Women in the New Nigeria (WINN) is a leading women-led and women's rights non-governmental organization established in 2010 and legally incorporated in 2013, that focuses on women’s empowerment and enhancing the lives of youths. WINN has presence in 17 states in Nigeria, including FCT Abuja, and an international presence in eight (8) countries: North America (WINNA), WIN Ghana, WIN Mozambique, WIN South Africa, WIN Sierra Leone, WIN World UK, WIN Niger, WIN Cameroun.

We ensure that the structures and systems with which women, girls, and people with disabilities interact on a daily basis, such as safe spaces, health facilities, education, legal services, and community engagement activities, to name but a few, are accessible and conducive to the empowerment and support of all stakeholders through our programs.

Job Title: Protection & GBV Officer

Location: Maiduguri, Borno
Employment Type: Full-time
Duration: 22 Months

General Position Summary

  • The Protection/GBV Officers will be responsible for the timely and quality delivery of field level activities with technical support from the Senior Protection Officer.
  • She/he will manage the team and ensure the smooth running of program in close coordination with other GBV/Protection actors.
  • With the support of the PM and SPO, s/he will also advise and build capacity of the team on gender and protection mainstreaming and best practices.
  • S/he will report directly to the SPO and will work closely with other sectors.

Essential Job Responsibilities

  • Oversee the implementation of protection activities and ensure adequate gender mainstreaming across program field locations.
  • Work closely with the Program Manager, Senior Protection Officer, and other officers to Initiate planning for long-term GBV prevention and response activities, including referral pathway and standard operating procedures
  • Ensure teams can apply the “I’m Here Approach” and safe space programming to identify, engage, and empower adolescent girls and boys including the use of tools like the Girl Roster, Boys Matrix and Inclusion Now.
  • Monitor progress and ensure that sex and age disaggregated data and analysis is used in assessments, implementation documents, monitoring, and evaluations to adapt and meet the unique needs of adolescent girls and boys (10-14 years, 15-19 years, 20-24 years).
  • Ensure mentors receive support and training to engage adolescents, their care giver and stakeholder, promote psychosocial well-being, and enable safe programming.
  • Promote holistic approach that encourages the participation of young people that strives for girl and boy led initiatives as well as promote enabling environments that involve care providers and community stakeholders.
  • Closely work with case workers, outreach workers etc to ensure that best practices are respected and international standards are met.
  • Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
  • Facilitate the setting up of safe spaces for adolescent boys and girls and supervise all safe space activities and community outreaches.
  • Conduct monitoring of program activities and ensure standards are followed.
  • Overall management of field based activities.
  • Submit reports as scheduled including but not limited to weekly, monthly etc.
  • Participate in capacity building initiatives for staff, partners and other stakeholders to ensure quality and comprehensive delivery of project activities
  • Develop plans and activities in line with project.
  • Ensure that program implementation is responsive to communities and partners and consistent with WINN’s relevant program guidelines, principles, values, quality standards and strategic plan.
  • Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
  • Develop program implementation strategies, including partnership frameworks, beneficiary targeting and distribution process as well as psychosocial and capacity building of partners.
  • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
  • Carryout any other duties assigned by the supervisor.

Finance & Compliance Management:

  • Ensure compliance with donor and WINN regulations related to emergency programming.
  • Ensure case management fund is utilized effectively

Influence & Representation:

  • Identify, build, and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments, and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.

Security:

  • Ensure compliance with security procedures and policies as determined by organisations leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Organizational Learning:

Accountability to Beneficiaries:

  • Team members are expected to conduct themselves in a professional manner and respect local laws, customs and WINN's policies, procedures, and values at all times and in all in-country venues.

Supervisory Responsibility:

  • Protection Field Monitors

Accountability:

  • Reports Directly to: Senior Protection Officer
  • Works Directly with: Finance, Program, MEAL, and Operation Teams, partner staff

Required Knowledge, Skills, Experience, and Qualifications

  • At least a Degree in Psychology, Social Sciences, Public Health, Humanitarian Work, Law, and any other related course.
  • Experience in adolescent programming
  • Able to speak English, Hausa and local language desirable
  • At least 3 years and above experience in similar position or related
  • Proven experience in similar function desirable.
