We are working with partners on early childhood education initiatives and are supporting the national HIV program. In addition, UNICEF Nigeria is providing support for three critical child protection initiatives.

How can you make a difference?
  • Under programmatic and technical guidance of Chief, Communication for Development (C4D) and Polio Field Coordinator and under the direct supervision of the Chief of Maiduguri Field Office, the incumbent will be responsible for the Polio Program management, evidence based planning, strategy formulation, overall management, setting up a system of monitoring of Polio social mobilization and communication contributions to polio disease outbreak response and the development, implementation, and monitoring of work plans for the North East states of Nigeria that come under Maiduguri Field Office supervision.
  • The incumbent will be expected to travel within the State and to those states that fall under the responsibility of the Maiduguri office, to conduct regular field supportive supervision and review status of implementation of C4D committed activities.
Quality contributions are made to the development and implementation of the PEI strategies and approaches through participation and collaboration with internal and external partners:
  • Collaborates with other UNICEF sectors, particularly Health, Nutrition, WASH and Programme Communication to ensure integration of the Polio Eradication Programme with other interventions (e.g, de-worming, vitamin A supplementation, hygiene promotion, malaria control, etc.).
  • Participates with UNICEF, Government, non-government organizations (NGOs) and other partners in planning and implementing Polio eradication strategies and approaches.  Ensures achievement of strategic results in line with agreed Annual and Country Programme objectives and adopts corrective action to meet programme/project objectives.
  • Contributes to the identification, development and dissemination of new strategies, methodologies, approaches and tools for improving programme delivery with emphasis on project management, evaluation, sustainability of intervention and community participation based on Human Rights framework and cross sector approach, in collaboration with other partners (e.g., WHO, BPHS NGOs and community organizations).
  • As Manager, exercises managerial leadership for, and participates in, the development of the results-based sectoral work plan and technical decisions as well as for administration, implementation, monitoring and follow-up of sectoral project activity, consistent with the defined project strategies and approaches. Ensures objectives and targets are timely met and achieved meeting the requirements and quality standards, through full coordination between activities, by leading and supporting a team of professional and support staff.
  • Meets with national and international agencies overseeing the management of programmes/projects. Participates in meetings with ministries responsible for programme/project review, and follows up on implementation of recommendations and agreements, and integration of gender mainstreaming across sectors.
Project implementation progress is monitored and evaluated for adjustment, acceleration and improvement of program delivery and sustainability:
  • Whenever the security situation allows, undertakes field visits to monitor programmes, as well as participates in periodic programme reviews with government counterparts and other partners. Identifies necessary action for programme adjustments.
  • Provides advice and assistance to government officials and implementing partners in the planning and management of the Polio Eradication programme and ensure sustainability of interventions.
  • In Collaboration with monitoring and evaluation and program communication colleagues, conducts accurate and timely monitoring and data collection, and supports an integrated monitoring system.
  • Participates in major evaluation exercises, programme mid-term review, annual sector review and preview meetings.
  • Analyses and evaluates data to ensure achievement of objectives and recommends corrective measures as appropriate.
  • Ensures the accurate and timely input of project information in the monitoring system, and issues status reports for monitoring and evaluation purposes.
  • Drawing on monitoring and analysis of key program performance and management indicators, provides expert input to management reports, including relevant sections of the annual reports. Provides technical advice to programme staff, government counterparts and other partners on planning and management of integrated monitoring and evaluation of the programme.
  • Ensures the timely preparation of annual sector status reports in compliance with the established guidelines and procedures. Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, and annual reports.
Technical support is provided to government and NGOs at all stages of the programme cooperation, including capacity building of government personnel and beneficiaries:
  • Provides expert guidance and managerial support to government and NGOs at the national and provincial levels in the planning, development and implementation stages of the programmes/projects. Identifies training needs; coordinates, develops, organizes and oversees training and orientation activities for government personnel and beneficiaries, for the purpose of capacity building, sustainability of programme/projects and promotion/expansion of coverage of services.
  • Guides, coordinates and organizes a staff training/development programme with the Polio section in Maiduguri to upgrade the capacity of UNICEF Borno Office staff enabling them to progressively engage in and lead in the programme development, implementation and management of Polio Eradication  programme. Oversees the conduct of relevant orientation, workshop, training and staff learning/development activities.
  • Provide supportive supervision of LGA Facilitators, Volunteer Ward Supervisors (VWS) and Volunteer Community Mobilizers (VCM) network.
  • Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring UNICEF and Government accountability. Certifies disbursements of funds, ensuring those activities are within established plans of action and programme budget allotments. Monitors the overall allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated. Takes appropriate actions to optimize use of programme funds.
  • Ensures programme efficiency and delivery through a rigorous and transparent approach to programme planning, monitoring and evaluation. Submits financial status reports to management in compliance with the regulations and guidelines.
Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, programme coordination, information sharing and knowledge networking:
  • Coordinates activities and exchanges information and knowledge with other programmes to contribute to achievement of overall country programme objectives. Participates in establishing effective monitoring, knowledge database/network and reporting systems to ensure the availability of current and accurate programme information/data and contributes to the development of communication materials and strategies to support advocacy and community participation for the Immunization Programme.
  • Develop partnerships with various key community influencers and religious groups, including traditional leaders, community leaders, religious leaders, Primary Health Care (PHC) directors, teachers, artists on behavior change and social mobilization strategy supportive of effective and efficient program delivery.
  • Maintains close working relationships to establish partnership and collaboration with external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate relevant data, exchange information on programme/project development and implementation. Ensures a significant exchange of knowledge, information, experience and lessons learned.
  • Assists in resource mobilization and donor partnership development/maintenance as well as advocacy efforts to promote the polio programme. Participates in health sector and inter-sectoral meetings and provide technical guidance on behavior development and social mobilization. Contribute to donor reports and project proposals as needed.
Emergency preparedness is maintained, and in emergencies, emergency responses with effective coordination are provided:
  • Provide support for the implementation of the communication plans for the Polio Outbreak Response (OBR) and Inactivated Polio Vaccine campaigns.
  • Collaborates in forming emergency preparedness plan relating to the areas of responsibility. In case of emergency, participates in monitoring and assessing the nature and extent of the emergency in the assigned area. Coordinates and provide assistance to the Country Office in identifying where support is required in terms of immediate response as well as long-term strategy and plan.
Requirements To qualify as an advocate for every child you will have:
  • Education: An advanced university degree in the Social/Behavioral Sciences, (Sociology, Anthropology, Psychology, and Health Education) with emphasis on strategic communication planning for behavior development, social mobilization, information and data management, participatory communication, and research.
  • Work Experience: Minimum eight years of progressively responsible professional work experience in the development, planning and management of communication for development, including experience in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.   • Nigeria is Polio free for more than two years, whoever the country is currently affected by wide spreading cVDPV2 outbreak in 8 northern states. with the great strides made by Nigeria in the polio eradication drive, the Government of Nigeria is intensifying its efforts to ensure that the outbreak is contained and gains are sustained and it ultimately receives certification as a polio-free nation.
  • As a key partner in the effort to achieve this, UNICEF has the lead role in communicating to families and communities about the importance of taking the oral polio vaccine to prevent polio.
  • Beyond this, there is a push for integrating other child survival issues and messages in the basket of behaviours being promoted by the enlarged partnership working on the Polio Endgame.
  • Key additional areas of engagement include full immunization for the child, promoting Ante-natal care as an entry point to proper health-seeking among pregnant women, Hand washing at critical times, management of basis childhood illnesses and delivery by skilled birth attendants.
  • UNICEF is currently consolidating its human resource capacity in 8 of the high-risk states of the country where polio were endemic and risk of importation is there and high probability of vaccine derived polio virus. Over 16000 volunteer community mobilizers, volunteer ward supervisors, Polio Survivors, LGA social mobilization supervisors and state social mobilization supervisors have recently been hired to support intensified communications activities in the field.
  • The programme has an urgent need to have intensified and sustained social communication technical support with particular focus on ensuring improved coordination and partnership with key community leaders of underserved populations in the very high-risk states. Also there is a need to sustain technical support to state team to help in response and cVDPV outbreak containment.
  • UNICEF hires international consultant; the consultant will mainly be located at State level with frequent trips to all the LGAs to provide technical support on Polio/C4D activities to support outbreak response and lead polio legacy planning and transitioning.
Major Tasks to be Accomplished
  • Coordinate with State team on planning, implementation, monitoring and evaluation of supplementary immunization activities, especially with advocacy and social communication component; and support targeted social mobilization activities while providing direct oversight for third party State Social Mobilization facilitators recruited and deployed by UNICEF and the STOP team members deployed at state level to ensure adequate management of VCM network.
  • The incumbent will ensure intensified actions at State, LGA and community levels with a special emphasis on overcoming refusal of vaccination by building public trust in the safety and need for OPV and other antigens and improving their acceptance. Identify constraints, challenges and opportunities for program delivery with State Team and State Social Mobilization Working Group.Â
  • Adapt and use appropriate communication models at community level in all high-risk LGAs in State. Monitor all UNICEF funded activities related to advocacy, social mobilization, logistics of polio eradication and supplemental immunization.   • Provide technical guidance in the design, preparation and use of targeted communication materials in appropriate languages for Government frontline health workers/media networks, traditional and religious opinion leaders, village development/community groups and households.
  • Support assigned State to manage and sustain partnerships supporting polio eradication and PHC service provision mainly NTLC, religious leaders and other community influencers.
  • Support State Governments and State teams to prepare micro plans and make other arrangements to ensure good quality SIAs and other interventions
  • Mobilize support for PEI through advocacy, training and awareness building programs targeting a variety of groups to include State Governments, media, public relations networks, and traditional, religious and other s and community networks.  Facilitate State & LGA Social Mobilization Working Group and Committees and ensure holding of the committee meetings before each IPD by using social data for planning.

Key Functions:
  • Media strategy and plan of action strategically developed and formulated, and the implementation effectively managed, facilitated and executed at the national, state and LGA levels
  • Press releases prepared and distributed, periodic media briefs, and media missions to update media on the polio situation and challenges organized in Nigeria before each round of IPDs, in collaborate with the Public Relations Unit at the National Primary Health Care Development Agency
  • Strategies that ensures the full participation and support of the media and leverage mass media through such activities as media mapping, partnership with Nigeria Television authority, National Orientation Agency, federal Radio Corporation of Nigeria, Broadcasting Organization of Nigeria, and the Nigerian Guild of editors supported technically. Foreign correspondents based in Nigeria engaged through regular meetings, workshops, and interactive sessions to promote the inclusion of polio issues on their agendas
  • Quarterly Media training/workshops for national and state-based and select LGA-based reporters/journalists organized to ensure support in creation/copy writing of relevant material.
  • Technical support effectively provided to government counterparts including the NPHCDA for the development of a database of mass media products such as advocacy kits, radio and video documentaries, photographs, Fact Sheets, etc
  • Daily media analysis of the dailies in the country conducted and fed back regularly to partners at the National, State and LGA levels. Quarterly informal interaction-meetings organized with editors/senior correspondents to brief them on the Polio Eradication Initiative and EPI and associated issues (diarrhoea management, nutrition, sanitation etc) in order to bolster positive and factual media coverage of the programme, based upon the media analysis and the monthly media update prepared by the Media Specialist.
  • Budget properly planned, monitored and controlled, ensuring allocated funds optimally appropriated.

  • Leadership in the preparation of the Polio Communication situation analysis by compiling data, analyzing and evaluating information, and writing chapters of the analysis. Maintains a data bank of social indicators which are relevant to the Polio Communication Programme.
  • Coordinates the preparation of the Polio data compilation, monitoring, evaluation and research plan. Responsible for leading the integration of Polio activities within the Country Programme Recommendation (CPR) and all related documents.
  • Manages databases, well-designed data collection methodologies and research protocol for the Polio Programme (Sentinel Site Survey, rapid assessments, KAP, polling, etc.). Participates in the development and introduction of new approaches and methods in project monitoring and evaluation and data analysis. Serves as a focal point for the introduction of the new M&E Software, including Evaluation Study Summary Sheet and Programme Review Sheet. Organizes and conducts necessary training in this regard.
  • Under the direction of the Chief of C4D/Polio, support the development of presentations and analysis of data sets for the communication component of the ERC and Independent Monitoring Board reviews.
  • Analyses and evaluates data to ensure achievement of objectives and recommends corrective action, when necessary, to meet programme/project objectives. Provides technical advice to programme staff, Emergency Operation Centre Situation Analysis Working Group, government officials and other counterparts and coordinates and manages the data-related and evaluative elements of polio communication programmemilestone meetings, Expert Review Committee meetings, grant reviews, mid-term reviews, strategy meetings, previews and reviews and annual reviews.
  • Enhance data collection and analysis for sentinel sites in communities identified in high risk areas where communication activities can be more closely monitored and then from which data can be gathered over the course of several IPDs. The data will be analyzed and correlated with communication interventions to demonstrate trends in immunization that can be linked to the social activities
  • Leads the preparation of the monitoring and evaluation documents within the polio communication section. In close collaboration with the Communications specialist (polio communication) identifies and disseminates relevant statistical information/results of the polio communication Situation Analysis to international, national, zonal, state and local levels.
  • Participates in the development of the polio data collection work plan and ensures compliance to specific assigned objectives. Provides guidance and support to staff.
Qualifications: Education:
  • Advanced university degree in Statistics, biostatistics or Demography along with real time experience in communication/social data management with emphasis in research/data collection methodologies, data analysis, monitoring and evaluation. Knowledge of GIS software, e.g. Health Mapper, Action for the Right of Children ARC View, Expanded Information on Immunization (EPI-Info), new technology platforms for data collection and analysis; and interactive digital media.
  • First university degree with additional two-years of relevant experience is acceptable in lieu of and advanced university degree
Work Experience:
  • Eight years of progressively responsible relevant work experience in the development, planning and management of research functions in social/international development programmes, with practical experience in managing data collection, analysis and dissemination processes to specific programmes.
Language:
  • Fluency in English required. Fluency in a second UN language or a local working language of the duty station would be an asset.
