  • Working under the direct supervision of the program’s Deputy Chief of Party, the Safety and Security Officer will be responsible for managing the safety and security policies and procedures for the project.
  • The Safety and Security Manager will provide support and advice to the Chief of Party and project staff on managing risk in Nigeria. He/she will have a dotted line relationship with the CNFA Director of Global Security and will incorporate CNFA safety and security guidance and policy into his/her planning and procedures.
  • He/she also will assist program teams in incorporating security planning and awareness into program planning.
  • Lastly, He/She will assist the team with operational planning of travel management in Nigeria and international travel as required.
Program Description

Major Duties and Responsibilities
  • Monitor and provide analysis on the environment in Nigeria and it pertains to managing the risks that may impact CNFA staff or resources and report findings to Deputy Chief of Party, Chief of Party and Director, Global Security;
  • Report all Serious Incidents to COP, DCOP and Director of Global Security;
  • Be readily available always to the Chief of Party and field staff to advise on security and safety developments;
  • Develop, review and ensure effective implementation of the CNFA Nigeria Security Management Plan incorporating guidance from the CNFA Security Management Plan;
  • Ensure adequate supply of necessary safety and security-related equipment at project offices and international staff residences;
  • Ensure that relevant staff members understand and can use equipment, including satellite phones, fire extinguishers, first aid kits, etc.
  • Provide and/or coordinate training on first aid, security, disasters, fire safety and defensive driving for staff as required;
  • Conduct comprehensive security/risk assessments in potential new program/field sites, as necessary;
  • Work with the HR/Administrative Officer (HRO) to develop and implement security orientation for new staff (international and national) and visitors;
  • Develop and update the Safety and Security Incident Management Plans
  • Oversee monitoring of Project’s vehicle Global Positioning Systems;
  • Conduct monthly vehicle log analysis and provide updates to the project management team;
  • Provide   all   in-country   logistic   support   for   international   visitors   includingconsultants;
  • Adhere to all CNFA and USAID standard operating procedures; and
  • Any other task assigned by the Deputy Chief of Party or Chief of Party.
  • Develop security networks and attend meetings with USAID security office, OSAC Country Council, and any other governmental or non-governmental organizations.
  • Develop procurements for safety and security related support to assist with state level assessments, security details and other risk management initiatives to support project personnel and resources.
Qualifications/Requirements
  • At least seven years of relevant, professional experience (military, police or NGO security) in roles with increasing levels of responsibility, 10+ years preferred;
  • Experience supporting donor-funded projects is preferred, USAID experience preferred;
  • Extensive experience in setting up and managing safety and security systems and protocols and provide training to staff and partners;
  • Demonstrated understanding of complex emergencies, related security concerns, and appropriate responses to such emergencies. Good context analysis skills;
  • Bachelor’s degree from an accredited university in relevant field; alternatively, senior military, police or non-governmental security experience with more than 15 years of experience.

  • Under the supervision of the Director of Finance and Operations, the Accountant will lead preparation of the program’s expenditures and reporting system. She/he will be responsible for monitoring the overall financial reporting system.
  • The Accountant will also prepare and present financial reports, analysis, and recommendations concerning relevant financial issues. Additionally, the Accountant will maintain the Accounts Payable Ledger and Check Register.
  • The Accountant is responsible for maintaining accurate and complete record in accordance with Generally Accepted Accounting Principles (GAAP) and CNFA Accounting and Financial Policies and Procedures.
  • She/he also verifies all source documents for proper approval and documentation.

Duties and Responsibilities
  • Conduct day-to-day accounting activities in compliance with CNFA policies and procedures and with Nigerian laws, including but not limited to:
  • Maintaining the general ledger and all related accounts with proper documentation and records of all transactions; review of entries to the general ledger to assure accuracy and compliance with the company’s and established accounting principles;
  • Prepare mandatory reports as required and respond to inquiries as necessary;
  • Process monthly staff payroll, tax calculations and remittances;
  • Maintain tax accounting and ensure due reporting to tax authorities;
  • Undertake monthly and year-end closing of the general ledger including the preparation of journal entries;
  • Supervise monthly bank reconciliations for all accounts; verify accuracy of bank statements and maintain integrity of cash balances and cash flow systems;
  • Maintain fixed asset records and determine depreciation terms/rates to apply to items;
  • Maintain a computerized accounting system;
  • Preparation of payment vouchers for signature and bank transfers, review of payment requests for format and accuracy;
  • Draw-up service and employment contracts;
  • Manage all personnel issues, including timesheets, leave reports and local benefits, and ensuring their confidentiality, maintain file of personnel records;
  • Keep log of vehicle request forms, alongside with driver schedule and manage usage of office vehicle, request and maintain fuel inventory;
  • Manage daily petty cash payments and cash reconciliation, including verifying support documentation; prepare petty cash replenishment/request documents;
  • Prepare monthly funds request;
  • Make and/or reconfirm all hotel, flight and travel arrangements, handle visa arrangements and car pick up;
  • Process local travel expenses/reimbursements;
  • Provide logistics for seminars, workshops and other special events; and
Other duties related with position and assigned by supervisor:
  • Maintain Accounts Payable Ledger and Check Register;
  • Monitor bank account balances (money market & operating accounts);
  • Verify accuracy of expenses and expense reporting from sub-contractors;
  • Verify vendor invoices for accuracy and run checks twice a week;
  • Verify cash balance on a monthly basis;
  • Review work on collections and advance repayments;
  • Verify petty cash register;
  • Review invoices for rent and other expenses;
  • Maintenance of all equipment contracts and insurance policies;
  • Prepare payroll processing;
  • Develop, enhance, and maintain automated financial reporting systems to track financial performance of CNFA and its affiliates;
  • Prepare the accounting functions in closing the books and reports;
  • Work directly with external auditors on a variety of technical accounting issues
  • Providing assistance with internal or external audit requirements.
Qualifications
  • Minimum of Bachelors’ degree required in accounting or a relevant field;
  • A minimum of 5 years of experience in accounting with at least 3 years within the International Non-Governmental Organization’s (NGO) sector;
  • Proficiency in Excel and other relevant accounting software;
  • Excellent organizational skills and ability to work in fast-paced environment;
  • Ability to prioritize and manage multiple tasks simultaneously;
  • Experience working on USAID or other donor-funded programs a plus;
