Job Title: Monitoring, Evaluation and Learning Officer
Locations: Dikwa/monguno/Damboa/Damasak/Kukawa - Borno (Field Based)
Reporting to: Senior MEAL office
Brief Background

NCA has a presence in Nigeria to respond to the Humanitarian crisis in Northeast Nigeria and will scale up an emergency response in the Cross River states. NCA has its core competencies in Gender Based Violence and Water Sanitation and Hygiene. NCA has its strengths in works and invest in local partners ensures building their capacities are built from the onset of response, in order to enable them have the capacity to respond in a long-term intervention including recovery and development.
Job Purpose
- Serve as lead M&E responsible for the programs at field level. Ensure quality programming and in line with overall program goal and objectives.
Main Duties
- Develop standardized monitoring and evaluation tools and ensure their mainstreaming within projects (GBV,WASH and other possible project).
- Always work with project team and partners for accurate and reliable data collection including its storage, validation, analysis and timely reporting.
- Lead in the overall documentation and improved learning process for the organisation
- Develop and regularly review M&E plans as necessary to ensure consistency and standard data collection and in accordance with project goals and objectives.
- Review partner monitoring reports and indicator tracking tableActors (NSA) Fund, and identify the causes of problems in projects implementation and necessary corrective actions. As needed
- Always provide updated information to program Advisors and country Director on progress, challenges on programmatic issues.
- Participate in program assessment.
- Design M&E matrices and logical frameworks.
- Monitor partner activities in various project locations as required and ensure working closely with partner M&E staff for effectiveness
- Support the caseworkers and GBV staff in the GBVIMS data management processes.
- Support in the analysis of data process for assessments conducted.
- Develop and collate regular updates, reports.
- Any other duties as assigned by supervisor.
Requirements, Skills and Experience
- University Degree, Statistics, in Measurement and Evaluation an added advantage.
- Project management experience in similar position
- Strong skills in micro soft office packages
- Experience using strong data analysis software tools/packages in M&E
- Excellent English speaking and writing. Experience in Hausa, Kanuri, Shuwa and advantage and other Nigerian local languages.
- Must be willing to stay in the field/remote areas.
- Have a strong sense of analysis, well organized and probing.
- Previous experience in the development of logical frames and planning
- Has both qualitative and quantitative analysis approach in programming
- Uses M&E plans as a guideline basis for result driven projects
Job Title: Complaint and Reporting Mechanism Officer (CRM)

Job Purpose
- The purpose of the CRM officer, in general, is to receive feedback and complaints coming from the communities and LGAs where NCA and other partners are working regarding the services the organization is rendering.
- The position CRM officer will closely work with the program team specially in liaising between the community and the organization in terms of information flow from one to the other and vise-versa.
- She/he will collect feedbacks coming from the community through the Suggestion boxes system, pass onto the respective sector team following the organization feedback mechanism information flow system or depending the category level of the feedback, respond to the person who reported the complaint.
Responsibilities
- Collect feedback from communities and report to the concerned body
- Answer the record the complaints/feedback applying the template/s prepared for the purpose
- Regularly update herself/himself with NCA projects to understand the areas of thematic and geographic areas of operation
- Understand well and brief staff and others on NCA Nigeria Community Complain Mechanisms
- Regularly update herself/himself with the new policies and procedures of ACT Alliance particularly in relation to accountability
- Respond to those like information requests or answer questions if it is within her/his mandate specified in the NCA Nigeria Community Complain Mechanism document;
- Summarize the information and report to the concerned body as stated in the Community Complain Mechanism document;
- Whenever needed and got approval from her/his supervisor, share relevant information that can be used in the new projects designs;
- Whenever needed, clarify the questions reported to the Complain/Feedback Analysis Committee
- Make preliminary analysis and share the summary to the respective sector concerned staff (following the Community Complain Mechanism)
- Participate in lesson sharing meetings/bazars/workshops and
- Systematically and securely document the reports
Maintain the Complain Services:
- Make sure the weekly/monthly supervision of Partners Complain mechanism and other NCA location is on time so that the system is always up and running
- Report any technical problems to her/his supervisor on time and follow up its maintenance
- Design a strategy and regularly check whether all the target communities have access to the Complaint services

Job Title: Gender Based Violence Outreach Worker

Job Purpose
- The purpose of the job is to mainly to carryout community outreach, sensitization and awareness raising interventions to reach a wider coverage of the beneficiaries and communities on GBV related issues and engage in prevention related activities including economic empowerment activities through the Village Savings and Loan association.
- The position holder will also be actively engaged in providing information to women and girls on available services and referrals and supports to women and girls.
Main Duties
- Assist in the establishment of the women and girls safe spaces in the identified camp/location.
- Create and maintain a positive and fruitful relationship with women, girls and the general community.
- Carry out community sensitisation, awareness raising and education activities in the camps, and other locations in the communities based
- Facilitate supports to women and girls who visit and may want to visit the safe spaces to access services and other supports.
- Engage men and boys on GBV prevention related activities
- Provide referrals to vulnerable women, girls, and especially GBV survivors to access services available in the community and at the safe spaces.
- Closely work with the caseworkers, GBV officer in the formation of the Adolescent girls group with consultation and engagement with their parents.
- Carry out weekly adolescent girls sessions as agreed
- Carryout the economic empowerment activities as agreed and especially the VSLA for women and girls.
- Plan and implement agreed project activities with support from supervisor
- Conduct outreach activities to encourage women and girls to seek health care and other services.
- Ensure that a psychosocial approach/perspective is employed in all work activities and decisions and that these reflect the priorities and best interests of women and girls been assisted.
- Establish regular coordination and liaison with community leaders, NGOs, service providers and local organizations especially at the reception centers/transit centers etc.
- Ensure that all program activities create a neutral and supportive environment for women and girls
- Ensure strict adherence to NCA/ACT code of conduct

Job Title: Gender Based Violence Officer

Job Purpose
- The GBV Officer will be responsible for the timely and quality delivery of field level activities with technical support from the GBV Advisor.
- She/he will manage the team there and ensure the smooth running of program in close coordination with other GBV/Protection actors.
- She/he will ensure that survivor centered approach is adhered to and GBV survivors and other vulnerable women and girls receive prompt and comprehensive services.
Main Duties
- Oversee case management including follow up on referrals and action plans, and support services provided to GBV survivors, ensuring that the survivors receive the minimum package
- Work closely with the GBV Advisor,senior GBV officer and other officers to Initiate planning for longer-term GBV prevention and response activities, including referral pathway and standard operating procedures
- Maintain, monitor and measure GBV project implementation and contribute to effective information management on GBV survivors, adhering to the national guidance on case management of survivors and the SOPs
- Closely work with case workers, outreach workers etc to ensure that best practices are respected and international standards are met in responding and preventing GBV
- Participate in capacity building initiatives for staff, partners and other stakeholders to ensure quality and comprehensive delivery of project activities
- Develop plans and activities in line with project.
- Facilitate the setting up and functional safe spaces for women and girls and supervise all safe space activities and community outreaches.
- Conduct monitoring of program activities and ensure standards are followed.
- Facilitate the formation of Adolescent girls groups through the engagement of care givers/parents and ensuring their inputs into the design of the AG is ensured.
- Oversee the case management of the program and supervise case workers to implement effectively
- Support staff to identify and link vulnerable girls to child protection actors and other service providers based on need to access support and care
- Overall management of field based activities.
- Conduct monitoring to partner activities in their various locations in close coordination with the M&E officer as may requested by supervisor.
- Submit quality reports as scheduled including but not limited to weekly, monthly etc.

Required Knowledge, Skills, Experience, and Qualification
- Proven experience in similar function desirable.
- Experience in GBVIMS and case management
- At least Degree in Psychology, Social Sciences, Public Health, Humanitarian Work, Nursing required.
- At least Two years and above experience in similar position or related
- Flexible and willing to work and stay in rural communities especially field based
- Attended trainings on GBV and is aware of protection issues.
- Supervisory experience.
- Fluency in English, Hausa and Kanuri plus any other local languages in northeast Nigeria an advantage.
- Good interpersonal skills to establish effective working relationships with all staff and key stakeholders externally.
- Able to communicate effectively at all levels within the organisation, including relevant staff working for the NCA.

Job Purpose
- The purposes of this position will be to ensure improved and expanded community-based services to meet the health and psychosocial needs of women and adolescent girls.
- The GBV caseworker responds to incidents of GBV in a timely, compassionate, and caring manner and provides basic counseling and support to survivors of Gender Based Violence.
- The GBV Case Worker works in close collaboration with the GBV officer, outreach workers, volunteers, women leaders, Local partners, health facilities and other agencies in the camp to support and provide services to women and girls who have been affected by conflict.
- The GBV Case Worker will provide case management services to women and girls who need health and psychosocial support and other GBV services.
Main Duties
- Facilitate a process for women to have a safe space where they can meet and discuss issues relating to their wellbeing.
- Create and maintain a positive and fruitful relationship with women who use the safe space and with the general community in which the safe space is based.
- Identify, train and support GBV outreach Workers and volunteers to undertake effective outreach work, referrals, sign posting and follow – ups for women in need of assistance.
- Supervise the work of the outreach workers and conduct regular feedback and de- briefing sessions to facilitate their work in close collaboration with the GBV officer.
- Formulate appropriate responses to individual cases according to the acceptable standards and in the best interests of the individual.
- Make use of other services and referral mechanisms as appropriate and according to the requests of individual/ family.
- Coordinate and conduct community education and awareness-raising activities in conjunction with the GBV outreach workers and volunteers with support from the GBV officer.
- In conjunction with the GBV Officer, facilitate the development and implementation of community action plans to prevent and respond to GBV.
- Conduct outreach activities to encourage women and girls to seek health care and other services.
