  • The Bank's Independent Development Evaluation Department (BDEV) mission is to help the African Development Bank to foster sustainable growth and poverty reduction in Africa through independent and influential evaluations
  • Such evaluations assess the Bank Group’s policies, procedures and operations, review performance, and report on results in order to draw useful lessons and promote accountability
  • BDEV ensures effective communication of evaluation results to the Bank’s stakeholders
  • It reports to the Board of Directors through its Committee on Development Effectiveness (CODE).
The Position
  • The role of the Evaluator General is to lead BDEV, whose objectives are to provide a basis for accountability, to contribute to enhanced learning, and to promote an evaluation culture
  • By conducting independent evaluations and sharing good practices, the Evaluator General ensures that the Bank and its shareholders learn from past experiences and plan and deliver development activities to the highest possible standards.
Duties and Responsibilities By reporting to the Board of Directors of the AfDB through CODE, the Evaluator General will:
  • Provide overall direction and leadership in the management of BDEV;
  • Determine BDEV work objectives through the triennial work program;
  • Provide intellectual leadership and technical expertise in the conduct of evaluations of Bank operations, policies, and strategies, working across projects, sectors, themes, regions and countries;
  • Provide leadership to ensure that evaluations are carried out effectively and in accordance with highest international quality standards;
  • Ensure appropriate coverage and balance between different types of evaluations, including summative and formative evaluations;
  • Promote an evaluation culture and disseminate results achieved and lessons learned across the institution and beyond;
  • Monitor, compare, and exchange evaluation results and methods, particularly in the context of the Evaluation Network and Evaluation Cooperation Group of Multilateral Development Banks;
  • Monitor and follow the implementation of evaluation recommendations based on management's own reports through the Management Action Registration system (MARS) and report accordingly to the Board of Directors;
  • Review and provide recommendations to CODE regarding the Bank's Independent Evaluation Policy and Independent Evaluation Strategy, including suggestions for adjustment;
  • Ensure sound management of BDEV’s human and financial resources.
  • Monitor the implementation of the BDEV work program, including adherence to key performance indicators and timely production of evaluation reports.
Selection Criteria Including desirable skills, knowledge and experience
  • Master's Degree or equivalent in Economics, Development Studies, International Relations, Business Administration or a related field;
  • A minimum of twenty (20) years of professional experience, including relevant experience in international development, including at least 10 at a managerial level and with a progressive increase of responsibilities;
  • Strong expertise in evaluation principles, standards, processes, and methodologies, including demonstrated understanding of state-of-the-art evaluation theories and practices;
  • Profound understanding of and ability to navigate the development and evaluation sectors both internationally and on the African continent;
  • Good understanding and/or experience of both public and private sector investments;
  • Track record of strong management and leadership skills;
  • Sensitivity to the multicultural organizational environment;
  • Ability to be an independent thinker, with good integrity and professional ethics recognized by peers;

  • The Bank has reorganized and is developing the Regional Development, Integration and Business Delivery Complex whose major objective is to build regional capabilities and bring responsibility for client activities closer to the regions.
  • Five Regional Development, Integration and Business Delivery Hubs have been created, each run by a Director General: Southern Africa, North Africa, West Africa; East Africa, and Central Africa.
The Hiring Department
  • The various Country Office falls within one of the five (5) Regions of the Africa Regional Development, Integration and Business Delivery Hubs. The Hub oversees a combination of country and liaison offices, as well as non-presence countries. The Director General is accountable of the specific African region. Each Hub will house relevant operations, business development and project implementation functions and administrative capabilities in a shared service for rapid deployment into the individual countries, to help drive the overall business of the Bank effectively on the ground.
  • Country Offices of the African Development Bank have been established to strengthen policy dialogue between the Bank , Governments and other stakeholders; improve performance of the project portfolio and aid coordination with other development partners
The Position
  • The Secretary will work closely with the Deputy Director General and the Team to provide secretarial and administrative support.
Duties and Responsibilities Under the supervision of the Deputy Director General, the Secretary/Receptionist will perform the following:
  • Make appointments for experts and other staff of the Regional Office and keep their schedules up to date;
  • Receive visitors and attend to them  with tact and discretion;
  • Prepare briefing material used by experts for official missions and special meetings;
  • Handle protocol-related issues concerning  reception of the visitors of experts and of the  Office;
  • Organize experts’ meetings ; assist the Deputy Director General’s secretary in coordinating official receptions given by the Deputy Director General;
  • Participate in staff meetings, take notes and produce reports in the absence of the Deputy Director General’s secretary ;
  • Draft correspondence on non-substantive issues and ensure its follow-up;
  • Manage the experts’ incoming and outgoing mail and the office’s  telephone communication;
  • Maintain an appropriate filing system; process experts’ back-to-office reports, ascertain  the  quality of documents requiring the approval and / or signature of experts and other staff members;

Selection Criteria Including desirable skills, knowledge and experience:
  • Hold a minimum of a Bachelor's degree or its equivalent in business administration, commerce, administration or a related field, supplemented by training in secretarial functions/administration/office management
  • Have a minimum of four (4) years of relevant experience in progressive positions, attached to an executive’s office,  preferably in an international organization;

The Hiring Department
  • The Office of the President assists the President in planning, supervising and managing the business of the Bank Group.

The Office of the Chief of Staff & Director of Cabinet assists the President in planning, supervising and managing the business of the Bank Group. Main Activities include:
  • Monitors, coordinates and supervises the implementation of various Bank programs, including administrative issues relating to Directors reporting to the President;
  • Prepares and organizes the President’s missions and represents the Bank, in line with the President’s instructions, at international conferences and meetings and on working missions to member countries;

The Position
  • The Office Manager, is a senior staff member in the Office of the President, who provides both administrative and managerial support to the President. The incumbent acts as a principal aide to the President and assists the Chief of Staff & Director of Cabinet on matters pertaining to management and administration of the President’s office, policy and operations, handling of high level Government decision makers, and other external stakeholders, management of junior staff in the President’s office, and manages special projects, as assigned by the President
Duties and Responsibilities Under the supervision and guidance of the President and, where required, the Chief of Staff & Director of Cabinet, the Office Manager will:
  • Supports the Director of Cabinet & Chief of Staff in managing the overall work programme of President’s Office consisting of planning, coordination and communication of the President’s agenda
  • Assists the President in the preparation, accomplishment and follow up actions from his missions.
  • Manages all correspondence both electronic and mail and briefing outs pertaining to the Office of the President
  • Reviews briefs, memoranda and other reports submitted for consideration by the President to ensure quality, accuracy and consistency with Bank’s policies and procedures
  • Represents the President and undertakes any special assignments
  • Coordinates with the relevant Vice Presidency Complexes on follow ups from the President’s directives.

Selection Criteria Including desirable skills, knowledge and experience:
  • Hold at least a Master's Degree in Business Administration, Financial Management, International Development, Public Administration, or any other discipline that is relevant to the operations of the Bank; in-depth knowledge of socio-economic development issues and policies of African countries.
  • Experience in managing a multi-disciplinary and multi-cultural team within large and complex institutional settings, especially multilateral organizations, with at least 15 years of experience, 8 years of which must be at senior management level.
  • Private Sector experience is advantageous
