Job Title: Emergency Project Manager

General Objective
- The Emergency program manager is in charge of implementing and achieving the objectives defined in the proposals.
- He/she is in charge of supervising the emergency team, currently composed of 3 people, allocated to his/her program.
- He/she guarantees the proper execution and the quality of the implemented program and, if applicable, suggests adjustments or developments to ensure its relevance.
The main tasks
Project relevance, quality and design:
- Contribute to establishing needs assessments
- Contribute to define Solidarités International’s local strategy and contribute to the annual programming by proposing new activities
- Organize and facilitate evaluation missions
- Propose a technical approach and a financial, human and logistical scope for the programs to be implemented
- Write the technical annexes and chapters (including the logical framework) for the proposals
- Implement activities in compliance with the annual operational strategy, Solidarités International’s technical requirements and the financial donors’ criteria
- Evaluate the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual developments and the populations’ needs
- Propose adjustments to the programs, if necessary
- Ensure that the programs under his/her supervision achieve the required results
- Ensure that program objectives meet sustainability requirements and, if required, compliance with established norms and standards
- Participate in building the emergency teams’ abilities with respect to techniques or new methodologies
Implementation and operational monitoring:
- Plan activities and emergency cycles in the light of established objectives
- Used the project management, monitoring and evaluation tools for emergencies, particularly the planning and monitoring timeline
- Propose and implement quality criteria and monitoring indicators for emergency program
- Support and advise to the base’s logistical department for the purchase of specific materials for emergency activities
- Plan and supervise the emergency program implementation he/she is in charge of, being sure to meet deadlines and adhere to predefined technical specifications
- Supervise and provide support for the emergency managers; monitor and evaluate the implemented emergency activities
- Anticipate any issues linked to carrying out the emergency activities and help to resolve any problems related to the emergency activities
- Suggest any adjustments to be made to the emergency depending on contextual and indicator developments
- Working with the administrative department, contribute to developing budgets relative to his/her program and monitor expenses and budget forecasts
- Working with given project manager, draw up requirement statuses and cash flow needs.
Capitalization:
- Use the capitalization tools proposed by Solidarités International
- Participate in the centralization and distribution of procedures, guides and tools linked to the emergency activities
- Capitalize on intervention methods and techniques and on the experiences acquired by Solidarités and other participants in the emergency activities
- Write procurement and handover reports before the end of his/her contract and send it to the appropriate persons on the mission and at headquarters
Personnel management:
- Participate in validating the hiring of national technical staff for activities
- Define the prerequisites for opened emergency positions together with the administrative department; adapt existing job descriptions if required
- Greet and brief the expatriates working on the program
- Identify and pass on any training needs for emergency teams
- Set up technical training depending on emergency operational needs and identified training requirements
- Manage and support the team under his/her responsibility
- Lead work groups and thematic meetings
- Evaluate and assess the performance of colleagues under his/her direct supervision
- Ensure adherence to security regulations by personnel under his/her supervision
Reporting / communication / representation:
- Pass upward to the relevant persons any information on the security situation or on any event that could impact Solidarités activities and the safety of the teams
- Draft emergency reports and any annexes relating to specific activities for the financial donor reports and/or amendments
- Ensure that all reports are delivered on time and in the correct format
- Maintain a local operational communications network and good relations with local and government authorities, financial donor representatives, UN agencies and other international agencies
- In his/her assignment area, represent Solidarités International’s at meetings or forums concerning the emergency activities
- Represent the organization when asked and/or delegated to do so
- Reply to headquarter information requests regarding specific needs
Your profile
- Master's degree in a field related to emergency
- Previous experiences in unsecure and tense environment
- Experience in supporting emergency response, preferably in conflict/post-conflict contexts
- Experience in managing teams and building staff capacity
- Problem solving and analytical skills with the ability to assess challenges and recommend solutions

General objective
- The Field Coordinator has the role of delegated Country Director in the area of operations
- He/she proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated
- He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures
- He/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management
- He/she coordinates the teams in place and is responsible for their security in his/her assigned zone
- He/she is the Country Director’s direct contact and representative.
Main Tasks
Coordination and strategic orientation:
- Within his/her intervention zone, monitor and analyse the humanitarian, political, cultural, social and economic context.
- Within his/her intervention zone, propose and develop an operational strategy in line with the association’s policies and the population’s needs.
- Within his/her intervention zone, propose new operational directions according to how the context develops
Relevance and operational quality / operation monitoring:
- Ensure the coordination, development, monitoring and evaluation of the programmes implemented within his/her intervention zone.
- Ensure that the programmes in his/her intervention are relevant and consistent.

Human resource management:
- Build and maintain a team dynamic which enables the objectives of Solidarités International to be carried out in his/her intervention zone

- Monitor the implementation of Solidarités International’s human resources policy and procedures (recruitment, EAP, etc.)
- Monitor the personal and professional stability of Solidarités International employees and ensure that an adequate living and working environment is maintained

Security:
- Responsibility for the security of teams and property in his/her assigned zone, under the CD’s supervision

Internal and external communication:

Representation:
- Be the official representative of Solidarités International in his/her intervention zone for aid workers, administrative, political and local authorities, civil society and the media

- Contextual security analysis and security management after an electoral period

Your Profile
- Masters’ degree or equivalent in related sectors

The security rules are however restrictive as the context is tense. There is a curfew, very limited social life, movement restrictions, contact tracking, etc.

Job Title: Deputy Logistics Coordinator

General objective
- The Deputy Logistics Coordinator backs up the Logistics Coordinator in guiding the mission logistics activities.
- In particular, he/she supports the completion of urgent tasks, aids the bases, and sets up Solidarités International procedures and logistics tools.
- He/she takes on the functions of the Logistics Coordinator in case of absence.
The main tasks
Supply Management:
- Update the supplier files and price lists.
- Manage the Solidarités International purchasing procedures and those of the sponsors financing the mission programs.
- Ensure the implementation of purchases, making sure they are in keeping with rules and procedures.
- Take part in drawing up call for tenders documents as well as contracts necessitating a coordination validation.
- Take part in selecting suppliers, and negotiating prices, deadlines and delivery modes.
- Ensure monitoring of the supplier relationships.
- Review the customs procedures and documentation in force in the intervention country.
Stock/Storage Management:
- Take part in consolidating and analyzing monthly fuel consumption.
- Help set up a theft prevention strategy for fuel and spare parts.
- Help set up a strategy for fuel supply, spare parts and consumables.
- Supervise the administrative management of documents associated with vehicles (log book, contracts, insurance, etc.
- Take part in consolidating and updating the mission's inventory in real time.
- Review the legislation in force concerning radio communication material.

Reporting/Compilation:
- Consolidate the monthly logistics reports for the bases.
- Compile information on distances, prices, and transportation modes and companies.

Job Details
- As part of the coordination team and reporting to the Deputy CD, and working closely with the program and support departments at coordination level, as well as the base teams, the Grant Manager is the mission’s focal point on ensuring accountability to donors. Specifically, he/she is in charge of:
- Contributing to the mission’s strategic development.
- Direct management of the RCO.
- Contributing to the CD/DCD’s representation with donors.
- Monitoring and identifying funding opportunities in line with SI country and global strategy.
- Oversees the compilation of timely and high quality concept notes, proposals and contract modification requests in compliance with deadlines, donor and internal requirements. Validates Interim and final narrative and budget reports before submission to donor or Consortium lead, in consultation with the DCD/Program coordinator, technical coordinators and support department managers.
- Monitoring compliance between internal and donor procedures and builds the capacity building of new and existing staff on internal guidelines/tools (i.e. GERB) and donor procedures.
- Proactively follows-up on donor contractual obligations, from contracting to closing and archiving.
- Archiving preparation for external audits and audit report archiving.
Donor relations:
- Contributing to the CD/DCD’s representation with donors by providing briefing papers and accompanying meetings as requested.
- With the contribution of HQ Communication Department and in consultation with the CD, Coordination (DCD/Program Coordinator and Technical Coordinators), Field Coordinator/PMs, leads in developing communication strategy and communication materials (country or project specific) targeting donors and other external partners.
Financing strategy:
- In collaboration with the CD and the Communications and Development department, responsible for actively monitoring and identifying funding opportunities from SI institutional donors, new institutional donors, funding from foundations and private donors as well as co-funding opportunities.
- Analyzes funding opportunities and eligibility in line with SI country and global strategy.
- Responsible for drafting the framework for launching concept notes and proposals and supports the CD and/or DCD/Programme Coordinator in the dissemination.
Project Development:
- Disseminates the needs assessment report to relevant staff (base and coordination).
- In collaboration with the DCD/Programme Coordinator, lead in coordinating the dialogue between departments in the response design phase and coordinate the involvement of consortium partners.
- Responsible for designing, disseminating and following-up on the retro-planning on proposal/concept note writing.
- Drafts high quality concept notes and proposals – including corresponding annexes- compiling the contributions from SI coordination, base teams and consortium partners when SI is Consortium lead.
- Provide final proposal narrative and budget proofreading and validation before submission to donor, ensuring compliance with internal and donor requirements, and done in close consultation with the DCD/Program coordinator, technical coordinators and support department managers.
- Ensures the global proposal pack and minimum control point checklist is complete and submitted to HQ Desk for review and validation.
- Submits proposals to donor at field level (including submission via platform such as GMS), and shares submitted version with HQ for record.
Contractual management/monitoring of projects (grant management):
- Contributes to reviewing terms of contract with donors or prime recipients before signature.
- Ensures contract archiving at mission level.
- Facilitates kick-off meetings to disseminate contractual obligations to all relevant staff.
- Responsible for coordinating contract amendment requests, budget or schedule revisions and NCE requests.
- In collaboration with the Finance coordinator, requests installments/funds (or transfer funds if SI is lead in a Consortium).
External compliance:
- Collaborates with the coordination team (Finance, Logistics, HR, DCD/Program Coordinator, Compliance Manager) to ensure due diligence and vetting potential partners is conducted.
- Archives MoU at mission level and monitors implementation partners' compliance.
- In coordination with the coordination team (Finance, HR, DCD/Program Coordinator, Compliance Manager), responsible for answering to the due diligence process conducted by donors or Prime recipients.
- Monitors compliance related to grants between internal procedures and donor procedures.
- Provides trainings to new and existing staff on internal (i.e. GERB) and donor procedures.
- Works closely with the DCD/Programme Coordinator and technical coordinators to proactively and regularly monitor programmatic compliance (progress against indicators, project schedule) in accordance with internal and donor requirements.
- Monitors and disseminates reporting, proposal and audit deadlines to all relevant staff and ensures quality information management related to grants by overseeing, in coordination with Desk HQ, the regular maintenance of reporting follow-up tool.
Program Implementation (compliance with internal/external requirements):
- Disseminates diagnostic report to relevant staff (base and coordination).
- Works closely with the DCD/Programme Coordinator to introduce or disseminate tools and methodologies to improve project implementation follow-up/ good grant management (including tools from GERB, such as minimal control points)
- Responsible for launching of interim and final report writing phase and report compilation.
- Validates Interim and final narrative reports before submission to donor, in consultation with the DCD/Program coordinator, technical coordinators and support department managers.
- Ensures the global interim and final report pack and minimum control point checklist is complete and submitted to HQ Desk for review and validation.

- Facilitates project closure meeting.
- Monitors validation by the donor of final reports and last payment - closure of the grant.
Your profile
- University degree in International Affairs, Mass Communications or related subject
- At least two years experiences working in emergency programs
- Previous successful experience developing projects and writing proposals for public donors
- Knowledge of main donor regulations and priorities, especially ECHO.
- Excellent written and oral communication skills
- Detail oriented, organized, and able to manage competing urgent requests and priorities
- Works well in team, comfortable in a multi-cultural environment, flexible and able to handle pressure well
