Job Title: Policy Manager

Location: Benin, Edo
Employment Type: Contract

Job Description

  • We seek a highly motivated and qualified Policy Manager (PM) who will support a digital policy project in Edo State. The PM will play a crucial role in shaping policy process and ensure that policies supports innovation, growth, and social welfare.
  • He/She will lead the agenda-setting/problem-identification process, policy formulation, policy implementation, and policy evaluation.
  • The PM will also work closely with stakeholders, including government agencies, tech hubs, and key industry players from both the public and private sectors to ensure policies are co-created.

Roles and Responsibilities

  • Perform in-depth situation analysis, of the state’s digital ecosystem as well as existing frameworks and plans.
  • Coordinate activities of stakeholders from the public and private sectors and ensure seamless coordination of the different phases of the policy development process.
  • Develop a robust implementation plan and matrix. Ensure compliance of the developed policy with the state’s digital goals and the ultimate goals of the project.
  • Support collaboration, and coordination of the community of experts who will drive sustainability post implementation
  • Conduct risk assessments to identify potential vulnerabilities, threats, and impacts related to digital policies.
  • Develop risk mitigation strategies and action plans to address identified risks.
  • Provide technical supervision of other staff at the state level
  • Oversee the policy advocacy and dissemination processes
  • Undertake any other tasks assigned by his/her supervisor

Qualification

  • A Master's Degree in Information Communications Technology, Political Science, Public Policy, or a closely related subject
  • 5-7 years of documented experience in managing and developing policies, preferably in the digital ecosystem.
  • Strong verbal and written communication skills, with the capacity to clearly and concisely express complex ideas
  • Demonstrated capacity for collaboration and engagement with a variety of stakeholders
  • Designing, carrying out, and evaluating project management experience
  • Ability to work in a team with little or no supervision and fulfill deadlines
  • Strong research and analytical skills, both quantitative and qualitative.
  • Familiarity with the digital ecosystem in Nigeria (familiarity with and experience in Edo state is an advantage).
  • Strong familiarity with digital technologies, including new trends, challenges, and opportunities
  • Knowledge of the existing international and regional regulatory frameworks on e-government, data protection, digital policy, and cybersecurity etc.
  • Excellent problem-solving skills and ability to work with a team
