Branch Finance and Administrative Officer at the Nigerian Red Cross Society (NRCS)


The Nigerian Red Cross Society (NRCS) was established through an Act of the Parliament in 1960 to complement public authorities in humanitarian interventions with the mandate to prevent and alleviate human suffering at times of peace or conflict, and to support individuals and communities to respond effectively to emergencies, without any form of discrimination as to class, gender, race, political opinions or religion.

We are recruiting to fill the position below:

 

Job Title: Branch Finance and Administrative Officer

Location: Yobe

Job Purpose

  • Under the guidance of the Branch Secretary and the technical support of the NHQ Director/Coordinator Finance & Resource Management, the Branch Finance and Administration Officer is responsible for the management of the Branch finances, assets and other administrative roles.
  • The position requires a high level of integrity and analysis for accurate reporting of all Branch finances both project and internal resources.

Job Duties and Responsibilities

  • The Branch Finance and Administrative Officer has the following responsibilities:
  • Support the Branch Secretary and Program Officers in developing annual branch budgets
  • Provide monthly and quarterly financial reports on branch finances to the Branch Executive Committee and NHQ
  • Set up a functioning accounting system that ensures transactions are captured accurately and on a timely manner
  • Establish internal controls with respect to financial transactions at the Branch and Divisions, based on the Finance Manual and Policy
  • Maintain financial records to facilitate external and internal audit of the branch and divisions
  • Regularly liaise with relevant National Headquarters Staff for technical support
  • Support the Branch Secretary in the overall administrative functions of the Branch
  • Establish and maintain a branch asset register and ensure all items are tagged appropriately
  • Implement the finance guidelines and policies with respect to the management and use of funds at the Branch and division level
  • Conduct routine spot checks at the divisions to ensure proper record keeping
  • Ensure effective branch reconciliation for all funds received at the Bank

Duties Applicable to all Staff:

  • Actively work towards the achievement of the NRCS goals
  • Show capacity to assist other members of staff and management, aptitude for maintaining cooperation and team spirit necessary to achieve the objectives of the National Society
  • Abide by and work in accordance with the Red Cross Fundamental Principles and NRCS Statutes
  • Perform any other work-related duties and responsibilities that may be assigned by Line Manager

Qualifications and Experience

  • Bachelor Degree in Finance or Accounting or equivalent in field of study.
  • Minimum of 3 years’ experience in planning, implementing and evaluating community-based programmes in emergency/relief context
  • A Certified Public or Chartered Accountant is more preferable

Skills and Competencies:

  • Strong judgment and ability to identify and analyse problems and to think strategically to anticipate, interpret and develop strategic responses to issues
  • Proficiency in the use of MS Office tools
  • Fluency in written and spoken English
  • Ability to persuade, influence, negotiate, manage and sustain effective, successful strategic relationships both internally and externally

Desirable:

  • Good knowledge of the work of the Red Cross in Nigeria and the State
  • Experience in Programme design and management
  • Experience in Volunteer Management
  • Strong leadership, team building, conflict resolution and ability to deliver the society’s articulated vision for change.
  • Ability to initiate and manage change and align programmes to the strategic plan.
  • Demonstrated ability to influence and resolve differences and conflicts.
  • Excellent interpersonal and effective communication skills
  • Knowledge of project management, emergency and public health management, humanitarian relief issues, trends and goals aimed at preventing and alleviating human suffering.
