PricewaterhouseCooper (PwC) - Our client is an independent and humanitarian Trust Fund that advances the full range of issues related to HIV/AIDS prevention, care, and treatment. The fund will be devoted mainly to funding Strategic inputs such as Anti-Retroviral drugs, Test Kits, Reagents and the logistics to deliver these commodities to the facilities in different locations all over Nigeria where they are needed. The immediate beneficiaries will be the HIV facilities while the ultimate beneficiaries are the Persons Living with HIV/AIDS in Nigeria. They are recruiting to fill the position below:     Job Title: Chief Executive Officer/Executive Director Reference Number: 130-PEO01001 Location: Lagos Department: People & Change Nigeria Job type: Contract Job Objective The jobholder will be responsible for:

  • The implementation of the HIV Trust Fund strategy;
  • Providing leadership support in the execution of the funds’ mandate; and
  • Developing and delivering on the fund raising strategy with diverse range of sustainable funding sources.
Roles & Responsibilities Strategy Formulation and Implementation:
  • Establishes and lead the implementation of strategies, policies, plans and programs that are consistent with the objectives of the HIV Trust Fund, priorities of the Board of Trustees, and all other organisational needs as may be identified from time to time
  • Leads the development of strategic and collaborative relationships with the non-profits, private sector, communities, and others to effectively deliver mandated plans and programs
  • Provides organizational leadership and vision in developing the strategy and plans necessary to realize objectives
  • Understands and imbibes the pillars of the Strategic Plan being Advocacy, Innovation, Partnership and Impact Assessment, and values such as Transparency, Quality Service, Trust and Confidentiality
  • Ensures the HIV Trust Fund meets its short-term operational and long term strategic goals
  • Assists the Board in developing an investment policy alongside the Asset Manager(s) and investment adviser(s). The investment policy shall clearly spell out the objectives of the fund, the risk profile including benchmarks and allowable ranges for the balanced portfolio for the growth of assets of the fund
  • Advises the Board on matters of policy, planning and priorities and other issues that are fundamental to the objectives of the HIV Trust Fund, including implications of proposed new initiatives and potential impacts for the Grantor, partners, and other stakeholders
  • Oversees the development of a comprehensive fundraising plan, reviewing the budget and assessing whether the HIV Trust Fund remains true to its objectives
Leadership:
  • Leads the establishment of a progressive management and human resources policies and practices to ensure a motivated workforce and a sound and supportive employee relations climate
  • Leads and manages the affairs of the HIV Trust Fund on a day-to-day basis in accordance with the parameters established by the Board of Trustees
  • Builds an internal capacity to assess, identify and manage viable projects, and portfolio management
  • Oversees the development and implementation of the investment guidelines developed for the fund by experts
  • Demonstrates integrity and ethical leadership including financial integrity, openness and transparency
  • Develops and communicates performance goals to direct reports
Budgeting & Finance Operations:
  • Works closely with the Board of Trustees in the preparation of annual budget for the furtherance of the objectives of the HIV Trust Fund
  • Leads the development and implementation of strategies to mitigate exposure to risk and hefty draw-downs
  • Prepares annual financial budgets and resource projections, as required by the Board, for the transparent management and forecasting of resources for all stakeholders
  • Makes adjustments as necessary in operational or financial matters to deliver on the mandate of the HIV Trust Fund, including seeking additional authorities from the Board, as needed
  • Works closely with the Board of Trustees in building strong fiduciary controls to monitor the use of the HIV Trust Fund resources
  • Presents annual audited accounts of the fund to be made accessible for public scrutiny and to the Board of Trustees independent audit of the income and expenditure of the HIV Trust Fund.
  • Ensures and maintains the independence of the audit process of the income and expenditure of the HIV Trust Fund
  • Understands the capital market, and works with asset managers to develop guards against fluctuations in the capital market
Fundraising:
  • Mobilizes Nigerians in diaspora to contribute to the HIV Trust Fund
  • Provides strategic guidance for resource mobilization and the implementation of the HIV Trust Fund replenishment mechanism
  • Ensures the highest level of confidence amongst public and private donors in the HIV Trust Fund operations
  • Oversees the development of new funding streams for the Fund, broadening the donor base and encouraging increased investment in programs from implementing countries
  • Engages and maintains relationship at the highest possible level with representatives of public and private donors
Reporting:
  • Serves as a middleman/liaison between the Board of Trustees, the Secretariat, Asset Managers, Investment Adviser, and other (internal and external) parties
  • Attends Board Meetings and keeps the Board of Trustees informed of the operations of the HIV Trust Fund as required
  • Ensures meaningful monitoring and evaluation of the HIV Trust Fund programs and performance including the provision of accurate analysis and routine reporting on the impact and performance of the HIV Trust Fund’s grant portfolio
  • Develops and manages key relationships with relevant external bodies/contacts e.g. regulatory organisations, auditors, solicitors, banks etc. to facilitate effective business operations
Operations Planning & Management:
  • Aids the Board in ensuring operations stay aligned with the mission, vision and values of the HIV Trust Fund
  • Advises the Board on matters of policy, planning and priorities and other issues that are fundamental to the objectives of the HIV Trust Fund, including implications of proposed new initiatives and potential impacts for the Grantor, Partners, and other stakeholders
  • Oversees the management and implementation of all organizational contracts according to corporate procurement systems and practices that deliver value for money and focus on the primary work of the HIV Trust Fund
  • Ensures the HIV Trust Fund’s organizational structure, operational policies and other business processes are sound and able to effectively deliver on strategic objectives as defined by the HIV Trust Fund’s Board
  • Ensures the organization conducts its operations and financial activities with integrity and in accordance with applicable legislative, regulatory and policy requirements
Stakeholder Management/Media Relations:
  • Builds effective alliances and operational collaboration with public and private partners such as United Nations agencies, bilateral donors, non-governmental organizations, the business sector, and relevant communities
  • Ensures efficient communication of decisions of the Board to the requisite (internal and external) parties
  • Oversees the HIV Trust Fund engagements with the public and stakeholders
  • Represents the HIV Trust Fund at the highest level, ensuring its role within the global public health architecture is well understood, through direct engagement with policy-makers and the execution of an effective media strategy
  • Develops relationship with the media and acts as the primary spokesperson and an ambassador of the HIV Trust Fund
  • Manages issues intelligently in close co-operation with the Board and management team
People Management:
  • Develops staffing plans, reporting lines and decision-making frameworks to support the accomplishment of corporate goals and objectives
  • Oversees hiring, supervision, and performance management of employees
  • Establishes and maintains a Board of Trustees-approved plan for senior management development and succession
  • Ensures the development of the capability of subordinates towards the achievement of their own performance targets..
Requirements Education requirements:
  • The Executive Director must have at least a Post-graduate (Masters/MBA) Degree in Management or Economics or any other relevant Degree from a recognized institution.
Required Experience:
  • Minimum of 15 years experience in funds management, corporate finance, investment management or related industry with at least 10 years in Senior Management/Executive position
  • Experience in International Donor Agencies, Not-for-Profit Organisations, Development Finance Institutions (DFIs) and fundraising agencies is an added advantage.
