Job Title: Regional Emergency Director - West Africa

Job Overview

  • As Regional Emergency Director (RED), you will provide strategic and operational leadership to building emergency response capacity and implementing high quality responses in the West Africa Region.
  • In close collaboration with technical and operational counterparts, you will advise and guide decision making for Country, Regional and Emergency and Humanitarian Action Unit (EHAU) leadership around where, when, and how IRC will build capacity and respond to emergencies and you will coordinate and lead support to emergency responders at country level.
  • You will be responsible for ensuring that IRC’s work on emergency capacity strengthening, preparedness and response meet both IRC’s and international standards.
  • The RED is a senior position within regional and EHAU management teams. In this role, you are responsible for assuring quality of IRC’s emergency response and preparedness activities within their region. A central component of this role is to facilitate collaboration and coordination between country, regional and EHAU technical and operational counterparts, assuring cohesive and connected support to country programs.

Responsibilities
Response Management (approximately 40% of time): The RED will lead the regional and HQ support for emergency response management led by countries within your region. With support from regional and EHAU leadership, and in collaboration with country teams, you will coordinate resources, guide strategy, and serve as the primary support for emergency responders. This includes:

  • Ensure the timely planning and implementation of contextualized emergency responses, which are aligned with IRC standards, policies, and global best practice.
  • Promote and support high-quality emergency needs assessments to inform response decisions and strategies.
  • Promote decisions and strategy development that are informed by analysis of humanitarian context.
  • Advise go, no-go response decisions, provide guidance and sign-off on response strategies.
  • Advise and support on securing funding opportunities, donor compliance, and donor engagement to execute response strategies.
  • Coordinate technical, operational, financial, and human resources to support response activities.
  • Lead on response evaluation, information sharing and knowledge management around emergency responses to promote learning within and across regions.
  • Deploy as needed to lead emergency responses e.g. for start-up, for large or particularly complex responses, or as a gap fill in ongoing responses.
  • Support deployed EHAU Emergency Country Directors and Team Leads, e.g. through sharing of contextual knowledge, coordination, information sharing with regional colleagues, facilitation of donor conversations, strategic guidance etc.& security inputs and support to emergency responses.
  • Support Emergency Response team-led (ERT) responses as needed.
  • Collaboratively work with country programs and EHAU to ensure smooth management and operational transition to country programs after response.

Emergency Preparedness and Capacity Strengthening (approximately 40% of time): The RED will be the lead for coordination and implementation of emergency preparedness and capacity strengthening initiatives. This includes:

  • Support development of an overarching IRC global emergency capacity building and preparedness framework.
  • Using IRC’s global framework, lead the development of a region-specific plan for emergency capacity building.
  • Assure the quality implementation of the regional plan by providing direct support and coordinating with technical and operational counterparts within country, regional and EHAU teams.
  • Lead in measuring and tracking progress against preparedness and capacity goals, information sharing and knowledge management to promote learning within and across regions.
  • Coordinate the provision of mentorship from various functional areas to CPs, including direct deployment to build emergency capacity/readiness as required.
  • Support country programs to achieve partnership objectives by providing capacity strengthening to partners in areas related to emergency preparedness and response.

Strategic Leadership (approximately 20% of time): In support of regional and organizational priorities the RED will:

  • Serve as the primary focal point in the region to coordinate across relevant technical units, country teams and partners to drive our efforts to strengthen capacity, competencies and to grow the impact of DRR, DP and Resilience programming across the region.
  • Assure effective community of practice and learning across the IRC country teams in the region to information, share learning, build on strengths, and support continuous improvement.
  • Ensure that the IRC remains responsive to emerging humanitarian issues and maintains its position as a leading humanitarian agency.
  • Oversee the process to identify and monitor the regional humanitarian environment against key indicators and provide regular updates on the regional situation to EHAU, regional and country program leadership.
  • Represent the IRC in relevant humanitarian meetings, fora and workshops at regional level, ensuring collaboration with other humanitarian agencies, the UN, etc. and coordinate information sharing on current and emerging humanitarian methodologies, approaches, techniques and policies.
  • Act as focal point for emergency-related crisis analysis.

Key Working Relationships and Accountability:

  • Position Reports to: The RED will report to the Deputy Regional Director and the Director of Delivery EHAU, through a management in partnership relationship.
  • Position supervises:  Emergency Focal Person in Country Programs (Management in Partnership) where relevant.
  • Works closely with: Country Program Senior Management Teams, Regional Senior Management Teams and the Emergencies and Humanitarian Action Unit Response Management Team.

Qualifications

Company Overview
Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes.

Beginning of January 2014, IRC shifted geographical location to the North East, in Adamawa state to provide humanitarian response to the conflict-affected populations. In the North East, IRC has three operational offices: Yola and Mubi field offices in Adamawa state and Maiduguri field office in Borno state-with the latter office opened in October 2015. In both states, IRC is providing humanitarian support to internally displaced populations hosted in IDP camps, camp like settings, host communities and returnee populations.

The IRC Nigeria country program is implementing multi-sectorial interventions in the sectors of: Health and Nutrition; Environmental Health; Child Protection; Education; Women’s Protection and Empowerment; Food Security and Livelihoods and Protection. Most of these programs are driven in partnership with strategic local NGOs. At the moment, IRC is expanding its interventions Local government Areas (LGAs) in Yobe state.

Job Overview / Summary

  • The Environmental Health Manager is responsible for overseeing the implementation of all EH activities in Yobe and will report to the Senior EH Manager.
  • She/ He will provide technical and managerial leadership to the water, sanitation and hygiene promotion team in these locations and ensure all activities are of high quality and respond to immediate needs.
  • The position will be based in Damaturu with frequent travels to the field offices and site in Yobe operation areas.

Major Responsibilities

  • In coordination with the Sr. EH Manager (Adamawa and Yobe), assist with technical support and capacity building for WASH staff under your direct management.
  • Ensure all implementation plans employ a programming approach that integrates the needs of other sectors of work especially Health, WPE, Protection and ERD;
  • Monitor budgets, materials, equipment and supplies for technical work for your program locations and allocated budgets;
  • When requested by the Sr. EH Manager (Adamawa and Yobe), provide regular reports, document results and maintain detailed records of progress and contract payment schedules for activities in the LGAs.
  • In coordination with the Sr. EH Manager (Adamawa and Yobe) establish contacts with relevant international/local NGOs and line ministries in the area of operation;
  • Ensure that all IRC EH projects in your target LGAs are implemented in a timely and professional manner, according to objectives, goals and indicators established by SPHERE, IRC, Nigerian Law and in line with donor requirements and beneficiary needs;
  • Conduct routine assessments as needed to determine the water, sanitation and hygiene needs within your target LGAs; this will also include evaluation of ongoing technical interventions and make recommendations as needed.
  • Follow all technical direction as outlaid in the Yobe State EH Strategy for the installation of all water and sanitation infrastructure in IRC supported medical facilities, included the requirements for the mobile health units, IDP sites and host communities including but not limited to drilling, restoration of existing infrastructure, drainage, solid waste management, latrine, shower and pot wash/laundry construction, hygiene campaigns, vector control and hygiene promotion activities;

Key Working Relationships:

  • Position directly supervises:  Environmental Health Officers
  • Indirect Reporting: Grant, Supply Chain and Finance team
  • Other Internal and/or external contacts: Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.

Qualifications

  • University degree/HND in Civil/Environmental Engineering or related field;
  • Minimum 3 years professional technical experience in WASH/Environmental Health, Physical Science, structures and/or water delivery/production;
  • Minimum 2 years overseas experience, preferably in a conflict or post disaster setting;
  • Solid managerial skills and experience in an international multi-cultural setting;
  • Strong project planning, organizational, interpersonal, and communication skills;
  • Proven technical writing skills;
  • Competent in Windows, MS office programs, AutoCAD (or similar computer aided design), email and database experience;
  • Interpersonal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure in a professional manner
  •  Fluent in spoken and written English, Hausa or any local language skills are a plus

Job Title: Nutrition Senior Roving M & E Officer

IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state.  In early 2014, IRC opened a field office in Mubi town of Adamawa state in NE Nigeria followed by offices in Yola (Adamawa state) in November 2014, Maiduguri (Borno state) in October 2015 and Damaturu (Yobe state).  The IRC Nigeria country program is implementing multi-sectoral interventions in the sectors of: Health and Nutrition; Environmental Health; Child Protection; Education; Women’s Protection and Empowerment; Economic Recovery and Development and Protection. Most of these programs are driven in partnership with strategic local NGOs. 

The Nutrition sector currently manage project with different donors across Borno, Adamawa and Yobe (BAY) states in different facilities such as OTP, stabilization centre, etc. The team work closely with the health team and other sector in to responding and achieving the humanitarian response plan in Northeast Nigeria.

Job Overview / Summary

  • The purpose of the Nutrition Snr. Roving M&E Officer position is to coordinate the collection, compilation, consolidation, and analysis of data using the CMAM online platform to track programs/ projects activities, monitor progress and support impact measurement across the BAY states. 
  • S/he will also serve as the focal person for all development research, engage in reflective practice, and generate lessons from projects/program and prepare M&E plans for the Nutrition sector.  
  • S/he is responsible for establishing and ensuring better field level data management systems for the core program s/he assigned to and coordinates the proper and timely evaluation of project objectives/impact. 
  • S/he will contribute to the existing client response mechanisms and ensure program staff participation in M&E activities. 
  • The position holder will closely work with sector manager(s), front line staff, and community/facility volunteers. 
  • S/he also will work closely with the M&E unit on technical matters and reports to the M&E Manager and the Nutrition Coordinator.

Major Responsibilities
Program/project design and learning (20% of time):

  • Participate in program/ project design especially in developing Nutrition log frames and, also contribute learning from previous projects.
  • Responsible for the development and continuous update of Nutrition projects across the BAY states on timely fashion.
  • Support to develop and make sure all the projects in the Nutrition sector has tested monitoring tools that capture both program activity and indicators progresses.
  • Take part in diagnostic studies, evaluations and surveys.
  • Responsible for organizing periodical ongoing Nutrition level data review, reflective practice, evaluation and progress monitoring events by involving communities and local partners.
  • Responsible for organizing Nutrition panel monitoring and/or similar M&E events to ensure accountability to the target community, with relevant stakeholders including communities and ensure their dissemination to concerned parties.
  • With support from the M&E Manager, Nutrition manager(s) and coordinator, establish and maintain project level information management system that accommodate all information across the BAY states.
  • Contribute to designing Nutrition strategy to collect field level information required by IRC, donors and/or stakeholders.
  • Responsible for proactively networking and sharing of lessons from the Nutrition core program with strategic partners and other stakeholder including government;
  • Responsible for coordinating synergy and cross-learning among different projects.

Monitoring and evaluation (50% of time):

  • Responsible for tracking Nutrition progress against monitoring work plans.
  • Coordinate the Nutrition field level community participatory monitoring and evaluation, reflective practice and impact measurement.
  • Responsible for ensuring the on-time execution of Nutrition projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision.
  • Responsible for providing technical support to Nutrition staff and partner organization on information management system, proper data collection and record keeping.
  • Responsible for updating Nutrition M&E plan timely and provide feedback to program staff on status and quality of implementation.
  • Responsible for Nutrition monthly and/or quarterly performance indicator analysis, including generation of reports as well as presentations for staff related to on-going performance.
  • Responsible for conducting Nutrition regular data verification exercises to ensure reporting and collection of quality data across the BAY states.

  • Actively participate in and contribute to M&E team activities, system assessments, development and implementation of new systems and/or tools aimed at strengthening overall M&E practices at IRC Nigeria.
  • Responsible for closely working with Nutrition staff to ensure they follow correct procedures and criteria during beneficiary selection, reporting and documentation across BAY states.
  • Accountable for the recruitment of enumerators and support in other survey including engagement of consultants.

  • Responsible for periodically conducting Nutrition reflective practice forums at field office/ project level and compile lessons from project implementation processes.

Information management and reporting (10% of time):

  • Support in reviewing and maintaining centralize Nutrition project information management system.
  • Responsible for submitting Nutrition data set to update country office wide program database on monthly basis.
  • Responsible for compiling and reporting monthly sector working group report such as 5W.
  • Responsible for compiling Nutrition regular project monitoring report, including lessons learned, prepared by different projects and application of evaluation recommendations.
  • Support to ensuring all projects have downward/ forward client responsiveness mechanisms and works with project Nutrition staff to make sure its implementation.
  • Responsible for compiling quarterly, bi-annual, and annual tabular, and narrative Nutrition reports (as required by project stakeholders) on projects’ accomplishments by cost and alert the management for special deviations from the plan.
  • Ensure high quality data are available on a regular and timely basis for programmatic decision making.

Capacity building and supervision (10% of time):

  • Responsible for supporting Nutrition local partners in designing monitoring and reporting tools and establishing database management systems.
  • Responsible for the orientation of Nutrition front line staff, partners’ staff and volunteers on the monitoring tools and train them how to use data for decision making.
  • Orient program staff on the basic principles and practices of client responsiveness in accordance with the IRC

Perform other duties assigned by the supervisor (10% of time):

  • Perform other task related assignment proposed by his/her supervisor/s

Qualifications
Essential:

  • Degree in statistics, computer science/information management/or any other related field.
  • Excellent computer skills are required (particularly Advanced Microsoft Excel, Access and Word);
  • At least four-year experience working in monitoring and evaluation preferred.
  • Strong data collection, analysis, and report writing skills required.
  • Ability to work independently, think analytically and take initiative in solving problems.
  • Ability to communicate technical issues effectively.
  • Familiarity with log frame analysis and M&E plan.
  • Experience in conducting assessment using Kobo, ONA, SPSS, Commcare, etc.

Desirable:

  • Background in Nutrition and Working with highly vulnerable and displaced people would be added advantage.
  • Good verbal communication skills in local languages and working knowledge of English.
  • Most importantly, commitment to IRC values and principles.
