Chemonics International - Nigeria SACE is a five year, $19.2 million program funded by the U.S. Agency for International Development (USAID) implemented by Chemonics International. Its objective is to strengthen civil society’s ability to influence the development and implementation of key democratic reforms at the national, state, and local levels. The project will support increased engagement and efficacy of civil society to influence public institutions whose function it is to serve citizens’ interests. The project explicitly aims to engage marginalized populations; such as women, youth, and the disabled; in the process and emphasize the Importance of leadership and innovation.   • The SACE project has currently been operating for over three years. The project has a full-fledged Performance Monitoring Plan (PMP) built around the four objectives of the project. Through successive revisions, the project has maintained momentum towards achieving its objectives.
  • The project has started recording significant policy and other outcomes. The Performance Management Plan (PMP) however (in line with the contract from USAID) has no measures (objectives or indicators) that seek to measure the ‘value’ of project outcomes (especially in ways that can be described in monetary terms, or other measures of value - eg. social return on investment).
Job Descriptions
  • SACE project requires the services of a qualified consultant to support the project in clearly defining ‘value’ - using VfM /SROI / other established approaches to help determine measures for the project as well as assist in the conduct of an initial ‘value’ analysis as part of a strategy for increasing the relevant capacities within the SACE team for more in-depth and structured analysis and learning, going forward.
Qualifications and Experience The ideal candidate will possess the following qualifications:
  • Minimum University level degree. Advanced degree in relevant field preferred.
  • At least 10 years professional experience, with demonstrated experience in governance, legislative processes and a strong background in M&E, measurement and development work - preferably Nigeria
  • Strong conceptual clarity on and experience of successfully using/applying established donor and social enterprise-type frameworks for evaluating value (e.g. DFID's Value for Money Framework and other frameworks such as SRIO
  • Expertise skills in conducting Value for Money/Social Return on Investment support, analysis and evaluations of Governance type work,
  • Excellent written and spoken English.
Job Title: Consultant - Independent Partner Review and Beneficiary Feedback Location: Nigeria Duration: Short term Job Summary
  • The SACE project works with 16 policy clusters (groups & organizations, anchored by a grantee) to support them to influence reform that improves transparency, accountability and good governance in Nigeria nationally, across some designated states and also in the Niger Delta.
  • The SACE Project is in its third year and has recorded a number of documented success stories in its focus areas, Project successes are recorded through its existing mechanisms and tools - using Stories of Significant Change and measured through the STAR Index and validated through peer review processes through an Annual Learning Summit. In order to further authenticate these outcomes as well as gauge beneficiary perspectives through feedback, the project,seeks to independently validate these documented results by its partners and to use the opportunity to assess, using beneficiary feedback methodologies (FGDs, KIIs, etc.) to generate stories of perceptions & beneficiary stakeholders (Communities, CSOs, and key CON stakeholders - using the project’s existing taxonomies of ‘public, influencers, and decision makers’).
Job Description
  • The project thus seeks a consultant with the relevant skills set and expertise to conduct a verification of documented project success stories and solicit feedback from beneficiary in a very systematic way.
  • This will enable the project validate its approach; reflect on and take on board any key feedback that is not covered through existing systems and methodology of approach.
Qualifications and Experience The ideal candidate will possess the following qualifications:
  • The consultant should have not less than 8 years professional experience in facilitating such participatory evaluation. Advanced university degree in social sciences, management; strong analytical, presentation and interpersonal skills are required.
  • Strong M&E tools, vast experience and understanding of reporting frameworks with an ability to interpret indicators and gather data to respond to the requirements.
  • Strong analytical, presentation, and interpersonal skills;
  • Excellent written and spoken English and report writing skills
  • Demonstrated experience in conducting evaluations and verification of documented stories
  • Participatory evaluation requires the consultant to play the lead role of a facilitator, trainer, coach, collaborator and a reflective participant.
  • An understanding of Gender and Social inclusion issues and programming.
  • Willingness/Ability to travel as needed within the country.
