The IRC has been working in Nigeria since 2012 when the organization responded to flooding in Kogi State. In early 2014 the IRC began its response to the armed conflict crisis and opened a field office in Mubi (Adamawa State), followed by offices in Yola (Adamawa) in November 2014 and Maiduguri (Borno State) in October 2015. Following a period of rapid expansion in late 2016 and early 2017, the IRC opened additional field offices in Monguno and Gwoza (Borno) and Damaturu (Yobe State). The country office is located in the capital, Abuja.

Job Title: Environmental Health Coordinator

Scope of Work
- The Environmental Health (EH) Coordinator is responsible for strategy development, program design, and technical support to ensure quality implementation, standardization, monitoring and evaluation of all activities in the WASH sector.
- The EH Coordinator will strengthen sector activities and provide technical oversight of the program across all sites of implementation in northeast Nigeria.
- S/he will also focus on emergency response capability, with the ability to respond to a fluid programming context, and deliver key services rapidly and effectively.
- The EH Coordinator reports to the Senior Program Coordinator (SPC) and is based in Maiduguri, Borno State, with frequent travel to field sites across Borno, Adamawa, and Yobe States.
Main Responsibilities
Program Management & Development:
- Work with the Senior Program Coordinator and the EH team to strengthen the WASH sector in Nigeria, defining the strategic direction of EH programming and developing a sector strategy that fits into the IRC2020 strategy.
- Support emergency needs assessments in response to the developing humanitarian situation.
- Together with field teams, develop programs and proposals for rapid and timely support of populations affected by conflict.
- Oversee the technical aspects of the implementation and coordination of the EH program; providing support to the program managers and field teams to develop work plans to guide implementation of approved grants.
- Support the program managers and field teams in the technical design, implementation and monitoring of work plans, ensuring that activities reflect the commitments made to the donor and the communities we serve.
- Work closely with M&E team to develop and improve M&E and feedback mechanisms for the EH program, ensuring that the EH teams in the field actively monitor set indicators and effectively address concerns of the target communities.
- Work closely with Supply Chain department to develop and monitor procurement and distribution plans on a monthly basis.
- Coordinate and participate in the development of new proposals and initiatives for the IRC EH program in accordance with the country program's strategy action plan.
- Coordinate and participate in the development of budgets for program proposals in conjunction with the Grants and Finance departments.
Staff Support:
- Work with the SPC and Human Resources to ensure the Performance Management System documentation for the program teams is in place and followed up regularly.
- Provide ongoing training, technical support, and guidance to the program manager and ensure all EH staff adhere to best practices in all aspects of program implementation.
Grants Management & Reporting:
- Review progress in achieving program objectives and targets in collaboration with the program managers.
- Participate in grant opening, mid-term review, and grant closing meetings.
- Draft technical aspects of internal and external reports within agreed deadlines using IRC and donor formats, as required.
- In collaboration with the program managers, review Budget vs. Actual expenditures for EH programs on a monthly basis. Bring any over/under expenditure issues to the attention of the Senior Management Team in a timely manner and jointly develop corrective plans in collaboration with the SPC and the Grants team.
Representation & Coordination:
- In coordination with the SPC, actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
- Establish networks with UN, INGOs, and local partners to promote technical capacity and develop strategic partnerships, including active participation in cluster meetings.
- Represent the EH program with national authorities, UN agencies, NGOs, donors, and other stakeholders.
Job Requirements
- MSc or equivalent in Civil, Environmental Engineering or Public Health (MPH) degrees, with Water and Sanitation specialization preferred
- Demonstrated experience in project design and development, including needs assessment and proposal development
- Demonstrated experience in capacity building
- Demonstrated experience in project management, including budget management
- Understanding of protection principles as well as conflict sensitivity
- Experience in working with and coordinating with donors, UN agencies, INGOs, and other stakeholders
- Strong interpersonal, intercultural, and communication skills
- Excellent analytical and writing skills
- Excellent computer skills
- Additional qualities: ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions
- Experience working in humanitarian and insecure environments. Minimum of five years overseas professional experience in program design and implementation in the field of environmental health
- Experience in emergency response
Work Environment
- Borno is security phase 4 (RED) so the EH Coordinator will be expected to respect the various security protocols in place in country. Phase 4 requires clear contingency planning in place, and staff need to be prepared should hibernation or evacuation be called for.

Job Title: Reproductive Health Midwife
Location: Gwoza, Borno
Scope of Work
- The Midwife is a member of the reproductive health team, and will be responsible for supporting the implementation of emergency reproductive health activities in Gwoza according to IRC and donor work plans.
- Implement clinical activities in IRC supported health facilities (comprehensive women’s centers) and ensure that these are integrated with other sectors, especially women’s protection and empowerment (WPE) programs to ensure the best quality of care for survivors of gender-based violence.
- The Midwife will work to ensure the improved quality of family planning, post abortion are, maternal and neonatal care (including antenatal and postnatal care), case management of sexually transmitted diseases and the clinical care for sexual assault survivors
- She will ensure the well-being of girls and women in Gwoza both through the IRC supported facilities and through RH Services at community level.
Responsibilities
Project Implementation:
- Direct service delivery to patients of the following: family planning, STI treatment, post-abortion care, ante-natal and postnatal care, safe delivery and basic emergency obstetric and neonatal care (BEmONC), and clinical care for sexual assault survivors.
- Technical midwifery support, in line with protocols and guidelines.
- Provide an active input to the work plans, based on identified trends and needs.
- Apply technical knowledge and skills to implement and/or assist in program activities.
- Assist the Medical Doctor for management of patients/clients and consult for any obstetric emergencies and or complications.
- Monitor program inventory levels of clinic supplies and drugs; perform monthly spot-checks on program inventory.
- Work with and provide timely technical support to the IRC’s implementing partners; maintain respectful and constructive relations with partner staff, services providers and patients.
- Provide trainings and adhere to universal precautions, waste management and other protocols.
Community Based Tasks:
- Support the community mobilization team in the sensitization of women, men, girls and boys to increased RH awareness and service utilization.
- Support the design of the community mobilization activity plan based on trends seen within the facilities
- Support the development of key RH messaging ensuring accuracy and cultural sensitivity.
- Explore possibilities of linking up RH community activities, and plan to reach ‘hard to reach’ pregnant women, FP clients, etc encouraging facility deliveries.
- Support medical team to organize regular assessment for the supportive staff e.g. cleaners, guards, etc.
Coordination & Representation:
- Ensure continuous integration of Reproductive Health and Women’s Protection and Empowerment activities within the comprehensive women’s center.

Job Requirements
- At least 2 years’ experience in a clinical setting;
- Experience working for an NGO in a similar position preferred.
Demonstrated Technical Skills:
- Clear understanding of gender equality and gender issues for women and girls.
- Ability to maintain beneficiary confidentiality and respect at all times is essential.
- Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.
- Ability to work as a member of a team is essential.
Demonstrated Managerial/Leadership Competencies:
- Ability to lead, train, supervise and facilitate other midwives, nursing staff and community health workers in their respective tasks.
Languages:
- English and Hausa a must, Gwoza local language preferred.
Computer/Other Tech Requirements:
- Professional competency in Microsoft Office Suite, especially Word, Excel, Outlook – preferred.
Work Envirnoment:
- Security level orange. The situation in Gwoza, Borno remains unpredictable; there is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
