The Niger Basin Authority (NBA) is an inter-governmental organization responsible for promoting cooperation amongst Member states and contributing to improve the living conditions of the basin populations through sustainable management of water resources and associated ecosystems. The member Countries are: Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Guinea, Mali, Niger, Nigeria and Chad.

Job Title: Legal Adviser
Location: Niamey, Niger
Background and Rationale
- In 1964, the States bordering the Niger River and its tributaries created the Niger River Commission (NFC). In 1980, the NBA succeeded the Niger River Commission with nine Member States (Benin, Burkina Faso, Cameroon, Chad, Côte d'Ivoire, Guinea, Mali, Niger, Nigeria).
- The NBA's mission is to promote cooperation among member countries and ensure integrated development of the basin through the development of resources in the fields of energy, water, agriculture, livestock, fisheries and fish farming, forestry and sylviculture, transport and industrial communications.
Objectives
The objectives of the Niger Basin Authority are to:
- Harmonize and coordinate national policies for the development of water resources in the Niger Basin
- Participate in development planning through the elaboration and implementation of an integrated basin development plan
- Promote and participate in the design and operation of works, projects and programmes of common interest
- Ensure the control and regulation of all forms of navigation on the river, its tributaries and sub-tributaries, in accordance with the Niamey Act
- Participate in the formation of requests for assistance and in the mobilization of financing for the studies and works necessary for the development of the Basin's resources.
Mission of the Position
- Under the supervision of the Executive Secretary of the NBA, the Legal Adviser is responsible for guaranteeing the interests of the NBA and its structures, ensuring the control of legality and the harmonisation of the laws of the Member States, as well as legal monitoring.
Main Responsibilities
- Assist all NBA structures on the legal aspects of the organization
- Monitor litigation and/or pre-litigation procedures
- Ensure the protection of NBA's interests in the preparation of draft Conventions
- Support the harmonisation of the respective legislation of NBA member countries in the field of environmental and water law.
Position Profile
- The candidate must hold a Higher Education Diploma of at least BAC + 5 (DEA, DESS, Master) in the following specialities: Water and Environmental Law, Public Law, Private Law, International Law or Business Law
- Proven knowledge of international environmental law, water law and negotiation techniques
- Proof of ten (10) years' experience in a similar position in a national and/or international public organization or in an international consulting law firm
- Have a perfect command of computer tools (standard software and specific software) and innovative technologies in the field of water and environmental management
- Have a good knowledge of project monitoring and evaluation
The candidate must:
- Master communication, organizational, planning and problemsolving tools and techniques, have fluency and editorial rigour
- Have a good ability to adapt and innovate, while being able to develop teamwork, and demonstrate transformative leadership
- Be of good character, teamwork, good listening skills and easy contact

- Under the supervision of the Executive Secretary of the NBA, the Procurement Expert is responsible for ensuring strict compliance with procedures for awarding and monitoring the execution of contracts for all NBA activities.
Main Responsibilities
- In collaboration with the DAF and Project Coordinators, develop and ensure publication of NBA and project procurement plans
- Ensure the contracting process at all stages in a diligent and transparent manner
- Ensure timely and consistent performance of contracts in accordance with funding agreements and the NBA Manual of Procedures
- Ensure, in general, the proper implementation of the procurement system during the execution of activities.
Position Profile
- The candidate must hold a graduate Degree in Engineering, Administration, Law, Finance, Management, or Public Procurement Management (minimum level BAC + 5 or any other equivalent diploma)
- Justify additional training in procurement
- Have at least ten (10) years' proven professional experience in the field of Procurement

Mission of the Position
- Under the supervision of the President of the Council of Ministers, the Financial Controller shall ensure the effective and efficient management of the NBA's financial resources in accordance with the NBA's Financial Regulations.
Main Responsibilities
- Ensure the a priori control of all acts of commitment established by the Executive Secretary and approve them before their payment
- Present to each session of the Council of Ministers a report on the execution of the budget. A copy of this report shall be sent to the Executive Secretary
- Make an a priori control and approve the expenses of the Executive Secretariat and Projects
- Maintain in computerized format the accounting of commitments and liquidations
- Draft various periodic reports (budget implementation and financial situation, etc.) and technical notes for the Council of Ministers
- Perform all other responsibilities related to the position.
Position Profile
- The candidate must hold a Higher Specialised Diploma of at least BAC + 5 level (DEA, DESS, Master II) in one of the following fields: Economics, Public Finance, Finance, Audit and Management Control, Accounting/Management
- Provide proof of additional training in procurement using multi-donor procedures
- Have at least ten (10) years' proven experience in a similar position in a national or international public institution or in an international accounting audit firm
- Have a solid computer knowledge of common software (Word, Excel, Power point, Email).
The candidate must:
- Have proven knowledge of public accounting and budget law, SYSCOA (OHADA) accounting, and financial management and analysis
- Master control and multi-donor procedures
- Be adaptable, responsive and communicative; be creative and of good character; have a sense of teamwork, organization, planning, problem solving and strategic thinking, and give priority to clients.
- Knowledge of English and French is an asset.

- Under the supervision of the Executive Secretary of the NBA, the Director of the Observatory's mission is to ensure the establishment of a data bank on the Niger Basin, its analysis and its dissemination to the various public or private, national or international actors.
Main Responsibilities
- Ensure the creation, updating and safeguarding of a database on the Basin
- Ensure the analysis of available data and the production of statistical information on the natural environment and socio-economic development of the basin
- Ensure that this information is made available to all public or private, national or international actors involved in the Basin
- Ensure the day-to-day administration of the Niger Basin Observatory
Position Profile
- The candidate must hold a Higher Education Diploma (BAC + 5 years minimum) in Water and/or Environmental Science and Technology
- Have a perfect command of IT tools (standard software and specific software) and innovative technologies in the field of water and environmental management
- Have a good knowledge of project monitoring and evaluation
- Have at least ten (10) years of proven experience in the field of integrated water resources and environmental management in a national or international public institution
- Have good experience in the design and management of transboundary basin management projects
The candidate must:
- Have a good knowledge of water science and technology and/or the environment, a very good knowledge of computer tools for water and environmental management (specific models and software), a perfect command of French and English
- Have a good ability to coordinate multiple activities and mobilize synergies, have a high strategic sense, with a high capacity for adaptation, a strength of proposals and an acute sense of dialogue and negotiation, and have a solid sense of customer focus with a strong ability to listen and be open to others
- Have a strong sense of teamwork and transformative leadership
- Be of good moral character.
