Job Title: Finance Manager (75%), USAID / Nigeria Monitoring, Evaluation and Learning Support Activity (MELSA)
Location: Nigeria
Project Objective
The purpose of this five-year project is to support USAID/Nigeria staff and partners to implement more efficient, effective, and transparent activities by improving:
- USAID and Implementing Partner’s (IP) capacity to achieve expected results;
- USAID’s understanding and tracking of activity and project performance; and
- Mission and activity ability to collaborate, learn, and adapt (CLA).
Position Description
- SI is seeking a part-time Finance Manager (75%) to oversee financial planning and management, as well as logistical and administrative support to the activity team.
- The Finance Manager must ensure administrative, financial, contractual, and procurement activities are carried out in compliance with SI and USAID regulations and policies and procedures.
Responsibilities
- Manage and oversee activity finance and administration.
- Ensure compliance with contractual obligations and deliverables in line with SI and USAID regulations.
- Establish and implement procedures for project financial management, procurement, and consultant contracts to ensure transparency and ethical business practices.
- Work with senior management to ensure that financial management and reporting are following USAID requirements.
- Manage activity start-up and support the initial work planning process.
- Establish procedures for and manage a payroll services firm to administer staff salaries and benefits, consultant payments, and other expenses.
- Ensure payroll calculations, including tax withholding, employee/employer contributions, and other deductions, are accurate and in compliance with local regulations.
- Develop financial reports as needed.
- Implement other functions relevant to the position, including regular meetings with SI Headquarters Management Team.
Qualifications
- A Bachelor's Degree in Public Administration, Business, Financial Management, or other relevant field required.
- At least seven years of financial management and contracts expertise with USAID-funded projects required.
- Knowledge of and experience with Nigerian payroll income tax calculations and health policy calculations for all full-time staff.
- High proficiency with Microsoft Office Suite, particularly Excel.
- Computer literate and possess superior oral and written communication skills.
- Oral and written fluency in English.

Job Title: Senior Assessment and Evaluation Advisor, USAID / Nigeria Monitoring, Evaluation and Learning Support Activity (MELSA)
Location: Abuja, Nigeria
Proposal Objective
The purpose of this five-year project is to support USAID/Nigeria staff and partners to implement more efficient, effective, and transparent activities by improving:
- USAID and Implementing Partner’s (IP) capacity to achieve expected results;
- USAID’s understanding and tracking of activity and project performance; and
- Mission and activity ability to collaborate, learn, and adapt (CLA).
Position Description
- SI is seeking a full-time Senior Assessment and Evaluation Advisor who will be responsible for the overall management and functioning of all evaluation, assessment, survey, and special study tasks, as well as related cross-cutting tasks under this activity.
- This position will be based in Abuja. The Senior Assessment and Evaluation Advisor will serve as a core team member on a full-time basis throughout the five-year period of performance.
Responsibilities
- Oversee evaluation, analyses, and assessments throughout the life of the activity, including scope of work development, data collection, design of methodologies and protocols, data analysis and reporting writing.
- Participate as the Team Leader or senior team member on assessments and evaluations, as needed.
- Ensure the quality of deliverables/reporting of all evaluations, assessments, surveys, and special studies.
- Oversee Mid-Level MEL Specialists and consultants who participate on assessment and evaluation teams. Ensure that short- and long-term evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
- Work with the Chief of Party (COP) and other team leads to ensure that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission's programmatic work in-country.
- Provide support, leadership, and technical expertise to overall management of the activity to ensure that the activity meets all its performance and reporting requirements.
Qualifications
- Master's Degree in a relevant field, and a minimum of ten years of professional work experience in the design, management, and implementation of assessments, evaluations, analyses, and special studies.
- Expertise conducting MEL activities in one or more of the following technical fields: 1) Economic Growth and Environment; 2) Education; 3) Health; 4) Peace and Democratic Governance.
- Proven skills in quantitative and qualitative methodologies.
- Excellent qualitative data analysis skills including command of at least one coding software/program for qualitative data (Dedoose, NVivo, AtlasTi, etc).
- Excellent quantitative data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, among others.
- Expertise in cost-benefit analysis, econometric methodologies, or statistical systems highly preferred.
- Extensive experience drafting and finalizing evaluation reports.
- Experience providing training and mentoring for groups of various sizes and one-on-one on evaluation- related subjects.
- Previous experience supporting USAID-funded contracts desired.
- Computer literate and possess superior oral and written communication skills.
- Fluency in written and spoken English required.
- Demonstrated ability to manage high-level relationships with partner organizations and implementing partners.

Position Description
- Social Impact is seeking a Senior Learning and Institutional Capacity Advisor who will support learning, knowledge management, capacity building, and adaptive programming activities under SI's USAID/Nigeria Monitoring, Evauation and Learning Support Activity (MELSA).
- The Advisor will work with USAID, its IPs, international donors, and other stakeholders to foster and advance an effective CLA culture.
- The Advisor will increase the institutional capacity of USAID, IPs, and the Government of Nigeria to implement MEL. This position is full-time and based in Abuja.
Responsibilities
- Foster strong, collaborative relationships with key Mission stakeholders; serve as a convener for dialogue and learning around emerging issues; assist in identifying and responding to key learning issues; and coordinate efforts amongst USAID technical offices and IPs working in common Development Objectives (DOs).
- Facilitate the development and implementation of USAID’s CLA plan that outlines key learning questions, stakeholders and their roles, and broad stakeholder engagement at multiple levels.
- Provide training to ensure USAID staff and IPs have the most up-to-date knowledge and capacity to fulfill all aspects of the program cycle
- Support facilitation, including learning events and workshops; facilitate learning, collaboration, and adaptive management at the Mission; produce reflections on the implications of new learning; establishing a network of key stakeholders and organize periodic, appropriate opportunities for USAID to interact with them based on strategy implementation and evidence-based experience.
- Assist in negotiating change management around MEL issues.
- Support strategic communications, including producing publications and organizing public events with partners and other stakeholders.
- Assist with USAID knowledge management efforts.

Qualifications
- Master's Degree in field related to Organizational Learning or Development Assistance such as Public, Business, or Development Administration; Knowledge Management; Political Science; Economics or Development Studies.
- Minimum of 10 years of demonstrated experience in strategic planning; monitoring and evaluation; project design; facilitation of learning; and knowledge management, including experience in applying learning to improve international development programs and systems change for adaptive management of development organizations or agencies.
- Familiarity with USAID CLA approaches and requirements.
- Experience in training and capacity building of USAID, government entities, and IPs.
- Previous experience supporting USAID-funded contracts required.
- Superior oral and written communication skills.

Job Title: Mid-Level MEL Specialist, USAID / Nigeria Monitoring, Evaluation, and Learning Activity (MELA)

- USAID’s understanding and tracking of activity and project performance; and
- Mission and activity ability to collaborate, learn, and adapt (CLA).
Position Description
- SI is seeking multiple full-time, Mid-Level Monitoring, Evaluation and Learning (MEL) Specialists who will contribute to the implementation of activities for this project.
- The MEL Specialist should possess experience across the MEL spectrum, including conducting a variety of monitoring, evaluation, and learning activities. This position will be based in Abuja.
- The MEL Specialist will serve on a full-time basis throughout the five-year year period of performance.
Responsibilities
- Collaborate with the Senior Monitoring, Evaluation, and CLA Leads to contribute to the implementation of MEL activities. Help to support the integration of MEL into learning and continuous quality improvement efforts.
- Monitoring responsibilities: Participate in activity case studies, site visits to monitor activities, and conduct data quality assessments (DQAs). Conduct review of existing project- and activity-level MEL plans and recommend refinements to USAID/Nigeria’s MEL plan.
- Assessment/Evaluation responsibilities: Manage and/or participate on evaluation teams, including conducting data collection throughout Nigeria, data analysis, and report writing. Conduct and/or support analyses and assessments as needed, including but not limited to assessments for the midcourse stocktaking for the 2020-2025 CDCS and any successor CDCS, Political Economy Analysis, Gender Analysis, etc.
- CLA responsibilities: Support training USAID, Government of Nigeria, and implementing partner staff on MEL. Facilitate and/or support multiple learning events bringing together a variety of stakeholders.
- Other responsibilities: Provide timely inputs and quality deliverables for all assignments. Develop program recommendations based on qualitative and quantitative data. Develop dissemination plans for reporting and sharing findings with USAID/Nigeria. Other ad hoc MEL activities, as required.
Qualifications
- Master’s Degree and a minimum of five years of relevant experience, or Ph.D. and four years of relevant experience.
- Demonstrated experience in development of MEL activities including: MEL plans at the activity and project level, monitoring activities, data quality assessments, evaluations, MEL training and capacity building, implementing learning agenda activities, as well as other MEL technical activities.
- Expertise conducting MEL activities in one or more of the following technical fields: 1) Economic Growth and Environment; 2) Education; 3) Health.
- Knowledge of and hands-on experience with the USAID program cycle and evaluation policy.
- Excellent communication, writing, facilitation, and presentation skills.
- Fluency in spoken and written English required.
- Demonstrated ability to manage high-level relationships with partner organizations and implementing partners.
