Requisition Number: PROGR004590
Location: Abuja (FCT)
Job Category: Programming
Position Status: Full-time, Regular
Reports Directly to: EWER Technical Manager
Works Directly with: PARTNER Consortium members, Program Team

Program / Department Summary

  • The North Central and Northwest regions of Nigeria are facing escalating insecurity due to resource-based, ethnic, and sectarian conflicts, as well as a surge in criminality, banditry, and violent extremism.
  • Despite numerous efforts to address the root causes of violence, responses from communities and security forces are often fragmented and ineffective.
  • The existing Early Warning and Early Response (EWER) systems suffer from slow reactions, poor coordination, top-down directives that limit community involvement, inadequate dispute resolution skills among responders, and minimal political and financial investment. This has led to the unchecked proliferation of violence.
  • To address these obstacles, the Peace Action for Rapid and Transformative Nigerian Early Response (PARTNER) initiative aims to foster collaboration among local, international, government, non-government, community, state, and security stakeholders.
  • The consortium, led by Mercy Corps in a mentoring capacity for the first two years, will then transition to local leadership in partnership with other consortium members.
  • The initiative emphasizes local ownership, guided by continuous organizational performance assessment and capacity building.
  • It seeks to develop a sustainable, flexible, and evidence-based national EWER system that integrates existing locally managed and gender-sensitive conflict resolution mechanisms, encourages swift responses through coordinated efforts, and promotes increased trust in security and government entities to facilitate inclusive and collective action.
  • By integrating EWER innovations within formal structures from the outset, PARTNER aims to enhance Nigeria's self-reliance in spearheading a comprehensive, coordinated, and impactful endeavor to foster enduring peace.
