Role Overview
- The Programme Officer - Promotion of Scientific Excellence and E-learning reports to the Scientific Research and Innovation Division for all tasks relating to the promotion of Scientific Excellence and E-learning.
- S/he is tasked with contributing to the development of strategies and policies for a culture of excellence and e-learning and monitoring the implementation of the resulting action plans.
Role and Responsibilities
- Implement the African Research and Innovation Forum (FARI) as a platform to showcase the outcomes of research and technological discoveries by researchers in the ECOWAS region and beyond and open new opportunities for partnership between research and innovation stakeholders and the private sector;
- Implement the African Research and Innovation Programme (PARI), designed to fund research on a competitive basis by calling for applications for research projects that contribute to the fight against poverty; promote the mobility of researchers and equip research laboratories in the ECOWAS region.
- Implement the programme for the development of ECOWAS centres and poles of excellence in strategic development areas and ensure their monitoring and evaluation;
- Implement programmes in ethics and bioethics of science and technology;
- Implement the programmes in support of the ECOWAS Prize for Excellence in Science and the African and International Awards for Scientific Excellence;
- Develop programmes on the dissemination of research results through publication or support for scientific journals;
- Develop strategies and programmes to encourage young people and women to pursue scientific careers;
- Promote the dissemination of books, newspapers and science and technology magazines;
- Facilitate capacity building sessions and meetings in the relevant areas of expertise;
- Implement the action plan of the Regional Policy on E-learning and ensure its monitoring and evaluation;
- Develop e-learning training modules and course materials in the professions and areas of expertise of all socio-economic sectors in the region.
- Develop programmes for the promotion of Massive Open Online Courses (MOOCs) in the ECOWAS region;
- Encourage the culture of e-learning as a means of developing skills in public and private sector services (tourism, health, agriculture, finance, communication, transport, trade, energy, etc.), professional development and upgrading of the working-age population in ECOWAS Member States, etc;
- Develop innovative approaches to make initiatives related to Excellence in Science and Research and E-Learning more visible;
- Improve the use of modern technology, in particular to broaden access to the educational system through ICTs.
- Document reports and databases related to his/her area of expertise;
- Plan and budget activities related to the programme;
- Identify additional sources of funding and potential partners for the implementation of projects related to the programme;

Academic Qualifications and Experience
Education:
- Bachelor’s degree or equivalent in Technology and Innovation, Social Sciences and Humanities, Engineering Technology or a related field from a recognised university.
Experience:
- 5 years of professional experience including relevant international work;
- Solid knowledge of ECOWAS policy on scientific research and innovation,
- Good knowledge of international or regional organisations working in science and innovation.

Role Overview
- The Programme Officer Energy Access shall be based at the ECOWAS Commission in Abuja.

- He/She shall be responsible for the implementation of all the activities related to sustainable, reliable and affordable access to modern energy services, under the coordination of the Principal Programme Officer.
Role and Responsibilities
- Assist in developing and harmonizing policies, regulations and institutional frameworks related to the improvement of energy access in the region;
- Assist in the Implementation of the ECOWAS rural and peri-urban electrification Master plan and set up a regional capacity to implement its action plan;
- Initiate the development of pilot investment programs for scaling-up access to productive use of energy and modern energy services particularly in rural areas;
- Establish a coordination mechanism with the National and Regional Multi-sectoral groups on access to Energy Services;
- Assist Member States to define national Energy Access strategies and policies and ensures regional/national synergies ;
- Coordinate the technical development of the Regional Capacity Building Program for investment and programs implementation in energy access;
- Coordinate the technical development of regional financing mechanisms to support Member States in raising funds for their national energy access programs;
- Closely coordinates ECOWAS work with its various partners on the Energy Access Program, and work to expand relevant partnerships;
- Contribute to the elaboration of programs to support the development and reconstruction of the energy sectors of post conflict ECOWAS Member States;
- Increase synergy with the ECOWAS Renewable Energy and Energy Efficiency Centre for the regional programs related to energy access at national and regional levels;
- Develop and strengthen the cooperation with regional and sub-regional bodies with the international organization on energy access (AUC, UN SE4ALL, Power Africa etc.);
- Represent ECOWAS Commission at the International meeting on energy access;
- Initiate projects and prepares project documents on any relevant issues related to energy access, monitors and evaluates projects implementation.

Academic Qualifications and Experience
- Bachelor's degree (or equivalent) in Renewable Energy, Alternative Energy, Electrical Engineering, Electromechanical Engineering or a similar field from a university of recognized standing;
- 5 years’ progressively professional experience in the field of renewable energy promotion and development, access to energy services, energy efficiency, energy economics and bioenergy in the public or private Institution;
- Good knowledge and experience in the planning, preparation and coordination of energy programs and projects at national and/or regional levels;
- Technical expertise in energy policy, strategy and institutions.

Role Overview
Under the guidance and direct supervision of the Head of the Electoral Assistance Division, the Election Management Officer’s main tasks and responsibilities will be to:
- Support the Head of Division in implementing the ECOWAS Vision for the Division, coordinating the activities of the Electoral Assistance Division, in line with the provisions of ECOWAS existent Protocols and Decisions, in particular, the 1999 Mechanism for Conflict Prevention, Management, Peacekeeping and Regional Security, the Supplementary Protocol on Democracy and Good Governance and the 2008 ECOWAS Conflict Prevention Framework.
Role and Responsibilities
- Participate in discussions and formulation of political and technical strategies in electoral fields;
- Coordinate ECOWAS Electoral Assistance packages and support to Member States organizing elections;

Under the authority of the Director of Customs Union and Taxation, contribute to the consolidation of the ECOWAS Customs union. Specifically:
- Work towards the adoption of ECOWAS Directives on VAT and Excise Duty harmonization and their implementation in Member States
- Work towards the effective implementation and monitoring of the ECOWAS Fiscal Transition Programme
- Work towards the simplification and harmonization of personal and corporate Income tax procedures in the region

Academic Qualifications and Experience
- Master's degree (or equivalent) in the Social Sciences, Business, Administration, International Relations, International Diplomacy, Public Administration, Sociology, History, Law Or Political Science from recognized university;
- Have worked in a Tax administration or in taxation for at least 10 years at progressively senior level;
- Understand issues relating to regional economic integration
- Have attended courses (local and international) in Tax matters.
- Have a clear understanding of the role of taxation in the facilitation of international trade;
- Demonstrated knowledge of international and ECOWAS regional rules and regulations relating to tax policy.
