HP+ aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs.
- HP+ will help public health and policy leaders attach higher priority to their national and sub-national health needs, secure sustainable financing, advance health equity, and monitor policy implementation to ensure gains stay on track. Position Summary
- The Capacity Development Advisor, based in Ebonyi, Nigeria will be responsible for the design, implementation, and reporting of all capacity development efforts in Ebonyi state.
- Specifically, capacity development approaches are critical for BHCPF rollout and meeting PHCUOR requirements at the state level; as such, this position will support and take leadership of those efforts.
- He/she will work closely with other technical team members in Ebonyi to ensure capacity development strategy, approaches, and skills are institutionalized across project activities.
- This position will coordinate with the Senior Advisor, Gender, Policy and Advocacy, based on Abuja, while also working with relevant Washington DC (HP+ home office) technical support, to include the HP+ Technical Lead, Capacity Development and Advocacy.
- This position will supervise the Ebonyi Capacity Development Officer and will be supervised by the Ebonyi State Team Leader.
Key Responsibilities
Reporting to Ebonyi State Team Leader, the Capacity Development Advisor will be responsible for the following:
- Ensuring the project’s capacity development approach leads to performance change; troubleshoot and advise or guide, when necessary, on necessary changes or adaptations to capacity development approaches and efforts to ensure project delivery goals are met in a timely manner.
- Lead the development and implementation of effective and innovative capacity development approaches, tools, and methodologies for project activities in Ebonyi, to include strengthening state health insurance agencies, primary health care boards/agencies, PHCs and WDCs.
- Closely coordinate with Senior Advisor, Gender, Policy and Advocacy (based in Abuja) to ensure capacity development approaches cascade seamlessly from the Abuja HP+ Nigeria office to Ebonyi state. On the reverse, adapt those cascaded approaches, as needed, to the state’s context and needs, and provide feedback back up to the Abuja office.
- Work with state-level government departments, boards and agencies to collect and adapt capacity development materials and curricula. Communicate needed revisions.
- Ensure the development or finalization of high-quality, standard capacity development materials for project use.
- Facilitate organizational capacity assessments, focused on BHCPF implementation and achieving PHCUOR, and design/implement capacity development strategies; supplement with capacity development workshops and trainings with state-level stakeholders, geared towards local ownership and sustainability.
- Provide hands-on capacity building support to state-level government departments, boards and agencies.
- Supervise Capacity Development Officer.
Requirements
- Master's degree in related field with minimum 12+ years of relevant experience.
- Experienced trainer and facilitator with exceptional skills in designing and conducting skills-building workshops and other capacity development approaches with a variety of stakeholders. Capacity development experience with government stakeholders strongly desired.
- Experienced providing capacity development support in policy-, finance-, and governance-related work highly desired.

Key Responsibilities
Reporting to the Deputy Country Director, the Senior Advisor, M&E will:

- Collaborate with HP+ Nigeria and home office team during annual workplan development to update, revise, or develop new HP+ Nigeria PMP.
- Closely coordinate and support state-level M&E/ICT Health Specialists to implement HP+ Nigeria PMP and track project targets and results.
- Lead results reporting to inform Quarterly Reports and HP+ global Semi-Annual Reports, including using the HP+ global Results Database. This will require –

- writing narrative entries, and submitting results, with supporting documentation, into the HP+ Results Database on an ongoing basis.

Reporting to Abia State Team Leader, the Capacity Development Advisor will be responsible for the following:
- Ensuring the project’s capacity development approach leads to performance change; troubleshoot and advise or guide, when necessary, on necessary changes or adaptations to capacity development approaches and efforts to ensure project delivery goals are met in a timely manner.
- Lead the development and implementation of effective and innovative capacity development approaches, tools, and methodologies for project activities in Abia, to include strengthening state health insurance agencies, primary health care boards/agencies, PHCs and WDCs.
- Closely coordinate with Senior Advisor, Gender, Policy and Advocacy (based in Abuja) to ensure capacity development approaches cascade seamlessly from the Abuja HP+ Nigeria office to Abia state. On the reverse, adapt those cascaded approaches, as needed, to the state’s context and needs, and provide feedback back up to the Abuja office.
- Work with state-level government departments, boards and agencies to collect and adapt capacity development materials and curricula. Communicate needed revisions.
- Ensure the development or finalization of high-quality, standard capacity development materials for project use.
- Facilitate organizational capacity assessments, focused on BHCPF implementation and achieving PHCUOR, and design/implement capacity development strategies; supplement with capacity development workshops and trainings with state-level stakeholders, geared towards local ownership and sustainability.
- Provide hands-on capacity building support to state-level government departments, boards and agencies.
- Supervise Capacity Development Officer.
Requirements/Qualifications
- Master's degree in related field with minimum 12+ years of relevant experience.
- Experienced trainer and facilitator with exceptional skills in designing and conducting skills-building workshops and other capacity development approaches with a variety of stakeholders. Capacity development experience with government stakeholders strongly desired.
- Experienced providing capacity development support in policy-, finance-, and governance-related work highly desired.
- Deep knowledge of best practices in capacity development methods, including needs assessment and performance measurement.

- The M&E/ICT Health Specialist, based in Osun, Nigeria will be responsible for monitoring state-level project performance and harnessing and analyzing data and results to measure state-level outcomes and project impact - to then feed into HP+ Nigeria results overall.
- This position will also be responsible for supporting the deployment of information and communications technology (ICT) for the Osun State Health Insurance Agency (SHIA), following national-level guidance, and provision of technical assistance to the SHIA, primary health care (PHC) providers, and other key stakeholders for the effective deployment of the state ICT platform.
- This position will coordinate with the ICT Specialist and Senior Advisor, M&E, based on Abuja, while also working with relevant Washington DC (HP+ home office) technical support.
- This position will be supervised by the Osun State Team Leader.
Key Responsibilities

- Support the Osun SHIA to select an appropriate ICT system for processing, analysis, and reporting of claims data.
- Collaborate with the Osun Capacity Development Advisor and Capacity Development Officer to provide hands-on capacity building and mentoring support to staff from relevant SHIA departments to troubleshoot and resolve issues.
- Support the Osun SHIA to verify and manage beneficiary data.
- Support Osun participation in the NHIS ICT Initiative.
- Collaborate with the ICT Specialist, based in Abuja, as well as counterpart state-level M&E/ICT Health Specialists, to coordinate ICT activities across the project and share best practices and lessons learned.
- Implement HP+ Nigeria Project Measurement Plan (PMP) to monitor project performance in Osun state; collaborate with Senior Advisor, M&E, based in Abuja, to adapt PMP when necessary.
- Work with Knowledge Management Advisor (based in Abuja) to track, collect, and save information and supporting documentation on achieved results in Osun state.
- Collaborate with Knowledge Management Advisor and Senior Advisor, M&E to compile state-level results for HP+ global Semi-Annual Reports (SARs) and Quarterly Reports.
