Program Manager - Multi Base at Solidarites International
Solidarites International (SI) is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 40 years the association has focused on meeting three vital needs - water, food and shelter. SI is present in North-East Nigeria since 2016 and is currently operating in 4 bases across Borno State (Maiduguri, Monguno, Ngala, and Dikwa) with outreach capacities across all BAY States through its emergency component. Currently, SI carries out emergency / post - emergency programs in WASH sector in North-West Nigeria where limited actors are currently present.
We are recruiting to fill the position below:
Job Title: Program Manager - Multi Base
Job Location: Ngala & Dikwa, Borno
Contract Start Date: Projected contract duration is 7 Months - with possible extension.
Goal / Purpose
- The Programs Manager is responsible for implementing and achieving the objectives defined in all operation proposals in in Ngala and Dikwa LGA.
- S/He oversees the quality of project implementation through the direct management of Activities Managers (AM).
- In particular, he/she helps in ensuring the quality of implemented projects through reporting follow up, results monitoring, context monitoring, lessons learned.
Diagnosis and project design:
- Participate in the preparation and implementation of diagnostics
- Participate in the design and the financial dimension of the human and logistical programs to implement
- Prepare the appendixes and technical chapters (of logical framework) of operation proposals
- Implement activities in compliance with the annual business strategy, Solidarity International technical requirements, and donor criteria
Project quality:
- To ensure the quality of implemented projects through reporting follow up, results monitoring, context monitoring, lessons learned.
- To work closely with the Activities Managers and the Regional Field Coordinator in coordinating information exchange and timely support.
- Collect information from the bases and assist in the quality analysis of the activities carried out with the Deputy Country Director of Program.
- Ensure that quality criteria and indicators are monitored and leads to decision making;
Coordination, technical support and operational monitoring:
- Plan and oversee programs’ implementation in consultation with the RFCO, Deputy Country Director of Program and other technical coordinator/manager in accordance with objectives of project proposals;
- Ensure that programs are relevant to the population’s needs and follow SI’s strategy and positioning;
- Ensure that project management, monitoring and evaluation tools are used correctly;
- Ensure that human, financial and logistical resources meet activities completion requirements. Suggest changes if necessary.
- In collaboration with the administrative service, contribute to the development of program budgets and track spending and budget forecasts
- Develop the state of needs and the Treasury requests with activity managers
- Respect SI procedures
- Ensure that the programs’ context monitoring is done properly and leads to decision making: adjustment of activities or result shifts according to the evolution of the context;
- Ensure that the programs evaluations’ recommendations are taken into consideration and that corrective measures are put in place;
Strategic orientation:
- Define a plan of action and guide the AM to put this strategy in place;
- Be proactive in proposing new activities based on the context evolution;
- Participate to the development of projects and the drafting of proposals to donors in close collaboration with the Regional Field Coordinator, AM and Coordination;
Reporting / communication / representation:
- Consolidate internal reports and the internal monitoring tools (APUs, OFU< Daily Worker follow-up etc.);
- Responsible for the preparation of donors reports and amendments in coordination with the Regional Field Coordinator and mission coordination;
- Ensure that all documents are of the required quality and delivered on time;
- Ensure that all programs reporting is in line with standard formats and procedures;
- Represent the organization in external technical meetings / sessions when asked and/or delegated to do so.
Capitalization:
- Compose capitalization documents respecting SI tools
- Prepare contracting reports before the end of his/her employment contract, and make them available to those interested in the mission and at headquarters
- Guarantee the dissemination of technical documentation
Human Resources management:
- Participate in validating recruitment for the national technical staff for all programs under the PM supervision
- Define, in conjunction with the administrative service, the requirements need, adapting Job Descriptions to professional guidelines if necessary
- Conduct workshops and regular or ad hoc meetings
- Evaluate and assess the performances of his/her team members
- Identify potential changes in members of his/her team(s) and provide feedback to the Admin Manager In coordination with RFCO, propose organizational chart adjustments in case of need, and contribute to implement these changes.
- Welcome and brief new employees or volunteers working underneath him/her
- Implement training related to operational requirements and the identified training needs
- Manage/support the team working for him/her
ORG Chart Position (reporting and functional relationships):
- Line manager: Regional Field Coordinator
- Line report(s) on base: Activity managers, and all programs team
- Functional manager: Deputy Country Director of Programs

Profile
- Master's Degree or equivalent in Humanitarian / Development Studies, Social Sciences, WaSH, Management or other relevant discipline.
- Minimum of 1 to 3 years’ experience as Project Manager or Project Manager Assistant
- Excellent interpersonal and communication skills: ability to effectively liaise with and motivate a variety of people in a multi-cultural environment;
- Strong commitment to humanitarian work and principles;
- Ability to cope with stress; work under pressure with strict deadlines.
- Experience of working in volatile security context with limited field access;
- Previous experiences with SI will be an asset.
- Proven expertise in project management with strong capacity in planning, monitoring and reporting
- Budget management and donor reporting/ accountability/ compliance
- Organizational and Analytical skills;
- Attention to detail, high level of rigor and ability to meet deadlines;
- Team player and ability to coach and motivate the team;
