  • Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
  • To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d'Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach.
  • This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
  • The Initiative will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
  • A major component of the Joint Initiative in Nigeria is the provision of sustainable reintegration assistance to more than 8,000 returnees going back to various parts of the country.
  • Reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their communities, and psychosocial well-being that allow them to cope with (re)migration drivers. Having achieved sustainable reintegration, returnees are able to make further migration decisions as a matter of choice rather than necessity.
  • Working under the overall supervision of the Deputy Chief of Mission and Programme Manager (FMM), and the direct supervision of the Project Manager (MM) And Head of Sub Office, the successful candidate will be responsible for providing overall support in the implementation of project activities, project monitoring, liaison, communications and reporting. Leading the Programme Support Team, s/he will be responsible coordinating the planning, budgeting, implementation and monitoring and evaluation for projects within the thematic areas under the Migration Management Unit in Nigeria.
Core Functions / Responsibilities
  • Support in overseeing and coordinating the project activities and deliverables.
  • Provide technical assistance, capacity building support and guidance to implementing partners and Government counterpart.
  • Supervise, train as well as guide the Programme Support team, which includes monitoring and evaluation and data management staff, to enable timely delivery of programme results.
  • Assist the programme team in the promotion and visibility of IOM activities to garner support for the activities in Nigeria. Draft, contribute to the design, and disseminate a wide range of communication materials.
  • Support in maintaining continuous liaison with the donor, other IOM Missions, Regional Office (RO) and Headquarters (HQs) to facilitate a coordinated approach to project implementation, identify synergies with IOM's EUTF programmes in the region, and make recommendations.
  • Support in liaison with national and state authorities, programme partners, civil society, the international community and donors for the successful implementation of project activities and visibility.
  • In coordination with the Programme Manager and Reintegration Officer, support the development, enhancement and implementation of national Standard Operating Procedures (SoPs) related to return and reintegration.
  • Keep track of donor reporting requirements and submission deadlines for each report. Follow up within the Mission for the timely preparation, review, and submission of all project reports to donors. Ensure these are in line with specific IOM and donor requirements.
  • Ensure regular preparation of periodic reports, updates, programme summaries, press releases, and other relevant information materials and statistics according to specific project needs.
  • Prepare for donor visits in coordination with the Programme Manager and relevant units within IOM. Ensure that sufficient visibility and information / communication materials are available.
  • Oversee appropriate data management for all components of the programme in accordance with IOM Data Protection Principles.
  • Track use of resources in accordance with IOM internal rules and regulations.
  • Coordinate the development of project concepts/proposals, resource mobilization initiatives related to or complementing the programme activities, as appropriate.
  • Undertake duty travel as requested.
  • Perform such other duties as may be assigned.
Required Qualifications and Experience Education:
  • Master's degree in Development Studies, Economics, Business Management, Political Science, International Relations, Social Studies, International Law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
Experience:
  • Experience in assisted voluntary return and reintegration, community reintegration or similar direct assistance work;
  • Experience working with specialized international agencies (UN Agencies, International
  • Organizations, and International NGOs);
  • Strong communication and interpersonal skills as well as strong strategic and creative thinking;
  • Previous work on protection (including, but not limited to, child protection, counter-trafficking) preferable;
  • Experience in project management and monitoring and evaluation an asset;
  • Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Ability to guide and supervise staff and coordinate administrative matters;
  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.
Languages:
  • Fluency in English is required. Working knowledge of French and/or Spanish is an advantage.

  • Under the direct supervision of the Resources Management Officer in Abuja, Nigeria, and the overall supervision by the Chief of Mission (COM), the successful candidate will be responsible and accountable for coordinating the financial and/or budgetary functions of the Mission.
Core Functions / Responsibilities
  • Assist in monitoring the financial management for all activities in the Mission including the oversight of financial expenditure and accountability; undertake financial analysis of projects in the Mission, monitor budget control, follow up implementation of effective internal control, design and functioning of the financial resources management system.
  • Provide support to project managers throughout the project cycle to ensure compliance with IOM’s policies and procedures and any donor specific requirements.
  • Ensure that accounting data are properly entered in PRISM, in accordance with IOM financial rules and practices, maintain accurate records of PRISM entries including hard copies of all vouchers and supporting documentation.
  • Assist in reviewing monthly accounting closure and returns to Panama for accuracy, ensure that these are submitted on timely manner and completed according to IOM Accounting Policies and Procedures.
  • Assist in preparation of annual budget for the mission and budgets for all new programs.
  • Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.
  • Coordinate the preparation of project financial reports in accordance with IOM and donor regulations and established procedures.
  • Liaise with relevant units at HQs, Administrative Centres and Regional office with regard to the accounting and financial activities if the mission; provide inputs for reports on the financial situation of the mission and provide other information as required.
  • 9. Assist in forecasting cash flows according to the activities in the Mission and ensuring daily control of funds disbursed; verify that funding is received in accordance with donor agreements.
  • Make recommendations on procedural improvements and assist in training staff in the areas of accounting and finance; and compliance to financial procedures. Facilitate and support knowledge building and sharing in finance/accounting and budget.
  • Assist in facilitating financial audit of projects in accordance with the donor agreements.

Required Qualifications and Experience Education:
  • Master's degree in Accounting, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience:
  • Experience in finance, accounting, budgeting and business administration;
  • Knowledge of IPSAS and PRISM;
  • Ability to prepare clear and concise reports, supervise staff and coordinate administrative activities;
  • High level of computer literacy, in particular experience in MS Excel and computerized accounting systems and software;
  • Knowledge of IOM accounting systems, software and procedures;
  • Previous working experience in emergency missions.
Languages:
  • Fluency in English is required.
