Mission
- To mann Vessels with competent and engaged Offshore personnel at optimized cost
Responsibilities
- Identification of Crew competency for all vessels in line with STCW requirements
- Ensure appraisal process for all vessel and surfer crew in place
- Ensure all crew certifications are accurate and updated
- Obtain flag state certification and licenses required for crew
- Consistent and accurate recruitment/succession Plan
- Establish and follow-up crewing budgets (labor costs, travel, food, training) in line with Group Requirements
- Continuously challenge and review those budgets for cost optimization
- Design and implement the training plan for crew
- Identified training needs of subordinates and all seagoing personnel
- Good cooperation with HR Manager for coordinated training of all crews and subordinates
- Ensure that Offshore personnel are properly assessed both on performance and competences
- Ensure a reliable and accurate reporting
- Follow-up & finalize Offshore personnel claims with P&I clubs and/or insurance instances
- All claims processed and level of reimbursement in line with contractual agreements
- Implement and follow up a Compensation and Benefits policy. Review and benchmark it on a regular basis to improve consistency
- Ensure accurate and timely payment of wages
- Manage and motivate team
- Manage utilization of 3rd party crew and ensure accurate invoicing
- Management of Crew planning tool
- Timely validation of all crew planning
- OCS regularly updated with clear crew change details
- All competences on OCS in line with STCW requirement
- Crew change history accurately and timely to generate
- Ensure crew files are properly kept and updated with relevant documents/Certificates
- Timely and accurate sign on and sign off dates and assigned ships available for use by payroll when needed
- Assist HR Manager in the implementation of staff conditions of service as it affects the crews of all the vessels
- Cordial relationship between management and union
- All agreed condition agreed with unions and approved by management implemented for all crews
- Manage compliance with Crew Management regulatory requirements e.g. STCW, NIMASA etc.
- Ensure direct contact with all issues of discipline arising with crew
- Ensure all disciplinary issues with crew that need official sanctions are timely escalated to HR for quick resolution and formalization in line with Disciplinary process, and followed up to closure
- Updated reporting of all managed disciplinary issues to HOD
- Weekly/satisfactory update of client satisfaction report on crew discipline
- Ensure the provision of Crewing resources services and assist in development of policies and programs for the company for overall crew management strategy
- Clear crew management policies and objectives in line with Director’s approval
- Effective Crew Plan proposed to Director for validation
- Ensure a detailed follow-up of all crew medical issues
- Adequate follow up and reporting of crew medivac
- Ensure all crew have a valid medical and original/appoved (CTC) certificates on board
- Ensure proper coordination of crew changes are done in a timely and orderly manner following planning already done
- Ensure all surfer crew attend to the briefing & debriefing sessions
- Timely reporting of all incidents and issues concerning BINL crews to HOD
- Weekly, Monthly and yearly reports as necessary forwarded to Senior Manager
- Timely and accurate information for Crewing Balance Scorecard
- Master and Implement National and International maritime regulation
- Ensure that offshore personnel comply with the company’s and client’s requirements and standards
- Design and implement recruitment and succession plans for crew
- Identify crewing needs, regularly update summary of crew status showing number in fleet and gaps
- Coordinate internal mobility and manage promotion
- Implement and monitor an adequate and cost effective sourcing strategy
- Timely coordination of recruitment process of competent senior officers and ratings for assigned vessels in line with industry and flag state requirements
- Documented and published Crew Planning process
Expectations
- 10 -14 years experience in Crewing or a related function
- 5 of those years MUST have been spent in a senior supervisory or management role
- Added Function Related Certifications and Trainings will be a required advantage
- Comprehensive working knowledge of all statutory requirements regarding Crew will be an asset.
- Bachelor's degree in a Social Science Course/Discipline
- M.Sc. in a function related field will be an asset
