Overview
- The Health Informatics Officer is responsible for managing DHIS2 for the program.
- S/he will manage the various modules like dashboards, forms and reports as well as providing technical support for other MSH users of the DHIS2 and its partners at the national and state levels.
Specific Responsibilities
- Manage the DHIS2 database for the PMI-S project at MSH Abuja
- Provide technical leadership on management of DHIS2 and integrate DHIS2 into the project business operations following best practices for quality data;
- Working with the Senior M & E Advisor, provide technical assistance to the NMEP in the revision, use and management of HMIS tools and DHIS2;
- Conduct a regular check of the completeness and timeliness of state and national malaria data in DHIS2 and flag areas of gap with the states and NMEP;
- Work with the NMEP and PMI project states to identify and correct any data management gaps and challenges within the DHIS2 system;
- Support PMI project team members in analyzing and using data from DHIS2;
- Develop, update, repair and modifies DHIS 2 modules to comply with project requirements;
- Develop reports to show program performance against target on monthly, quarterly and annual basis for reportable indicators and share with Senior M & E Advisor and the entire project team;
- Support national and state level DHIS2 users (NMEP, SMEP, LGA) to effectively manage data by developing and sharing user manuals, as well as providing onsite support;
- Through the Senior M & E Advisor, work closely with other project teams in MSH, both national and international, to achieve effective management of DHIS2 for the project
- Trains new DHIS 2 users on data management and provide technical support at all levels (NMEP, SMEP and LGAs), as well as provide routine supervision and mentoring to all users;
- Attend and participate in DHIS2 related meetings, training and field supervision/support.
- Participate in and support DQA processes at state, LGA and facility levels;

Qualifications and Experience
- Bachelor's degree in Statistics, Social Science, Medical Science, Computer Science, Computer Engineering, Information Systems Technology or a related field. A postgraduate degree is desirable.
- Minimum of 3 years documented practical DHIS2 implementation experience
- Experience implementing DHIS2 Tracker
- Experience with DHIS2 Mobile Applications
- Experience developing, upgrading and repairing DHIS 2 modules
- Minimum of 5 years’ experience in collecting and/or managing public health data on a national level

Specific Responsibilities
- Develop and execute responsive and appropriate operations management systems (for office management, local procurement, fleet management and logistics, consultant and subcontractor administration, etc.) in line with local laws and regulations, MSH policies and standard operating procedures, and donor requirements.
- Lead and manage the operations functions by aligning staffing and systems with country projects and available resources to provide timely, cost effective, and high quality support and administrative services to all MSH country-based projects and activities.

Specific Responsibilities
- Facilitate the preparation of procurement plan
- Receives approved Purchase Requisitions (PR) for procurement of goods and services
- Tracks all PRs, for both local purchases and those requested through Cambridge

Specific Responsibilities
- Recruitment: In collaboration with Project staff, provide services related to the recruitment of project staff and contractual staff who will provide administrative support to project technical activities. This includes defining recruitment needs, developing clear job descriptions, managing the intake of applications, reviewing and circulating CVs, identifying advertisement resources, performing initial interview of candidates, and checking references. Provide progress reports to and regularly communicate with project management staff and update Boston regarding recruitment activities. - Hiring: In collaboration with PD and DFA, negotiate salary with the selected candidate. Secure necessary USAID concurrences and approvals for selected candidates. Prepare employment letters.
- Personnel: Create and maintain accurate personnel files on all employees. Administer paperwork for all local employee changes in status. Assist project management in equitable implementation and enforcement of personnel policies as needed. Act as a liaison with Human Resources and Administration (HRA) in Boston with respect to personnel matters. Be available to employees regarding confidential employment matters, career development, job satisfaction, and grievance and discipline issues. Provide guidance and options and/or pathways for resolution, consulting with HRA point person in Boston as appropriate. Conduct exit interviews when staff depart from positions. Maintain, revise, and update the Employee Handbook as necessary.
- Benefits Program: Oversee the administration of the health benefits and pension program. Collaborate with the PD on the management of the provider relationships. Ensure that the PRO-ACT benefits package is evaluated and revised as necessary on an annual basis. Communicate any changes to project staff.
- Orientation: Develop and conduct as needed an orientation program for all new staff to review PRO-ACT benefits, performance standards, and policies.
- HR Advisory Capacity: Provide project management with HR perspective on potential impacts of issues and actions affecting project staff.
- Procurement Integrity: Provide procurement integrity training to new and continuing staff to ensure that MSH standards and USAID regulations are adhered to particularly in regard to the recruitment of new staff.
- Compensation: Administer the compensation program for local staff and consultants. Ensure salary structures and guidelines are followed. Provide advice to management staff as needed.

Overview

- Ensure that appropriate staff members are aware of and understand laws, contract/award and donor requirements, and MSH policies and procedures
- Monitor and ensure compliance.

Qualifications and Experience
- High school degree. University degree preferred.
- 5 years of related work experience with International organizations in Nigeria.
- Sound judgment, non-aggressive driving style and good communication skills.
- Valid Driving Licences
- Good knowledge of standard driving practices
- Good driving record.
- Ability to travel to other states if required
- Mental programs for interpreting and responding to events automatically; and motivations which activate and direct safe behavior and anticipate problems
- Ability to organize and complete manual and routine tasks as assigned
- Ability to perform at an acceptable level of control skill.
- Excellent cross-cultural communication and active listening skills.
- Fluency in English and dominant language of Nigeria.
