Health Initiatives for Safety and Stability in Africa (HIFASS) is a Non-Governmental Organization (NGO) incorporated in October 2007. HIFASS was primarily established as a continued effort of the Nigeria Ministry of Defence Health services to provide strategic manpower needs of the Military health facilities so as to meet the health needs of Military personnel, their families and the population around military health facilities, especially for the control of HIV epidemic and other related diseases We are recruiting to fill the position below:     Job Title: WASH Officer Location: Cross River, Benue Reports To: Program Manager Job Type: 6 months Field: Operations Background

  • Over the years HIFASS has provided manpower and associated technical support to PEPFAR HIV/AIDS program and Research activities, USAID and World Bank funded projects in Nigeria and further more played a role in the management of personnel services.
  • The Protection and Assistance to the Cameroonian Refugees is a UNHCR project aimed at providing quality services for health care, nutrition and WASH intervention in some LGAs in Cross River and Benue state.
  • Therefore, HIFASS seeks professionals who will ensure beneficiaries are safe, healthy and empowered for improved health outcomes and resilience.
Purpose of Position
  • The WASH Officer will support the UNHCR Country Operation, in coordination with the Government, to assess needs and coordinate the provision of WASH services to persons of concern to UNHCR. This will include WASH contingency and preparedness planning, assessment and development of long term WASH Strategy and operational plans
  • Coordination or WASH partners in conjunction with the government authorities, and monitoring progress of WASH programme implementation to ensure that an adequate level of WASH service is provided at each site in accordance with the UNHCR WASH Manual and Technical Guidelines, and applicable UNHCR Standards and/or National Standards.
Major Responsibilities Leadership and Coordination:
  • Lead the delivery of WASH services for refugees to meet the UNHCR standards and / or the national WASH standards, depending on the context.
  • Act as a focal point for WASH issues within UNHCR active refugee settlements.
  • Coordinate the activities of WASH Partners, together with other agencies, governmental and non-governmental counterparts and local authorities to ensure delivery of WASH services to beneficiaries meet UNHCR standards of assistance, depending on the context.
WASH Strategy, Planning and Programme Support:
  • Actively participate in drafting WASH strategies, and operational plans for UNHCR WASH programme at the country level.
  • Jointly with technical staff of implementing partners and other WASH actors, update detailed needs and resource assessments and revise designs of technical plans as necessary, taking into account practical aspects of implementation, long-term sustainable solutions, and relevant technical specifications and guidelines.
  • Advise and assist the UNHCR programme staff on the development of WASH aspects of the programme including planning, budgeting and input to financial management of the programme.
Technical Assistance and Capacity Building:
  • Provide technical guidance and support to partners on all water, sanitation, hygiene promotion related issues, to ensure quality, cost-effectiveness, sustainability and impact soundness in their implementation and in accordance with UNHCR policies, standards and priorities.
  • Facilitate capacity strengthening activities of national UNHCR WASH staff and, if applicable, of staff of implementing/operational partners to address key areas of WASH importance to refugees and other persons of concern to UNHCR.
Monitoring, Evaluation and Quality Assurance:
  • Supervise and monitor the implementation of the ongoing water, sanitation, hygiene projects administered directly by UNHCR and its partners.
  • Ensure that mechanisms to monitor the performance of UNHCRs partners on WASH activities in the refugee camps / settlements / host community are in place.
  • Ensure that the WASH Monitoring System data collection and reporting is carried out systematically, properly and timely with quality information
Reporting:
  • Report regularly on WASH activity implementation by all WASH partners, while maintaining accurate records of all relevant WASH performance indicators.
  • Prepare regular sectorial reports and submit material for preparation of periodic project monitoring reports as required by the office at country level.
  • Maintaining regular contact with the WASH Unit regarding all technical matters.
Required Qualifications/Experience, Knowledge, Skills and Abilities
  • Degree in Civil/Environmental/Water/Public Health Engineering or related field.
  • Minimum 3-5 years of relevant professional or international experience
  • Proficiency in English is required.

Purpose of Position
  • The Officer takes on the role of leading, coordinating and supervising supply activities within an office.
  • S/He will mitigate all potential risks related to the late delivery or low quality of goods and services/works through proper monitoring and managing the performance of vendors, ensuring compliance with the contract’s terms and conditions.
Major Responsibilities
  • Planning, developing and managing the procurement activities of the Field Office.
  • Responsible for all aspects of supply chain management within the Field in support of its operations, Departments and Programmes, resource allocation, sourcing, supplier management, inventory logistics and channels for distribution, forecasting, supply chain initiatives as well as flow and processes management, including:
  • Ensuring compliance with established tendering and quotation procedures for the supply of goods and services.
  • Conducting quality control on supplies and materials received.
  • Carrying out local market research and procuring local supplies.
  • Facilitating the receipt of supplies.
  • Developing and ensuring the efficient implementation of the procurement plan.
  • Analysing all procurement proposals to determine appropriate strategy or approach, performing market research to develop proposals on revisions of procurement plans, procedures and policies.
  • Responsible for managing the receipt, storage, issue and distribution of basic commodities to the refugee camps.
  • Responsible for all aspects of transport management within the Field; including vehicle maintenance, registration and insurance and related machinery and equipment;
  • Serves as a member of Committees as applicable.
Requirements, Qualifications & Experience
  • Degree in Admin, Social Science, Business or Public Administration
  • 2 years of relevant administrative experience is required in the areas of procurement and Admin. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems, experience in handling of web based

    Job Title: Finance Assistant Location: Benue State, cross river Reports To: Program Manager/Accountant HQ Duration: 6 months Purpose of Position
  • The Finance Assistant refers to UNHCR Manuals and relevant policy papers to assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials and suppliers to exchange information.
Responsibilities
  • Compile and verify budget and accounting data by checking files, calculating expenditure and estimating projections.
  • Assist newly arriving or departing staff members on opening/closing bank account; process their entitlement upon assignment.
  • Issue PO and non-PO vouchers including monthly salaries of HIFASS/non HIFASS Staff, daily subsistence allowance to staff going on official missions, cost of air-tickets, requisitions of goods and services based on agreements with the suppliers, office running common cost, rental and salary advances, lease agreements of UNHCR offices, etc.
  • Process on-line bank transfers ensuring that bank accounts of staff and suppliers are complete.
  • Liaise with other functional units who work closely with Finance Unit on relevant issues.
  • If applicable, may be required to assist in the preparation of the VAT refund submissions and monitoring of the reimbursable amounts.
  • Maintain efficient and timely archiving system of physical and electronic files to ensure that all documents are accounted for.
  • May be assigned as the custodian of the office petty-cash.
  • Draft routine correspondence.
  • Perform any other related tasks as required.
Qualifications
  • Degree in Business Administration, Finance, Office Management, Human Resources or other related field.
  • Minimum 5 years of job experience relevant to the function;
  • Computer skills (MS office and Quickbooks).
  • Fluency in English and working knowledge of another relevant language or local language (as applicable in the duty station).
  • Knowledge in UNHCR Admin and financial rules, procedures and processes;
  • Completion of UNHCR learning programmes or specific training relevant to functions of the position.
    Job Title: Project Driver Location: Cross River, Benue Reports To: Project Manager/Operations Manager Duration: 6 months Purpose of Position
  • Serves as driver for official activities.
  • Carefully and responsibly drive official vehicle to and from various locations.
  • S/he will provide daily preventive maintenance and routine check of official vehicles.
  • Reports defects and malfunctions to the Admin Officer.
  • Monitor expiration and renewal of driver’s and vehicle license.
  • Ensures passengers fasten seat belts at all times.
Other Functions include:
  • Complete daily check list for the Project vehicles
  • Prepare monthly report on Vehicle’s performance
  • Provide office logistics assistant for the project when necessary
  • Log all movements in the mileage log book and ensure passengers sign off on arrival
  • Airport pick and drop off
  • Ensure prompt services and maintenance of the Project Vehicle before due date
  • Perform all other duties as assigned by the supervisor
Qualifications
  • Minimum of 5-10 years driving experience
  • Must possess valid professional driver’s license
  • Evidence of post primary education and training in security and vehicle operation/maintenance required
  • Maintains a daily vehicle mileage log
  • General knowledge and familiarity of the Nigerian national road network.
  • Experience in similar position with a multilateral organization (e.g. UN agencies) and/or bilateral organization (e.g. International/Local implementing partners) will be of advantage

Purpose of Position
  • The M&E Officer will work within the Technical unit and in the field office of HIFASS to provide project management support in the planning, implementation, monitoring and reporting of Health assistance and WASH intervention for Cameroonian refugees
  • The incumbent undertakes field visits to monitor the implementation of program and introduce corrective measures where needed.
Major Responsibilities
  • H/She will provide support and ensure excellent execution of activities within planned timelines and scope, and with high quality in line with UNHCR’s programming polices and guidelines in the field office.
  • H/She will be involved in overseeing the operational aspects and logistics related to execution of project activities.
  • He/she will ensure the collection, management, analyses, and sharing of documents, data and materials to the right personnel, workers, and stakeholders.
  • Ensure that project activities are implemented to meet the objectives of the Project Partnership Agreements (PPAs) in the field office.
  • Assist in developing contingency plans and adjusting programming to respond to new and emerging operational challenges for the regions.
  • Assist in developing work plan and project reports in compliance with UNHCR’s global and regional priorities.
  • Ensure that HIFASS and partner staff are familiar with UNHCR’s programme policies and guidelines.
  • Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of UNHCR programming
  • Apply UNHCR’s corporate RBM tools to record data, assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level.
  • Assist in monitoring compliance to the organization’s resource allocation framework, providing support and taking corrective action where required.
  • Perform any other related duties as assigned.

    Job Title: Project Manager Location: Cross River Reports To: Program Head Job Type: 6 months Field: Operations Background

Purpose of Position
  • To ensure proper management and timely implementation of the UNHCR funded cash and in-kind assistance project as per the required standards
  • Collaborating and Liaising with key stakeholders to ensure adequate and timely project briefs and reporting is done
  • Staff management and coaching
  • Collaborate with key stakeholders at the community, LGA and state level and leverage on existing structure to provide adequate quality humanitarian services for the children and households of refuges in selected camps.
Major Responsibilities
  • Oversee the project implementation for the Cash Assistance and Core Health, Relief and Sanitation.
  • Strengthen community protection committees and family court system to enhance protection and handle emergency
  • Collaborate with relevant stakeholders at the community, LGA and state level to advocate and increase security network in the camp/site.
  • Collaborate with office of LGA council, Ministry of Justice, Ministry of Women Affairs and Ministry of Health.
  • Ensure the core Project Documents (Agreement and Budget) are developed and updated to reflect the project progression, and updating both donor and supervisor in case of any delays.
  • Manage and continuously monitor the project budget and ensure timely procurement and expenditure is maintained to avoid under or over spending.
  • Ensure that the required and budgeted project personnel are recruited in timely manner, and trained for the job.
  • Represent HIFASS at relevant inter-agency coordination and donor meeting.
  • Coordinate the delivery of the Clients and items with Transporter and/ or Support Service team.
  • Develop distribution plans in coordination with Security, Local Authorities and beneficiaries.
  • Manage all aspects of the project (human resources, finance, logistics, security, reporting etc) in the most efficient and effective manner.
  • Perform any other related duties as assigned.
Required Qualifications/experience, Knowledge, Skills and Abilities
  • Higher or Master's Degree in Health, Humanities, Development Studies or Economic Development
  • At least 15-20 years professional experience in the humanitarian or development sector
  • Excellent knowledge of the project management cycle and experience managing complex
  • Previous experience working in the livelihood sector
  • Ability to communicate technical information in an easy to understand, informative and collaborative manner.
  • Good knowledge of the Core Humanitarian Standards or other accountability measures/standards.
  • High integrity and willingness to conduct her/himself transparently and open to scrutiny.
  • Ability to communicate in other Nigerian Languages.
