The International Rescue Committee has been in Nigeria since October 2012 and came in response to a widespread flood disaster. IRC’s Emergency Response Team, with local partner, Civil Society Coalition for Poverty Eradication (CISCOPE), implemented projects to support food security, livelihoods, nutrition and WASH in Kogi State. The IRC Nigeria country program is implementing multi-sectoral interventions in the sectors of: Health and Nutrition; Environmental Health; Child Protection; Education; Women’s Protection and Empowerment; Food Security and Livelihoods and Protection. Most of these programs are driven in partnership with strategic local NGOs.   • The IRC is implementing a protection program featuring strengthening of community based protection structures, capacity building, protection monitoring, information dissemination and referral services.
  • The IRC is also building capacity of government authorities, local organizations and local communities around protection mainstreaming and protection monitoring.
  • The Community Engagement and Information Assistant will have the lead role of mobilizing local communities and conducting awareness raising sessions and other community engagement activities.
  • The Community Engagement and Information will be the focal points in the establishment and oversight of community based feedback and complaint mechanisms in target communities.
  • The Community Engagement and Information Assistant will be based in Damaturu. S/he reports to the Training and Capacity Building Officer.
  • The protection program is currently implemented in the NE states of Adamawa, Borno and Yobe
  • Under the supervision of the Training and Capacity Building Officer, the Community Engagement and Information Assistant will work closely with the Protection Officer, Protection Assistants and Reporting/Database Assistant to ensure the smooth implementation of protection programming in the areas of operation.
Responsibilities
  • Assist the Training and Capacity Building Officer in planning, coordination, execution and monitoring of the capacity building and information dissemination activities such as training, production of IEC materials, information dissemination planning etc.
  • Take lead in mobilizing target communities for protection and other IRC related activities.
  • Engage community members in design, planning, executing, and monitoring of community based protection activities.
  • Work closely with other IRC staff to create awareness and conduct information dissemination activities.
  • Participate in the design, planning, and execution of protection activities in the area of jurisdiction.
  • In coordination with other Protection staff, take part in identification of new target locations.
  • Participate in data collection, vulnerability screening and assessment such as community needs assessment including identification of beneficiaries in need of assistance.
  • Be the link between IRC Protection staff and the target local communities.
  • Establish good working relationship with relevant stakeholders such as camp officials, local community leaders, traditional leaders etc.
  • Ensure that information collected on target beneficiaries is disaggregated by age and sex.
  • Keep record of all community engagement activities implemented and relevant stakeholders in target communities.
  • Ensure timely preparation of monthly work plans as well as preparation and submission of weekly and monthly reports.
  • Attend regular internal Protection sector meetings.
  • Establish, oversee and manage community feedback mechanisms in target locations.
  • Hold community meetings with key stakeholders to identify community needs and concerns
  • Take lead in budgeting of all community engagement related activities in consultation with the Protection Manager.
  • Support Protection Officers in identifying and selecting most vulnerable individuals.
  • Support referral process by notifying Protection Officers of key Protection issues and concerns identified in target areas.
  • Carry out other tasks as assigned by the supervisor.
Requirements
  • University degree in Social Work, Psychology or a related field.
  • 2 years’ experience implementing protection programming including experience in emergency or post-conflict project management
  • Experience in community mobilization and awareness creation.
  • Experience in working in remote and hard to reach areas with limited amenities
  • Ability to live and productively work under stress and in insecure and harsh environments while maintaining a sense of humor.
  • Knowledge of the local language will be an added value
  • Demonstrated experience using international human rights standards in protection programming
  • Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player.
  • Experience in using community based and participatory approaches.
Specific Security Situation/Housing
  • The security situation in the NE continues to be volatile at level 3 (orange) security level as it’s one of the three states of emergency (SoE) in the NE of the country. The candidate should be prepared to implement programming in insecure environments.

  • Under the supervision of the Protection Manager, the Protection Officer will work extensively with other sectors, to ensure that protection principles are being incorporated into the Nigeria sector programs, and in particular with the Women’s Protection and Empowerment Coordinator, the Child Youth and Protection Development Coordinator and the Food Security team to strengthen the integrated nature of IRC’s protection and assistance programs in Nigeria.
  • The Protection Officer will be the focal point in conducting protection monitoring in target areas and will conduct case intake for individual protection cases.
  • The Protection Officer will also ensure the smooth formation and running of community based protection structures and mechanisms.
Responsibilities
  • Take lead in conducting protection monitoring (community and individual level) visits in target communities in order to identify protection trends.
  • Establish, oversee and ensure the smooth running of Community Based Protection Structures or Protection Action Groups (PAGs).
  • Identify, document and report on key protection issues, concerns and threats in target location.
  • Ensure that minimum standards of protection are consistently applied through community-based protection methods.
  • In coordination with the Legal officer and Assistant, oversee and manage individual protection cases.
  • Support Information Assistants in conducting community mobilization, awareness raising and information dissemination activities.
  • Support and participate in the organization and facilitation of Protection trainings at the community and state level.
  • Identify and refer most vulnerable individuals to appropriate services and assistance.
  • Participate in data collection, vulnerability screening and assessments such as needs assessments, baseline/end line surveys etc.
  • Develop and maintain good working relationship with relevant stakeholders such as government authorities, community leaders, INGO staff etc.
  • Take good quality activity pictures and submit to the Reporting/Database Assistant and Protection Manager
  • Work together with the Training and Capacity Building Officer to build and strengthen the capacity of community based structure and mechanism
  • Ensure that all reporting is disaggregated by age and sex and information is effectively shared.
  • Prepare a periodic program reports in consultation with the Protection Manager, Reporting/Database Assistant and other IRC Protection staff.
  • Take part in the design, planning, execution and monitoring of protection activities.
  • Take lead in budgeting and accountability for all community based protection activities.
  • Take part in developing monthly work plan and visit the field sites, regularly hold FGD and community meetings
  • Keep record of all protection activities and attend regular program meetings
  • Carry out other tasks as assigned by the supervisor

Responsibilities
  • Take lead in identification of most vulnerable individuals in target communities and extremely vulnerable individuals in need of urgent assistance.
  • In coordination with the Protection Officer, identify what form of targeted assistance to be provided to extremely vulnerable individuals.
  • Provide individual targeted assistance to extremely vulnerable individuals and make follow up with them to ensure that their most urgent needs are being appropriately addressed.
  • Support the Protection Officer in the establishment and oversight of community based protection mechanisms/structures.
  • Assist Information Assistants in carrying out community mobilization, awareness creation and information dissemination activities.
  • Assist Protection Officer in conducting promotion monitoring activities in target areas.
  • Assist the Training and Capacity Officer in planning, organizing and implementation of conducting trainings at the community level.
  • Support in identifying key protection issues, concerns and threats in target communities
  • Refer identified cases to the Protection and Legal Officer for further action and consideration.
  • Participate in data collection, vulnerability screening and assessments such as needs assessments, baseline/end line surveys etc.
  • Participate in the design, planning, execution and monitoring of Protection sector activities
  • Assist the Protection Officer in consolidating weekly report, monthly and other program reports.
  • Keep record of all individual targeted assistance activities and assist in keeping records of community based protection activities.
  • Work together with the Training and Capacity Building Officer to build and strengthen the capacity of community based structure and mechanism.
  • Take good quality activity pictures and submit to the Reporting/Database Assistant and Protection Manager
