preparing and maintaining donor agreements and staff contracts.
  • Manage financial control, prepare and analyze budgets, develop financial reports, and make recommendations to the project coordinator.
  • Prepare cash forecast in liaison with the other project staff work plans
  • Check, process and record all payments, and expenses claims received, code items to agreed budgets, and action payments.
  • Ensuring that procurement processes are duly followed in line with the organization`s policies for each procurement
  • Reconcile transactions on QuickBooks and bank statements and ensure that it balances.
  • Administrative tasks relevant to project activities
  • Other office duties such as photocopying, handling of in-coming/out-going phones, screening of visitors, etc.
  • Ensure that all vehicles are in good condition and ready to be deployed for field work at any given time
  • In liaison with project coordinator monitor budget spending in line with spending plan; ensure diligence in grants utilization including timely spending and value for money.

Requirements

  • University Degree in Accounting, Economics or Banking and Finance
  • Minimum of 2 years experience in accounting related to NGOs and community-level programs.
  • Experience working with Quickbooks is preferred.
  • Certification with ANAN, ICAN or ACCA is an added advantage.
