Job Title: Regional Project Officer (Epidemiology)

Background
- This position is located in the United Nations Office on Drugs and Crime (UNODC), Country Office in Nigeria (CONIG).
- The National Project Officer Epidemiology will contribute to
activities in the framework of the project “Support to ECOWAS Regional
Action Plan on illicit drug trafficking, organized crime related to it
and drug abuse in West Africa”.
- The incumbent will work under the direct supervision of the
Programme Coordinator and overall guidance of the UNODC Representative.
Duties and Responsibilities
The incumbent will perform the following tasks:
- Liaise with key national counterparts, stakeholders and resource
persons, as well as with bilateral and multilateral partners involved
in epidemiological research and data collection related to extent of
drug use, drug dependence and treatment demand, drug related morbidity
including HIV and AIDS and other indicators as relevant;
- Provide technical assistance to the counterparts on data
collection in the field of epidemiology of drug use and health
consequences and other areas as relevant;
- Closely collaborate with the relevant Sections and Branches at
UNODC (Country office, Regional Office and at Statistics and Surveys
Section, Research and Trend Analysis Branch and Drug Prevention and
Health Branch at UNODC Headquarters);
- In the substantive field of epidemiology, prepare costed annual
workplans, ToRs for recruitment and contracting of consultants and
subcontractors, as well as detailed plans for training courses,
seminars, workshops, meetings and for provision of equipment in the
country when required;
- Contribute to the identification of national and regional
implementation partners in the and solicit their support for
implementation of project activities, contribute to regular
communication with national and regional counterparts and project
partners;
- Monitor the implementation of grant components of the projects;
- Assist in the preparation of documentation on epidemiology of
drug use and health consequences including HIV/AIDS, and analyze and
collate papers and reports, including background materials,
documentation on training courses and meetings, data for evaluation,
briefing notes, working papers etc., of the project activities in the
country;
- Carry out general administrative arrangements for the project
component of epidemiology, including preparation of funding requests and
briefs, project progress and implementation delivery rate reports, as
well as liaise with regional, national and donor authorities, UN
agencies and other international and regional organizations;
- Act as an additional resource person and /or moderator in
regional workshops, seminars, training courses and meetings in the
substantive field of epidemiology;
- Contribute to and participate in meetings and national events
related to epidemiology of drug use including data collection, research
and monitoring as well as on drug use prevention, drug dependence
treatment and care;

- Essential: Experience in epidemiology or public health. Minimum of 5 years of professional work.
- Desirable: Work in the field of drug epidemiology, drug
monitoring systems, and health system data collection treatment or
drug demand reduction policy, HIV/AIDS prevention and care, programme
management experience (with UN or other international organizations)
will be an asset.
- Previous work experience or collaboration with UN environment
would be an asset. Experience and knowledge of the West African context
and of the Senegalese context would be an advantage.

Job Title: National Project Officer, Multidimensional Security
Location:Abuja

Background
The position is located in the United Nations Office on Drugs and Crime
(UNODC) Country Office in Abuja, Nigeria (CONIG). Under the overall
guidance and supervision of the UNODC Representative, the National
Project Officer (NPO) will provide direct substantive inputs and support
to the planning, coordination and implementation of activities aimed at
strengthening Nigeria's response to security threats through enhanced
border control in Nigeria. S/he will work in close consultation with
other colleagues within the project, to create synergy and ensure full
coordination of project activities. S/he will support efforts designed
to extend CONIG's partnerships with various counterparts, including,
state governments and authorities, civil society organizations, and
private sector entities.
Brief Description of the Project:
- The objective of the project is to support Nigeria's border
control efforts aimed at preventing illicit trafficking in the
North-East geopolitical zone of the country, which is the most affected
by the ongoing terrorist insurgency.
- The project aims to achieve this through the training of border
control officers from the five key Law Enforcement Agencies involved in
land border management and control in the country.
- The officers to be trained would be selected from five land
border-areas from the North-East geo-political zone of the country
namely, Belel and Sarti Gurin borders in Adamawa State; Gamboru and
Banki borders in Borno State;
- Tulutulo border in Yobe State and Gembu border in Taraba State.
- The capacity building would ensure adherence to the rule of law
and continuous support for improvements in cross border control efforts
through a mentorship approach.
Duties and Responsibilities
- Provide substantive and liaison support to project activities,
particularly those focusing on capacity building for investigators/law
enforcement prosecutors and inter-agency collaboration.
- Coordinate and liaise regularly on project activities planning
and implementation with relevant sections of UNODC Headquarters in
Vienna, national partners (including designated focal points and other
senior professionals) and staff of UNODC Country Office in Nigeria.
- Ensure that all necessary information (substantive and
financial) for project implementation, including the formulation of
reports, budget expenditure analysis, are prepared and presented to the
Country Representative in a timely manner and that their quality and
details are up to UN standard, and where applicable, providing all the
necessary support information.
- Advise on local considerations and realities for proper and
effective project implementation, as well as on ways to strengthen
partnerships with beneficiary institutions.
- Follow-up on communication with beneficiary institutions,
including drafting of official letters, request for technical
assistance, and the process of identification of participants and
national experts, including trainers, for activities under the project.
- Support the development, in close collaboration with beneficiary
institutions and other partners, of materials to support training and

administrative tasks under the direct supervision of the Programme
Coordinator.
Duties and Responsibilities
The Finance and Administrative Associate will be responsible for
administrative, finance, procurement, HR and logistical support,
focusing on achievement of the following results:
- Interpretation and implementation of procedures and rules
related to administrative, procurement, financial and personnel matters
and ensure their compliance;
- Administrative support to organization of trainings, conferences, workshops, retreats, study tours, etc.;
- Arrangement of travel and hotel reservations, preparation of travel authorizations;
- Timely preparation and updating of procurement plans for the Programme;
- Preparation of requests with all supporting documents for
issuance of purchase orders, contracts, subcontracts and other documents
related to procurement of goods and services;
- Serving as a focal point in procurement processing for the Programme/Project;

and Crime (UNODC) Country Office in Abuja, Nigeria (CONIG). The
incumbent will be responsible for providing reliable and safe driving
services to the Core Project Unit.
- S/he will also be responsible for providing clerical and
administrative support to various project staff and to the CONIG as
required, including day-to-day office project work as well as during
events such as workshops, meetings, conferences, seminars, and training
activities.
- The driver will be under the overall supervision of the
Programme Coordinator and direct supervision of the Finance /
Administration Associate
Duties and Responsibilities
- Provide reliable and secure driving services to the Core Project Unit and CONIG personnel, as required.
- Ensure cost-savings through, amongst others, proper use and accurate maintenance of daily vehicle logs.
- Ensure proper day-to-day maintenance of the assigned vehicle
through minor repairs, timely change of oil, check of tyres, brakes, car
washing etc.
- Report any mechanical fault in good time for repairs to be carried out and cross check to see that the repairs were well done.
- At all time, make sure that copies of vehicle insurance
including office directory, map of the city/country, first aid kit and
necessary spare parts are available.
- Ensure that all immediate measures required by rules and regulations are taken in case of involvement in accidents
- Learn and comply with all security requirements, when driving and using the vehicle
- Support the project team by providing administrative and
clerical support as requested, including in preparing, copying,
collating, binding, filing and distributing documents, mail and
notifications, as instructed

- Fluency in English, with excellent drafting skills, is
essential. Knowledge of other main languages in Nigeria would be an
